Sa position au sein des  <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=401\" class=\"gen\">puissants lobbies dans les milieux n\u00e9o-conservateurs<\/a> est \u00e9galement connue. Cet homme est certainement l&rsquo;une des influences les plus notables de la politique de l&rsquo;administration.<\/p>\n<\/p>\n<p><p>\tL&rsquo;intervention ci-dessus en est d&rsquo;autant plus remarquable. Sa violence est significative, non d&rsquo;un caract\u00e8re, non d&rsquo;une seule opinion, mais d&rsquo;un climat g\u00e9n\u00e9ral \u00e0 Washington aujourd&rsquo;hui. Elle permet de mesurer quelle pourrait \u00eatre l&rsquo;\u00e9volution entre les USA et ses alli\u00e9s dans l&rsquo;avenir. (Il faut avoir une bien grande l\u00e9g\u00e8ret\u00e9 d&rsquo;esprit pour croire que les Am\u00e9ricains s&rsquo;arr\u00eateraient avec l&rsquo;Irak, si la guerre contre l&rsquo;Irak a lieu.)<\/p>\n<\/p>\n<p><p>\tLa cible choisie par Perle, ici, est la France, beaucoup plus que l&rsquo;Allemagne. Ce choix est fond\u00e9, la position de l&rsquo;Allemagne \u00e9tant une r\u00e9action et un choix statique alors que la France suit une politique qui r\u00e9pond \u00e0 une coh\u00e9rence, et se r\u00e9v\u00e8le par cons\u00e9quent comme un \u00e9ventuel adversaire beaucoup plus coriace. On sera par contre beaucoup moins convaincu par l&rsquo;analyse que Perle fait des \u00e9v\u00e9nements en Allemagne  : interpr\u00e9ter les d\u00e9faites \u00e9lectorales de dimanche dernier comme un d\u00e9saveu de la politique anti-guerre de Schr\u00f6der est une hypoth\u00e8se aliment\u00e9e au processus d&rsquo;auto-d\u00e9sinformation du syst\u00e8me US, que ce soit par les articles de journaux ou par les d\u00e9p\u00eaches diplomatiques. Au contraire, la seule chose qui reste \u00e0 peu pr\u00e8s populaire dans la politique de Schr\u00f6der, c&rsquo;est sa politique anti-guerre.<\/p>\n<\/p>\n<p><p>\tPar contre, l&rsquo;appr\u00e9ciation de Richard Perle sur l&rsquo;ONU constitue sans aucun doute un axe futur d&rsquo;influence des n\u00e9o-conservateurs aupr\u00e8s de l&rsquo;administration. Selon la formule indiqu\u00e9e par Perle, les n\u00e9o-conservateurs devraient d\u00e9sormais plaider pour l&rsquo;abandon de toute subordination de quelque aspect que ce soit de leur politique \u00e9trang\u00e8re \u00e0 l&rsquo;ONU. Voici ci-dessous le texte de la d\u00e9p\u00eache. <\/p>\n<\/p>\n<p><\/p>\n<h2 class=\"common-article\">Pentagon adviser: France &lsquo;no longer ally&rsquo; <\/h2>\n<\/p>\n<p><\/p>\n<p><p>\t<strong>By Martin Walker, UPI Chief International Correspondent, From the International Desk<\/strong><\/p>\n<\/p>\n<p><p>\tFrance is no longer an ally of the United States and the NATO alliance &quot;must develop a strategy to contain our erstwhile ally or we will not be talking about a NATO alliance&quot; the head of the Pentagon&rsquo;s top advisory board said in Washington Tuesday.<\/p>\n<\/p>\n<p><p>\tRichard Perle, a former assistant secretary of defense in the Reagan administration and now chairman of the Pentagon&rsquo;s Policy Advisory Board, condemned French and German policy on Iraq in the strongest terms at a public seminar organized by a New York-based PR firm and attended by Iraqi exiles and American Middle East and security officials. <\/p>\n<\/p>\n<p><p>\tBut while dismissing Germany&rsquo;s refusal to support military action against Iraq as an aberration by &quot;a discredited chancellor,&quot; Perle warned that France&rsquo;s attitude was both more dangerous and more serious.<\/p>\n<\/p>\n<p><p>\t&quot;France is no longer the ally it once was,&quot; Perle said. And he went on to accuse French President Jacques Chirac of believing &quot;deep in his soul that Saddam Hussein is preferable to any likely successor.&quot;<\/p>\n<\/p>\n<p><p>\tFrench leaders have insisted the country will oppose any military action against Iraq without a second resolution by the United Nations Security Council, where it holds one of five crucial veto powers. Last November France did vote for Resolution 1441, which promised &quot;serious consequences&quot; if Iraq did not cooperate with U.N. weapons inspectors verifying that Iraq has indeed dismantled its programs for chemical, biological and nuclear weapons.<\/p>\n<\/p>\n<p><p>\t&quot;I have long thought that there were forces in France intent on reducing the American role in the world. That is more troubling than the stance of a German chancellor, who has been largely rejected by his own people,&quot; Perle said, referring to the sharp electoral defeat suffered by Chancellor Gerhard Schroeder&rsquo;s party in state elections Sunday.<\/p>\n<\/p>\n<p><p>\tAlthough he is not an official of the Bush administration, Perle&rsquo;s position as the Pentagon&rsquo;s senior civilian adviser gives his harsh remarks a quasi-official character and reflects the growing frustration in the White House and Pentagon with the French and German reluctance to support their U.S. and British allies. <\/p>\n<\/p>\n<p><p>\t&quot;Very considerable damage has already been done to the Atlantic community, including NATO, by Germany and France,&quot; Perle said. <\/p>\n<\/p>\n<p><p>\t&quot;But in the German case, the behavior of the Chancellor is idiosyncratic. He tried again to incite pacifism, and this time failed in Sunday&rsquo;s elections in Hesse and Lower Saxony. His capacity to do damage is now constrained. Chancellor Schroeder is now in a box, and the Germans will recover their equilibrium.&quot;<\/p>\n<\/p>\n<p><p>\tPerle went on to question whether the United States should ever again seek the endorsement of the U.N.
