\t31 mai 2004 Le New York Times<\/em>\/International Herald Tribune<\/em> publie une int\u00e9ressante analyse sur l’\u00e9quipe Kerry de s\u00e9curit\u00e9 nationale<\/a>. On croirait du Clinton pur et dur ; la seule originalit\u00e9 (par rapport \u00e0 Clinton, s’entend) se trouve dans la pr\u00e9sence particuli\u00e8rement appuy\u00e9e du s\u00e9nateur Joseph Biden.<\/p>\n<\/p>\n

\t\u00ab Seated in leather swivel chairs in the glass-walled conference room at Senator John Kerry’s Washington campaign headquarters was a veritable reunion of President Bill Clinton’s national security team: Madeleine Albright, Sandy Berger, William Perry and General John Shalikashvili. Richard Holbrooke joined his former colleagues via conference call from Tokyo.<\/em><\/p>\n<\/p>\n

\t\u00bb But perhaps the most influential voice, pouring forth from the speakerphone at the center of the oblong table, belonged to Senator Joseph Biden Jr., calling from his home in Wilmington, Delaware. Biden, Kerry’s friend and the senior Democrat on the Senate Foreign Relations Committee, talks to the presumptive Democratic presidential nominee at least three times a week and, several people said, is his first gut check on all issues international.<\/em><\/p>\n<\/p>\n

\t\u00bb Senator Biden is probably the first among equals, a senior campaign official said. Another member of the foreign-policy kitchen cabinet agreed: Senators rely on senators. Biden clearly is someone that he listens to carefully. With Kerry on an 11-day swing that focuses on national security, perhaps the central issue of his campaign, he and his staff are in nearly constant communication with a large roster of experts on Iraq and other areas of the world.<\/em><\/p>\n<\/p>\n

\t\u00bb Besides the former Clinton advisers and Biden, those in the loop or on its fringe include former Senator Gary Hart, who ran for president largely on a foreign policy platform in 1984 and 1988; Leslie Gelb, president emeritus of the Council on Foreign Relations; and James Rubin, Albright’s former aide, who just moved from London to join Kerry’s staff. These deans of the Democratic foreign policy establishment have been corralled into a coordinated chorus of television appearances in recent days to speak in Kerry’s stead about President George W. Bush’s prosecution of the war in Iraq. They traded e-mail drafts of the speech Kerry gave Thursday in Seattle, as they did last month for a similar speech he gave in Missouri. They also are summoned by cellphone when the candidate has a question on their area of expertise or, in the case of Biden, for half-hour chats after 10 p.m. on the intersection of politics and policy.<\/em> \u00bb<\/p>\n<\/p>\n

\tEn un sens, l’\u00e9quipe Kerry ne r\u00e9serve gu\u00e8re de surprises. Il s’agit d’une sorte de continuit\u00e9, moins par rapport \u00e0 une ligne d\u00e9mocrate qui n’existe pas, que par rapport \u00e0 une ligne am\u00e9ricaniste expansionniste qui s’est r\u00e9ellement d\u00e9cha\u00een\u00e9e depuis 1995 (engagement US en Bosnie) et 1996 (explosion du nationalisme \u00e9tats-unien aux Jeux d’Atlanta, \u00e9v\u00e9nement en g\u00e9n\u00e9ral ignor\u00e9 mais pourtant essentiel pour comprendre le changement de politique am\u00e9ricaine, au niveau qui importe plus que tout autre des relations publiques). L’\u00e9quipe de conseillers de Kerry Albright, Holbrooke, Rubin, Berger, est l’\u00e9quipe qui a pr\u00e9par\u00e9, provoqu\u00e9 et conduit la guerre contre la Serbie, qui est un mod\u00e8le pr\u00e9paratoire pour la doctrine de guerre pr\u00e9ventive de GW. \tC’est une claire indication de ce que pourrait \u00eatre une administration Kerry pour ce qui est de la s\u00e9curit\u00e9 nationale. Le seul changement important devrait \u00eatre une restauration du r\u00f4le important du d\u00e9partement d’\u00c9tat contre la pr\u00e9pond\u00e9rance actuelle du d\u00e9partement de la d\u00e9fense. Mais un Holbrooke \u00e0 la place de Powell vaudrait bien, en brutalit\u00e9 et en pressions constantes, un Rumsfeld au Pentagone. Le r\u00f4le pr\u00e9pond\u00e9rant possible d’un s\u00e9nateur Biden, mod\u00e8le parfait du faucon lib\u00e9ral et sp\u00e9cialiste des gesticulations mena\u00e7antes, devrait nous instruire \u00e9galement.<\/p>\n<\/p>\n

\tNous pourrions alors comprendre qu’il n’y a jamais eu de rupture entre la politique de Clinton et celle de GW, et qu’un Gore \u00e9lu \u00e0 la place de GW, face \u00e0 l’attaque du 11 septembre 2001, n’aurait sans doute pas fait moins brutal. <\/p>\n<\/p>\n
