Le chiffre est bon : \u00e0 trois, cela fait un nouvel axe du mal, et l&rsquo;accusation acquiert aussit\u00f4t un indiscutable cr\u00e9dit. A la pointe de la bataille, on trouve Constantine C. Menges, senior fellow au Hudson Institut, ancien assistant special pour les affaires de s\u00e9curit\u00e9 nationale (sans doute au NSC) durant la pr\u00e9sidence Reagan ; on trouve \u00e9galement l&rsquo;Institute of World Politics, \u00e9galement farci d&rsquo;anciens de l&rsquo;\u00e9quipe Reagan.<\/p>\n<\/p>\n<p><p>\tMenges a d\u00e9j\u00e0 effectu\u00e9 plusieurs interventions sur le th\u00e8me de l&rsquo;axe du diable, version Sud. <a href=\"http:\/\/www.newsmax.com\/archives\/articles\/2002\/10\/29\/192747.shtml\" class=\"gen\">Le site NewsMax.com, lui-m\u00eame tr\u00e8s \u00e0 droite,<\/a> rapporte l&rsquo;une des r\u00e9centes interventions de Menges, le 30 octobre. Bush will have lost South America. The looming new axis would include Cuba&rsquo;s Fidel Castro, Venezuela&rsquo;s Hugo Chavez and now Brazil&rsquo;s Lula da Silva. Lula, a friend of Castro&rsquo;s for 30 years, will start out slowly, says Menges, putting on a bright face until he consolidates power over the giant country&rsquo;s secret police and military, while securing what he wants in the way of aid from the International Monetary Fund. Then, watch out, advises Menges, who notes that already  shortly after his election  Lula has started &quot;sporting a little red star in his lapel.<\/em> \u00bb<\/p>\n<\/p>\n<p><\/p>\n<p><p>\tUn aspect important de cette nouvelle offensive, dans le but de la rendre plus cr\u00e9dible, c&rsquo;est l&rsquo;option nucl\u00e9aire. Menges recalled warning the Clinton administration in June 1998 about the steady rise of the autocratic Hugo Chavez in Venezuela. I was told that there was no chance that Chavez would win. Later I was told his &quot;election is inevitable.&quot;<\/em> \u00bb<\/p>\n<\/p>\n<p><\/p>\n<p><p>\tCette offensive de mobilisation a toutes les chances, comme d&rsquo;autres pr\u00e9c\u00e9demment, d&rsquo;entrer dans le cadre washingtonien du d\u00e9bat sur les menaces, d&rsquo;autant qu&rsquo;elle y trouvera de puissants relais au sein de l&rsquo;administration, comme l&rsquo;adjoint au secr\u00e9taire d&rsquo;\u00c9tat pour l&rsquo;Am\u00e9rique Latine Otto Reich, ancien activiste anti-castriste d&rsquo;extr\u00eame-droite. L&rsquo;Am\u00e9rique Latine est un point de fixation important de la mythologie de la menace washingtonienne, historiquement peut-\u00eatre plus encore que l&rsquo;Irak et la zone moyenne-orientale.
