L&rsquo;attaque continue \u00e0 \u00eatre anti-am\u00e9ricaine, mais contre ce que la politique am\u00e9ricaine d\u00e9veloppe sous le nom de globalisation. L&rsquo;attaque r\u00e9cente contre l&rsquo;h\u00f4tel Marriott de Djakarta se place dans cette orientation strat\u00e9gique, selon l&rsquo;analyste Matthew Riemer.<\/p>\n<\/p>\n<p><p>\tCe constat est d&rsquo;autant plus int\u00e9ressant qu&rsquo;il est fait pour ce cas, au moment o\u00f9, en Irak, la gu\u00e9rilla anti-am\u00e9ricaine semble prendre <a href=\"http:\/\/www.nytimes.com\/2003\/08\/18\/international\/worldspecial\/18IRAQ.html?ex=1062176348&#038;ei=1&#038;en=17a99825e0e31e16\" class=\"gen\">un tournant vers une action plus large<\/a> et, surtout, contre des objectifs \u00e9conomiques dont certains peuvent \u00eatre appr\u00e9ci\u00e9s comme ayant partie li\u00e9e avec la logique de la globalisation. Ce pourrait \u00eatre le cas de l&rsquo;action contre les ol\u00e9oducs transportant du brut, si l&rsquo;on consid\u00e8re que l&rsquo;action am\u00e9ricaine visant \u00e0 relancer la production de brut se fait dans un contexte effectivement de globalisation. (Cela doit \u00eatre compris dans le cadre d&rsquo;une d\u00e9finition pr\u00e9cise de la globalisation,  mouvement d&rsquo;expansion et d&rsquo;int\u00e9gration des forces \u00e9conomiques mondiales par le biais de la d\u00e9r\u00e9gulation syst\u00e9matique [d\u00e9structuration \u00e9conomique] et de la r\u00e9duction des puissances publiques locales, au profit des conceptions am\u00e9ricaines et des int\u00e9r\u00eats capitalistiques am\u00e9ricains, avec le corollaire essentiel la d\u00e9structuration des formes sociales et culturelles des pays ext\u00e9rieurs touch\u00e9s par cette attaque de la globalisation.)<\/p>\n<\/p>\n<p><p>\tIl y a d&rsquo;ailleurs de plus en plus d&rsquo;indications montrant que l&rsquo;Irak est en train de devenir un point central,  globalis\u00e9, si l&rsquo;on veut,  de l&rsquo;action terroriste, avec divers groupes terroristes convergeant vers ce pays pour attaquer les forces US et les efforts US. C&rsquo;est ce qu&rsquo;on a d\u00e9j\u00e0 vu comme une \u00e9trange action am\u00e9ricaine dont l&rsquo;effet est de <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=841&#038;PHPSESSID=98fde4763f636e58b7047d7d72c47996\" class=\"gen\">se d\u00e9signer et s&rsquo;exposer aux coups du terrorisme<\/a>. Les Am\u00e9ricains ne semblent pas avoir r\u00e9alis\u00e9 qu&rsquo;en voulant faire de l&rsquo;Irak un laboratoire de la d\u00e9mocratie globalis\u00e9e US (plus globalis\u00e9e que d\u00e9mocratique), ils mettaient en place un formidable objectif d\u00e9sign\u00e9 aux coups des terroristes.  <\/p>\n<\/p>\n<p><p>\tD&rsquo;autres \u00e9l\u00e9ments, parall\u00e8lement, signalent un accroissement de la critique active contre certaines formes de la globalisation, notamment l&rsquo;attaque contre le r\u00f4le de la puissance publique et la d\u00e9r\u00e9gulation. On en signale deux ici, en renvoyant \u00e0 des articles int\u00e9ressants :<\/p>\n<\/p>\n<p><p>\t&bull; L&rsquo;attaque en faveur d&rsquo;une r\u00e9affirmation de la puissance publique, notamment avec <a href=\"http:\/\/www.iht.com\/ihtsearch.php?id=106535&#038;owner=(IHT)&#038;date=20030817142151\" class=\"gen\">l&rsquo;action de la France avec la soci\u00e9t\u00e9 Alstom<\/a>.<\/p>\n<\/p>\n<p><p>\t&bull; La critique contre la situation de l&rsquo;industrie d&rsquo;\u00e9lectricit\u00e9 am\u00e9ricaine, \u00e0 la suite de la Grande panne du 14 ao\u00fbt, qui est <a href=\"http:\/\/www.iht.com\/articles\/106679.html\" class=\"gen\">une attaque contre la d\u00e9r\u00e9gulation sauvage effectu\u00e9e aux \u00c9tats-Unis<\/a>.<\/p>\n<\/p>\n<p><p>\tA premi\u00e8re vue, il est incongru de placer ces appr\u00e9ciations au c\u00f4t\u00e9 des actions terroristes. Du point de vue plus large de la r\u00e9alit\u00e9 des grandes forces en action dans le monde, si l&rsquo;on met de c\u00f4t\u00e9 les appr\u00e9ciations morales et sentimentales qui forment l&rsquo;essentiel du commentaire intellectuel occidental aujourd&rsquo;hui, il devient incontestable que ces pouss\u00e9es si diff\u00e9rentes et qui s&rsquo;affirment m\u00eame antagonistes entre elles r\u00e9pondent en r\u00e9alit\u00e9 \u00e0 une logique commune. Cela conduit \u00e0 observer que la globalisation am\u00e9ricaniste, ext\u00e9rieure et int\u00e9rieure sous la forme d&rsquo;une d\u00e9structuration syst\u00e9matique, constitue le seul grand probl\u00e8me fondamental de notre temps historique.<\/p>\n<\/p>\n<p><\/p>\n<h2 class=\"common-article\">Militant Islam&rsquo;s Continued Targeting of the Global Economy<\/h2>\n<\/p>\n<p><\/p>\n<p><p>\t<strong>By Matthew Riemer, August 17, 2003, PINR<\/strong> <\/p>\n<\/p>\n<p><p>\tMilitant organizations in Southeast and Central Asia, the Middle East, and North Africa are continuing to choose targets of Western economic significance  on August 5th, the Marriott hotel in Jakarta, Indonesia was bombed. This trend is keeping in line with the explicit and multifaceted agenda espoused by Osama bin Laden. Bin Laden has noted that much of the <\/p>\n<\/p>\n<p><p>\tstrength of the United States and its Western allies relies on their economic hegemony and the cultural influence which that affords. Because of this, bin Laden has speculated that it is more damaging to the United States when its markets are attacked rather than its military directly. <\/p>\n<\/p>\n<p><p>\tOn October 7th, bin Laden threatened, \u00a0\u00bbI swear by Allah that the youth of  Islam are preparing for what will fill your hearts with fear and horror and will target your economic lifeline&#8230;\u00a0\u00bb He followed in December with: \u00a0\u00bbIt is important to concentrate on the destruction of the American economy.\u00a0\u00bb <\/p>\n<\/p>\n<p><p>\tAttacks targeting economic centers have repercussions far more pervasive and damaging than many military-targeted attacks can have. The September 11th attacks seriously impacted the U.S. economy and caused the kind of chain reaction that can make economies vulnerable: one of the results of the intense fear and shock felt by the vast majority of Americans was to bring <\/p>\n<\/p>\n<p><p>\tthe airline industry almost to a halt, which then affected industries reliant on its employees actively traveling throughout the country and world. Just a small snag in the sequence of production and dispersal can cause immense economic impact.<\/p>\n<\/p>\n<p><p>\tEconomic attacks are also more consistent with an intent to target the conduits of Western culture and values. Globalization or, perhaps, Westernization and its results are as much the enemy of bin Laden and his followers as are the more obvious results of U.S. military endeavors in Afghanistan, or, for example, the $3 billion in aid Washington gives every <\/p>\n<\/p>\n<p><p>\tyear to Israel. <\/p>\n<\/p>\n<p><p>\tThe first major attack that reflected this agenda was the bombing of a Bali nightclub in October of 2002. About 200 people were killed in the blast, the majority of which were Westerners and Australians (137 of 202). The intensity of this attack instantly broadcast throughout the world hardly made Bali  or anywhere in the Indonesian archipelago  an enticing destination for tourists and their money. Bali&rsquo;s economy took a severe blow in terms of revenue for months after the bombing, with one-third of workers unemployed at the beginning of the summer.<\/p>\n<\/p>\n<p><p>\tAnother attack targeting ostensibly tourist areas took place in Mombasa, Kenya on November 28, 2002 when a suicide bomber drove a truck into the Paradise Hotel where visiting Israelis typically stayed. There was also a simultaneous and failed attempt to shoot down an Israeli charter jet with a shoulder-fired rocket launcher.<\/p>\n<\/p>\n<p><p>\tThe most recent economic target has now become the Marriott hotel in Jakarta, which has prompted foreign business owners and investors in the various regions afflicted by anti-Western terrorism to reassess the security and risk of their enterprises in such places as Indonesia and the Philippines. <\/p>\n<\/p>\n<p><p>\tAt this point, there is no reason to believe that these targets of economic opportunity will not continue to be selected. This shouldn&rsquo;t distract from the fact that military and political targets are still considered an important part of the agenda of many Islamists throughout the world. <\/p>\n<\/p>\n<p><p>\tRecently, on August 7th, the Jordanian embassy in Baghdad was bombed, killing 19.<\/p>\n<\/p>\n<p><p>\tThe U.S. reaction to this unfolding global situation will be significant, as economic crises can be of the severest kind. It was an economy that was unable to adapt to the world around it that propelled the Soviet Union into obsolescence. Even after Mikhail Gorbachev became General Secretary of the Communist Party  though by then it was too late  there were many in the <\/p>\n<\/p>\n<p><p>\tKremlin who advocated an aggressive campaign of continued militarization to compete with the United States. But, even if this route had been chosen, as was evident in other areas, the Soviet economy was incapable of keeping up with the production and innovation of the United States because its economy lacked the diversity and competitive forces that had helped shape the U.S. marketplace. Thusly, a superpower was no more. <\/p>\n<\/p>\n<p><p>\tHowever, the effect terrorism has on the U.S. and global economy functions in a different way than economic crisis did within the decaying Soviet Union of a decade ago. These acts of economic sabotage serve to quell the tide not of territorial military expansion but economic  and then cultural expansion  in the form of market acquisitions. The opening up of vast new <\/p>\n<\/p>\n<p><p>\tmarkets such as in Iraq can have a tremendously positive impact on the U.S. and global economy, as American and other Western companies are able to secure contracts ranging from a few million to several billion dollars. Instability and political uncertainty in fresh markets threaten these contracts and their potential long-term positive effects on the economy. <\/p>\n<\/p>\n<p><p>\tSecurity in Iraq, as well as other nascent markets, not only affects the political evolution and condition of the Iraqi people but also the financial prospects of American shareholders. <\/p>\n<\/p>\n<p><p>\tThis undercurrent of the \u00a0\u00bbwar on terrorism\u00a0\u00bb is one often denied by Washington and its followers, as resistance is frequently described as radical or immoral or reactionary. Though to question the mental capabilities and logic of those who attack you is a tried and true method to delegitimize their cause.
