\t2 ao\u00fbt 2004 \u00c7a marche ? L’expression peut d\u00e9signer plusieurs faits ou situations. Citons-en trois \u00e0 la lumi\u00e8re de l’alerte rouge \u00e0 une attaque terroriste sur New York, qui vient d’\u00eatre annonc\u00e9e la nuit derni\u00e8re et met New York et Washington D.C. sur le pied de guerre. <\/p>\n<\/p>\n

\t• Ce qui marche, c’est peut-\u00eatre, sans doute, certainement, la capacit\u00e9 de manipulation exceptionnelle d’une alerte terroriste. Tout le reste, aujourd’hui aux USA, passe au second plan d\u00e8s qu’une attaque terroriste est annonc\u00e9e. Tout le reste, c’est-\u00e0-dire, pour le cas qui nous occupe, la Convention d\u00e9mocrate, qui devait apporter une pouss\u00e9e de popularit\u00e9 \u00e0 John Kerry et qui est d\u00e9sormais oubli\u00e9e.<\/p>\n<\/p>\n

\t• Ce qui marche, c’est que la guerre contre la terreur est aujourd’hui le sujet n\u00b01 de la campagne \u00e9lectorale, voire le seul sujet, et qu’il s’agit principalement, dans ce contexte de la guerre contre la terreur livr\u00e9e aux USA m\u00eames, c’est-\u00e0-dire avec les USA sur la d\u00e9fensive, en attendant une attaque terroriste.<\/p>\n<\/p>\n

\t• Ce qui marche, par cons\u00e9quent, c’est que John Kerry est compl\u00e8tement prisonnier de son adversaire puisque c’est son adversaire qui est pr\u00e9sident et que c’est l’administration en place qui d\u00e9cide quand, comment et pourquoi mettre le pays en alerte.<\/p>\n<\/p>\n

\tLe New York Times<\/em> publie un excellent article<\/a> qui nous dit que les candidats sont prisonniers de la menace d’une attaque terroriste sur le sol US, et qu’il y en a qui sont un peu plus prisonniers que d’autres.<\/p>\n<\/p>\n

In a campaign there are things you can control, and things you can’t control, said Tad Devine, a senior adviser to Mr. Kerry. You have to spend as much time as humanly possible worrying about the things you can control. We don’t sit around all day talking about what color the terror alert is.<\/em><\/p>\n<\/p>\n

\t\u00bb Yet the issue has charged the atmosphere, influencing everything Mr. Bush and Mr. Kerry do these days, as was particularly clear at Mr. Kerry’s nominating convention last week. News of the terror threat on Sunday also stirred renewed suggestions from some Democrats that the White House was manipulating terror alerts for Mr. Bush’s political gain. They said the alert had been issued just as Mr. Kerry emerged from a convention that was described by Republicans and Democrats as a success. I am concerned that every time something happens that’s not good for President Bush, he plays this trump card, which is terrorism, Howard Dean, a former rival of Mr. Kerry for the Democratic nomination, told Wolf Blitzer on CNN on Sunday.<\/em> \u00bb<\/p>\n<\/p>\n

\t Une autre cons\u00e9quence de cette alerte du d\u00e9but du mois d’ao\u00fbt, c’est l’importance extraordinaire qu’elle a prise aux USA, o\u00f9 elle fait partout la une dans la presse, o\u00f9 elle fait les manchettes du New York Times<\/a> comme du Washington Post<\/a>, si l’on veut parler des in\u00e9vitables journaux de r\u00e9f\u00e9rence.<\/p>\n<\/p>\n

\tDans le reste du monde, par contre, l’int\u00e9r\u00eat est beaucoup moins \u00e9vident. Cela signifie que cette perception, qu’elle soit ou non n\u00e9e d’une manipulation \u00e9loigne une fois de plus les USA du reste du monde. La campagne \u00e9lectorale a toutes les chances de se d\u00e9rouler de cette fa\u00e7on, avec les USA d\u00e9connect\u00e9s du reste. Nous ne verrons sans doute rien venir, et y pr\u00eaterons sans doute trop peu d’attention, pour nous retrouver sans doute, au d\u00e9but novembre, avec une situation bien \u00e9tonnante aux USA. La campagne \u00e9lectorale am\u00e9ricaine de l’ann\u00e9e 2004 sera un tournant r\u00e9volutionnaire pour l’\u00e9volution de la puissance am\u00e9ricaine. Nous ne l’avons pas encore r\u00e9alis\u00e9.<\/p>\n<\/p>\n
