Ce monde a de moins en moins de rapports avec le vrai monde, qui est celui de l&rsquo;alerte g\u00e9n\u00e9rale face aux effets du r\u00e9chauffement climatique.<\/p>\n<\/p>\n<p><p>&bull; Un texte de Jim Lobe <a class=\"gen\" href=\"http:\/\/ipsnews.net\/print.asp?idnews=19542\">commente des r\u00e9centes r\u00e9v\u00e9lations<\/a> sur le fonctionnement du d\u00e9sormais fameux Office of Special Plans (OSP) mis en place par Rumsfeld pour court-circuiter tous les circuits normaux du renseignement US. Les r\u00e9v\u00e9lations viennent du lieutenant colonel Karen Kwiatkowski, de l&rsquo;USAF, qui a quitt\u00e9 son service apr\u00e8s avoir travaill\u00e9, jusqu&rsquo;en avril, dans l&rsquo;\u00e9quipe de l&rsquo;Under Secretary of Defence for Policy Douglas Feith, cr\u00e9ateur et chef de l&rsquo;OSP. Kwiatkowski confirme tout ce qu&rsquo;on supposait, \u00e0 partir de sources \u00e9parses, \u00e0 propos de l&rsquo;OSP.<\/p>\n<\/p>\n<blockquote class=\"normal\" style=\"font-size:1.05em;\">\n<p><p>&laquo; <em>\u00ab\u00a0What I saw was aberrant, pervasive and contrary to good order and discipline,'\u00a0\u00bb Kwiatkowski wrote. \u00ab\u00a0If one is seeking the answers to why peculiar bits of &lsquo;intelligence&rsquo; found sanctity in a presidential speech, or why the post-Saddam (Hussein) occupation (in Iraq) has been distinguished by confusion and false steps, one need look no further than the process inside the Office of the Secretary of Defence\u00a0\u00bb (OSD).<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>Kwiatkowski went on to charge that the operations she witnessed during her tenure in Feith&rsquo;s office, and particularly those of an ad hoc group known as the Office of Special Plans (OSP), constituted \u00ab\u00a0a subversion of constitutional limits on executive power and a co-optation through deceit of a large segment of the Congress\u00a0\u00bb.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>Kwiatkowski&rsquo;s charges, which tend to confirm reports and impressions offered to the press by retired officers from other intelligence agencies and their still-active but anonymous former colleagues, are likely to make her a prime witness when Congress reconvenes in September for hearings on the manipulation of intelligence to justify war against Iraq.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>According to Kwiatkowski, the same operation that allegedly cooked the intelligence also was responsible for the administration&rsquo;s failure to anticipate the problems that now dog the U.S. occupation in Iraq, or, in her more colourful words, that have placed 150,000 U.S. troops in \u00ab\u00a0the world&rsquo;s nastiest rat&rsquo;s nest, without a nation-building plan, without significant international support and without an exit plan\u00a0\u00bb.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>Kwiatkowski&rsquo;s comments echo the worst fears of some lawmakers, who have begun looking into the OSP&rsquo;s role in the administration&rsquo;s mistaken assumptions in Iraq. Some are even comparing it to the off-the-books operation run from the National Security Council (NSC) during Reagan administration that later resulted in the \u00ab\u00a0Iran-Contra\u00a0\u00bb scandal.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>\u00ab\u00a0That office was charged with collecting, vetting, disseminating intelligence completely outside the normal intelligence apparatus,\u00a0\u00bb Rep. David Obey, a senior Democrat in the House of Representatives, said last month.<\/em><\/p>\n<\/p>\n<p><p>&raquo; <em>\u00ab\u00a0In fact, it appears that the information collected by this office was in some instances not even shared with the established intelligence agencies and in numerous instances was passed on to the National Security Council and the president without having been vetted with anyone other than (the secretary of defence)\u00a0\u00bb. <\/em>&raquo;<\/p>\n<\/p>\n<\/blockquote>\n<p><p>&bull; Un autre aspect tr\u00e8s int\u00e9ressant des activit\u00e9s de l&rsquo;administration GW est la r\u00e9union secr\u00e8te que se tient aujourd&rsquo;hui \u00e0 Offut, dans le Nebraska, pour d\u00e9terminer les doctrines d&#8217;emploi et les programmes de nouvelles armes nucl\u00e9aires permettant un emploi de ces armes dans des conditions classiques (conventionnelles). L&rsquo;affaire semble avoir \u00e9t\u00e9 r\u00e9v\u00e9l\u00e9e par <a class=\"gen\" href=\"http:\/\/www.democracynow.org\/article.pl?sid=03\/08\/05\/1455235#transcript\">le groupe \u00ab\u00a0Democracy Now!\u00a0\u00bb<\/a>, qui d\u00e9taille cette r\u00e9union \u00e0 partir de documents obtenus par l&rsquo;activiste Greg Mello, directeur du Los Alamos Study Group. C&rsquo;est une r\u00e9union extraordinaire \u00e0 plus d&rsquo;un \u00e9gard. On retiendra cet aspect, hautement symbolique de la \u00ab\u00a0philosophie\u00a0\u00bb de l&rsquo;administration GW : l&rsquo;acc\u00e8s de la conf\u00e9rence n&rsquo;est pas autoris\u00e9 aux membres du Congr\u00e8s, par contre les industriels qui fabriquent les armes nucl\u00e9aires, les laboratoires, etc, seront l\u00e0 en grand nombre, comme partie prenante \u00e0 la conf\u00e9rence. On the terms of reference for these meetings are topics like how to frame the discussion in congress. What kind of authority do we need to begin small production runs of special weapons. Is the production complex agile enough to make these special weapons at short notice. What kind of nuclear testing do we need. And of course what are the weapons we want that will be as they put it most likely to be used. It is really a breathtaking agenda and yesterday I learned that those congressional staff members, committee staff members who want to just come and observe are being barred from the meeting. So we have a meeting which is pretty much stacked with contractors and it would be inaccurate not to say just idealogues and congressional oversight is being stiffed at the door.<\/em> &raquo;<\/p>\n<\/p>\n<\/blockquote>\n<p><p>La situation devient de plus en plus extraordinaire, \u00e0 la lumi\u00e8re de l&rsquo;\u00e9chec dramatique de l&rsquo;affaire irakienne. Les intrigues des n\u00e9o-conservateurs se poursuivent, comme l&rsquo;indique <a class=\"gen\" href=\"http:\/\/www.nytimes.com\/2003\/08\/06\/opinion\/06DOWD.html?ex=1061143719&#038;ei=1&#038;en=df77c0f68c6409fb\">Maureen Dowd dans le New York Times du 6 ao&ucirc;t,<\/a> en signalant une tentative de \u00ab\u00a0coup d&rsquo;&Eacute;tat\u00a0\u00bb de ces m\u00eames n\u00e9o-conservateurs au d\u00e9partement d&rsquo;&Eacute;tat.<\/p>\n<\/p>\n<p><p>Les \u00e9checs d&rsquo;Afghanistan et d&rsquo;Irak n&rsquo;ont pas entra&icirc;n\u00e9 un virage vers une position plus mod\u00e9r\u00e9e aux USA mais un durcissement encore plus accentu\u00e9, dans un monde qui perd tout contact avec la r\u00e9alit\u00e9. Le virtualisme lui-m\u00eame est entr\u00e9 dans sa version maximaliste, o&ugrave; le monde virtualiste refuse de s&rsquo;effacer malgr\u00e9 que la r\u00e9alit\u00e9 (\u00e9chec en Irak) ait montr\u00e9 son inexistence, ou la fausset\u00e9 de sa soi-disant existence. Dans sa derni\u00e8re chronique du <em>D\u00e9bat Strat\u00e9gique<\/em>, mai-juin 2003, Alain Joxe titrait sa chronique par cette question : &laquo; Les fous dirigent-ils l&rsquo;asile ?&raquo; Il semble bien qu&rsquo;on doive d\u00e9sormais se passer de point d&rsquo;interrogation.<\/p>\n<\/p>\n<p><h3 class=\"subtitleset_c.deepgreen\" style=\"color:#75714d; font-size:1.25em\">Post-Scriptum pour se mettre du baume \u00e0 l&rsquo;\u00e2me<\/h3>\n<\/p>\n<p><p>Un dernier point doit \u00eatre mis en \u00e9vidence, \u00e0 partir du constat qu&rsquo;on peut faire sur la circulation de l&rsquo;information. La r\u00e9union secr\u00e8te d&rsquo;Offut a \u00e9t\u00e9 annonc\u00e9e, sur Internet, par le site <em>Democracy, Now !<\/em>, d\u00e8s le 5 ao&ucirc;t. Comme on peut le voir avec <a class=\"gen\" href=\"http:\/\/www.guardian.co.uk\/usa\/story\/0,12271,1013690,00.html\">l&rsquo;article du Guardian du 7 ao&ucirc;t<\/a>, l&rsquo;information a \u00e9t\u00e9 tr\u00e8s vite relay\u00e9e dans le domaine du grand public et elle est devenue un fait majeur de l&rsquo;information aujourd&rsquo;hui.
