Une source europ\u00e9enne pr\u00e9cise que, \u00ab <em>dans certains pays, notamment les pays nordiques pourtant alli\u00e9s fid\u00e8les des USA mais aussi tr\u00e8s pointilleux sur la question des droits de l&rsquo;homme, la mise en \u00e9vidence de la torture \u00e9rig\u00e9e en syst\u00e8me au sein de l&rsquo;arm\u00e9e am\u00e9ricaine a un effet absolument horrible, d\u00e9vastateur<\/em> \u00bb.<\/p>\n<\/p>\n<p><p>\tCette analyse renforce les estimations faites par Richard Armitage, n\u00b02 de Colin Powell, lors d&rsquo;une \u00e9mission sur CNN. <a href=\"http:\/\/www.washingtonpost.com\/wp-dyn\/articles\/A7139-2004May6.html\" class=\"gen\">Un tr\u00e8s r\u00e9cent article du Washington Post<\/a> traite de cette question des r\u00e9actions dans le reste du monde, estim\u00e9e comme absolument catastrophique pour la r\u00e9putation et l&rsquo;influence des USA. Concernant l&rsquo;Europe et l&rsquo;intervention d&rsquo;Armitage, l&rsquo;article dit ceci :<\/p>\n<\/p>\n<p><\/p>\n<p><p>\t\u00ab <em>The White House is so gloomy about the repercussions that senior adviser Karl Rove suggested this week that the consequences of the graphic photographs documenting the U.S. abuse of Iraqi detainees are so enormous that it will take decades for the United States to recover, according to a Bush adviser.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>It&rsquo;s a blinding glimpse of the obvious to say we&rsquo;re in a hole, conceded Deputy Secretary of State Richard L. Armitage. He said the backlash in Europe is even greater than in the 22-nation Arab world.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>For many of our European friends, what they saw on those horrible pictures is tantamount to torture, and there are very strong views about that, he said yesterday on CNN&rsquo;s Paula Zahn Now show. In the Arab world, there is general dismay and disgust, but in some places we were not real popular to start with. So I think I&rsquo;m actually seeing a European reaction quite strong  quite a bit stronger.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>In public and private communications, European officials have become critical or disdainful of the United States. France&rsquo;s foreign ministry said in a statement that the abuse is totally unacceptable and, if confirmed, constitute clear and unacceptable violations of international conventions.<\/em> \u00bb<\/p>\n<\/p>\n<p><\/p>\n<p><p>\tCe scandale pourrait constituer un tournant dans les relations transatlantiques, d&rsquo;autant plus qu&rsquo;il concr\u00e9tiserait de fa\u00e7on explosive plusieurs ann\u00e9es d&rsquo;incompr\u00e9hensions, de rancoeurs et de frustrations entre les deux partenaires de l&rsquo;alliance transatlantique. Le scandale constitue le m\u00e9lange id\u00e9al pour cette sorte d&rsquo;\u00e9volution dramatique, avec l&rsquo;aspect politico-militaire puissamment dramatis\u00e9 par l&rsquo;aspect \u00e9motionnel et formel, et l&rsquo;aspect moral de la torture.<\/p>\n<\/p>\n<p><p>\tC&rsquo;est non seulement la politique de l&rsquo;Am\u00e9rique, c&rsquo;est non seulement son comportement moral qui est en jeu, c&rsquo;est aussi toute son orientation de civilisation depuis le 11 septembre 2001, dans tous les cas dans le jugement de nombreux dirigeants des pays europ\u00e9ens alli\u00e9s. La question est tellement explosive que tous ces dirigeants vont se sentir press\u00e9s par leurs opinions publiques et il s&rsquo;agit alors d&rsquo;un des tr\u00e8s rares domaines o\u00f9 ils pourraient se d\u00e9partir de la prudence souvent peureuse qui marqua jusqu&rsquo;alors, depuis le 11 septembre 2001, leurs relations avec les USA.<\/p>\n<\/p>\n<p><p>\tIl ne fait aucun doute que les sp\u00e9culations officieuses nouvelles selon lesquelles l&rsquo;OTAN n&rsquo;envisage plus avant les pr\u00e9sidentielles de novembre aux USA d&rsquo;examiner la possibilit\u00e9 d&rsquo;une intervention en Irak, alors qu&rsquo;il aurait d\u00fb en \u00eatre question de fa\u00e7on d\u00e9cisive au sommet d&rsquo;Istanbul, doivent \u00eatre compt\u00e9es comme la premi\u00e8re r\u00e9action anti-am\u00e9ricaine des Europ\u00e9ens. Cette \u00e9volution marque ce que pourrait \u00eatre la force des r\u00e9actions europ\u00e9ennes : l&rsquo;OTAN, tenue pour une machine totalement acquise aux USA, en l&rsquo;occurrence ne l&rsquo;est plus. Elle se d\u00e9marque m\u00eame nettement des USA, comme l&rsquo;explique un officiel de l&rsquo;OTAN : \u00ab <em>Beaucoup de membres de l&rsquo;Alliance estiment que c&rsquo;est en Afghanistan que l&rsquo;OTAN a sa cr\u00e9dibilit\u00e9 engag\u00e9e. Pour l&rsquo;Irak, c&rsquo;est la cr\u00e9dibilit\u00e9 des USA qui est en jeu, certainement pas celle de l&rsquo;OTAN.<\/em> \u00bb<\/p>\n<\/p>\n<p><p>\tIl y a notamment le <a href=\"http:\/\/story.news.yahoo.com\/news?tmpl=story&#038;u=\/latimests\/20040509\/ts_latimes\/natobalkingatiraqmission&#038;cid=2026&#038;ncid=1480\" class=\"gen\">Los Angeles Times du 9 mai<\/a>, qui se fait l&rsquo;\u00e9cho de cette nouvelle concernant l&rsquo;OTAN.<\/p>\n<\/p>\n<p><\/p>\n<p><p>\t\u00ab <em>The Western military alliance had expected to announce at a June summit that it would accept a role in the country, perhaps by leading the international division now patrolling south-central Iraq. But amid continuing bloodshed and strong public opposition to the occupation in many nations, allies want to delay any major commitment until after the U.S. presidential election in November, officials say.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>The clear shift in NATO&rsquo;s stance deals another blow to U.S. efforts to spread the military burden as it grapples with a deadly insurgency in Iraq, fury in the region over its endorsement of Israeli plans for Palestinian territories and the unfolding abuse scandal at the American-run Abu Ghraib prison.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>The Pentagon&rsquo;s announcement last week that it intends to keep 135,000 U.S. troops in the country was a sign that the administration does not expect to be able to shift more of the burden to other nations anytime soon.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>One U.S. hope had rested with NATO. Within the alliance, there seemed to be a sense of inevitability about the mission as recently as a few weeks ago, said one NATO official. But it&rsquo;s just not there anymore. Any enthusiasm there was has drained away.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Compounding the allies&rsquo; wariness is the fact that some countries with troops already in Iraq are unhappy with the U.S. war strategy. Some British leaders and officials of other countries in the occupying coalition have felt that the Americans have been too quick to resort to overwhelming force against insurgents, according to NATO and European defense officials.
