L&rsquo;important, ici, c&rsquo;est de comprendre pourquoi il y a eu ce carnage et pourquoi son effet est si grand, alors qu&rsquo;il y eut, qu&rsquo;il y a et qu&rsquo;il y aura des carnages aussi terribles et bien plus encore, que nous ne saluons et ne saluerons pas, que nous ne connaissons et ne conna\u00eetrons m\u00eame pas.<\/p>\n<\/p>\n<p><p>\tIl se trouve que le <em>Guardian<\/em> (l&rsquo;<em>Observer<\/em>) nous pr\u00e9sente en trois articles l&rsquo;arc en ciel des attitudes, qui vont du bon sens divinatoire \u00e0 la cr\u00e9tinerie sophistiqu\u00e9e, qui permettent de mieux comprendre et d\u00e9finir Beslan. (Le <em>Guardian<\/em> est un bon journal, c&rsquo;est-\u00e0-dire un excellent thermom\u00e8tre de nos lucidit\u00e9s et de nos stupidit\u00e9s.)<\/p>\n<\/p>\n<p><p>\t&bull; Un premier article (dans l&rsquo;ordre o\u00f9 nous les citons), de Max Hastings, nous offre le constat <a href=\"http:\/\/www.guardian.co.uk\/russia\/article\/0,2763,1297992,00.html\" class=\"gen\">que le terrorisme, \u00e7a marche<\/a>, c&rsquo;est-\u00e0-dire qu&rsquo;il produit l&rsquo;effet d\u00e9sir\u00e9. (\u00ab <em>These terrible tactics may actually be working ,  Extraordinary terrorist outrages now gain extraordinary attention<\/em> \u00bb). Hastings cite les terroristes russes du XIXe si\u00e8cle et leurs tactiques qui \u00e9taient d\u00e9j\u00e0 celles qu&rsquo;on voit aujourd&rsquo;hui mais qui n&rsquo;avaient qu&rsquo;un \u00e9cho tr\u00e8s restreint  : \u00ab <em> Consider the description of Sergei Gennadievich Nechayev by the revolutionary Bakunin, writing to a friend in 1869: I have here one of those young fanatics who know no doubts, who fear nothing and who have decided quite definitely that many, many of them will have to perish at the hands of government but who will not let this stop them until the Russian people arise. They are magnificent, these young fanatics, believers without God, heroes without rhetoric.<\/em> \u00bb) Puis Hastings en vient au XXIe si\u00e8cle et constate, \u00e0 l&rsquo;aide d&rsquo;une citation de Lawrence Durell, que ces tactiques sont aujourd&rsquo;hui irr\u00e9sistibles. Bref, Hastings enfonce des portes ouvertes mais cela vaut mieux que de s&rsquo;inventer des forteresses imprenables, insaisissables et invisibles en les baptisant Ennemi de la Civilisation pour pouvoir mieux taper l\u00e0 o\u00f9 l&rsquo;on d\u00e9clenchera des r\u00e9actions incontr\u00f4lables, impr\u00e9visibles et sans merci qui permettront de perp\u00e9tuer le mythe que nous aurons ainsi cr\u00e9\u00e9.<\/p>\n<\/p>\n<p><\/p>\n<p><p>\t\u00ab <em>There are three obvious reasons for the 21st century terrorist escalation. First, it is much easier to attack undefended civilians than military installations or rulers. Second, the Muslims responsible for most contemporary terrorism are untroubled by even such modest scruples as the IRA possessed. Finally, extraordinary outrages gain extraordinary attention. No conceivable action by the Chechens could have gained them as much attention as the massacre of children.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>The massacre places immense pressure on the Russian government to identify targets for retaliation. Here is the purpose of the terrorist, defined by Lawrence Durrell in Bitter Lemons, a classic account of the 1950s Eoka insurgency in Cyprus: His primary objective is not battle. It is to bring down upon the community in general a reprisal for his wrongs, in the hope that fury and resentment roused by punishment meted out to the innocent will gradually swell the ranks of those from whom he will draw further recruits.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>I have always thought this passage above should be framed above the desks of every politician and soldier charged with countering terrorism. If we assume that it is undesirable to accommodate the aims of our enemies, then the need seems paramount to focus vengeance solely upon the guilty.<\/em> \u00bb<\/p>\n<\/p>\n<p><\/p>\n<p><p>\t&bull; En effet, passons au constructeur de forteresses imprenables, insaisissables et invisibles qu&rsquo;il baptise Ennemi de la Civilisation. Dans <a href=\"http:\/\/observer.guardian.co.uk\/international\/story\/0,6903,1297672,00.html \" class=\"gen\">cet article de Jonathan Steele du 5 septembre<\/a>, nous trouvons tous les ingr\u00e9dients qu&rsquo;il faut, et particuli\u00e8rement l&rsquo;expert qui va bien,  il est Russe et il travaille pour l&rsquo;antenne moscovite du <em>think tank<\/em> US Carnegie Endowment for Peace, le Carnegie Centre. Le Russe sophistiqu\u00e9 et am\u00e9ricanis\u00e9 (c&rsquo;est-\u00e0-dire exotique et s\u00e9rieux \u00e0 la fois) Dmitri Trenin nous fait une analyse intelligente, sophistiqu\u00e9e, impeccable, qui aboutit \u00e0 la conclusion que Beslan n&rsquo;est rien de moins que le 9\/11 de Poutine, que le pr\u00e9sident russe est donc engag\u00e9 dans une guerre totale, un second front du terrorisme. M\u00eame si les conseils sont \u00e9galement de bon aloi (n\u00e9gocier avec les Tch\u00e9tch\u00e8nes pour tenter de changer la situation), l&rsquo;ensemble apporte une pierre d\u00e9cisive \u00e0 la construction d&rsquo;un nouveau mythe terroriste (les Tch\u00e9tch\u00e8nes, Al Qa\u00efda n\u00b02) qui va contribuer \u00e0 terroriser encore plus notre pens\u00e9e et nos concepts. (Les questions fusent : comment faire autrement ? Comment en sommes-nous arriv\u00e9s l\u00e0 ?, etc. Quelques indications ci-dessous, apr\u00e8s l&rsquo;extrait de l&rsquo;article de Steele.)<\/p>\n<\/p>\n<p><\/p>\n<p><p>\t\u00ab <em>The crisis is the worst in Putin&rsquo;s presidency. It deals a massive blow to his credibility as a tough man with tough policies that can bring Russians security. It has cast new doubts on the effectiveness and professionalism of Russia&rsquo;s police and special forces. It has left Russians feeling more unsafe and defenceless than ever. And it has raised the spectre of unrest across the whole of the North Caucasus.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<D><em>This is a watershed. Putin will need to improve security across the board. But he will also have to look again at all the political issues surrounding Chechnya, Dmitri Trenin, a senior analyst at Moscow&rsquo;s Carnegie Centre, a leading think-tank, said yesterday.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>Like many other experts, he saw the Beslan attack as part of a co-ordinated and sophisticated offensive by Chechen fighters to take the war out of Chechnya. It began in June with an attack by dozens of fighters on several police stations in the neighbouring republic of Ingushetia.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb <em>The Chechens, aided and financed according to some Russian officials by supporters of al-Qaeda, last week used suicide bombers to blow up two civilian aircraft in midair shortly after they left Moscow. One was flying to the Black Sea resort of Sochi in what Dmitri Trenin sees as a deliberate warning to President Putin who was on holiday there at the time. D\u00e8s le titre, nous y sommes : \u00ab <em>Writing the script for terror.<\/em> \u00bb Il s&rsquo;agit en effet d&rsquo;un script, d&rsquo;\u00e9crire un script et ainsi de suite, c&rsquo;est-\u00e0-dire l&rsquo;approche virtualiste qui importe, \u00e0 l&rsquo;aide des vieilles et excellentes recettes hollywoodiennes. \u00c9cartez r\u00e9solument la cause que Preston tente d&rsquo;expliquer, \u00e9ventuellement celle des Tch\u00e9tch\u00e8nes, qu&rsquo;importe. L&rsquo;important est qu&rsquo;il d\u00e9taille l&rsquo;affaire de Beslan d&rsquo;un point de vue o\u00f9 il appara\u00eet que tout le monde est prisonnier d&rsquo;une manipulation universelle, qu&rsquo;op\u00e8re chacun des c\u00f4t\u00e9s, plus le journaliste qui rapporte les faits et les images, plus le lecteur et le voyeur de ces faits et de ces images, plus le non-lecteur et le non-voyeur lorsque, comme dans le cas de la fille de l&rsquo;auteur, on refuse d&rsquo;acheter le journal de peur d&rsquo;y voir les photos \u00ab <em>I manipulate, therefore I exist<\/em> \u00bb, \u00e9crit l&rsquo;auteur, et l&rsquo;on comprend que cette \u00e9trange devise concerne tout le monde, qu&rsquo;elle va comme un gant \u00e0 tout le monde tant c&rsquo;est la devise de l&rsquo;activisme virtualiste o\u00f9 notre \u00e9poque est d\u00e9sormais plong\u00e9e jusqu&rsquo;au cou : tous, nous manipulons et nous nous manipulons nous-m\u00eames, <em>therefore<\/em> nous existons,  mais sans plus tr\u00e8s bien savoir pourquoi et dans quel but, et comment les choses se font&#8230;  <\/p>\n<\/p>\n<p><\/p>\n<p><p>\t\u00ab <em>Hostage-taking on a grand scale means time, among other things: time for the camera teams to arrive, time for the crisis and pressure to build. Will Putin give in? He can&rsquo;t. It would be the end of him. So it will all come to slaughter and bitter tears. But he&rsquo;ll have to let CNN, BBC and the rest see what happens if he wants to make this terrorism international. And then the world will, too, see what we Chechens can do.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>Someone, that someone, wrote the script. Someone with despair in his heart calculated how it would work out  and break from behind the borders of control that stop us seeing what happens inside Chechnya. Someone wanted to put his case on the international map. Mission accomplished.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>And for his next trick? An old peoples&rsquo; home, a nursery, a hospital? There is no limit to the targets that may be chosen by terrorists who expect to die but know that they will make a splash in the process. There is no limit to the soft touches that cannot be anticipated or defended. Frontiers are meaningless, because pictures have no frontier. Fear needs no visa.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>Two bleak things follow. One is that &#8211; whether or not it exists on any organised level &#8211; we shall gradually come to identify a force called international terrorism, a force defined not by the coordination of its strikes or creeds but by the orchestration of its inhuman propaganda. I manipulate, therefore I exist.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>The other thing is self-knowledge for media-makers and media-watchers. If the malignant message is itself a device, a weapon of mass hysteria, how do we defuse it? By a suppression that undermines free society, that gives terror its victory? Or by the realisation that we are not puppets, that we must see and explain for ourselves.
