\t8 mai 2003 Un article lumineux de William Pfaff<\/a> pose une question fondamentale : \u00ab Where is this leading Americans?<\/em> \u00bb De quoi parle le chroniqueur, en posant cette question ? De ceci, qui fait le titre de sa chronique : \u00ab Scaring America half to death<\/em> \u00bb.<\/p>\n<\/p>\n

\tPfaff rel\u00e8ve le fait fondamental de la r\u00e9alit\u00e9 du terrorisme, contre lequel une guerre totale est engag\u00e9e, une guerre que certains comparent m\u00eame \u00e0 la Grande Bataille Ultime entre le Bien et le Mal (Armageddon). Aujourd’hui, le terrorisme est \u00e0 son plus bas niveau depuis 1969.<\/p>\n<\/p>\n

<\/p>\n

\t\u00ab In its annual report to Congress on terrorism, the State Department said that the 199 recorded terrorist incidents last year represented a 44 percent drop from the previous year, and was the lowest total since 1969.<\/em><\/p>\n<\/p>\n

\t\u00bb There were no terrorist attacks at all in the United States, five in Africa and nine in Western Europe. Nearly all the rest were in Asia (99), Latin America (50) and the Middle East (29). (Forty-one of the total 50 incidents reported as terrorism in all of Latin America last year were bombings of a U.S.-owned oil pipeline in Colombia.)<\/em> \u00bb<\/p>\n<\/p>\n

\tUn autre aspect compl\u00e8te l’int\u00e9r\u00eat du rapport qui nous est pr\u00e9sent\u00e9 : la m\u00e9thodologie utilis\u00e9e, et notamment ce qui est mis dans la classification terrorisme global, qui constitue l’argument fondamental pour la mobilisation que nous connaissons depuis le 11 septembre 2001. Pfaff note : \u00ab virtually all the incidents identified by the U.S. government as acts of global terrorism in 2002 occurred in four places: in Colombia; in Chechnya, with its separatist war; in Afghanistan, with the continuing low-scale war; and with the Palestinian intifada. <\/em>[…] Before Sept. 11, 2001, virtually none of this would have been called terrorism. It would have been called civil insurrection, or nationalist or separatist violence.<\/em> \u00bb<\/p>\n<\/p>\n

\tWilliam Pfaff s’interroge sur la signification de ce ph\u00e9nom\u00e8ne extraordinaire, qui impose au monde civilis\u00e9 une mobilisation sans pr\u00e9c\u00e9dent, un bouleversement de nos conceptions politiques, une mise en cause de nos libert\u00e9s publiques, bref un saccage colossal de pans entiers de notre vie sociale, pour un danger dont tout, le bon sens comme la froide r\u00e9alit\u00e9 statistique, nous dit qu’il est tout simplement insignifiant. Il observe que ce ph\u00e9nom\u00e8ne touche les individus les plus divers, y compris ceux dont on aurait pu esp\u00e9rer que leur niveau d’instruction les aurait mis \u00e0 l’abri des emportements primaires et collectifs, qui sont au contraire les premiers \u00e0 c\u00e9der. Il cite ce \u00ab New York writer who recently said that since the fall of Baghdad he has, for the first time since 2001, felt himself secure from being blown to bits by a terrorist bomb while crossing Times Square<\/em> \u00bb. (Pfaff fait allusion \u00e0 une r\u00e9cente chronique<\/a> o\u00f9 il commentait les r\u00e9sultats d’une enqu\u00eate du Monde<\/a> sur les intellectuels am\u00e9ricains apr\u00e8s la guerre d’Irak.) \t\u00ab Polls indicate that American voters no longer really care whether weapons of mass destruction are found in Iraq. The victory was not over a threat they really identified with Saddam Hussein. It was a victory over terrorism.<\/em><\/p>\n<\/p>\n

\t\u00bb Now, in an official report few will read, or are expected to read, their government admits that terrorism is at its lowest level in three decades, and that the actual risk it poses is statistically negligible. At the same time, the same government tells them they must live in fear of appalling crimes and mass destruction. Where is this leading Americans?<\/em> \u00bb <\/p>\n<\/p>\n
