Especially when it comes to civilians.<\/em> \u00bb Il le pose parce que, effectivement, il existe une pouss\u00e9e, \u00e0 la fois naturelle et provoqu\u00e9e, pour \u00e9carter les nouvelles d’Irak de notre premi\u00e8re attention (titres, reportages, etc) ; et il le r\u00e9sout, par l’attention \u00e9vidente que lui-m\u00eame porte \u00e0 cette question, en en faisant son titre. Effectivement, il nous semble que la puissance du r\u00e9seau de communication et d’information, de la presse officielle \u00e0 Internet, g\u00e9n\u00e8re une dynamique qu’il est tr\u00e8s difficile de r\u00e9duire.<\/p>\n<\/p>\n

\tD’autre part, que The Independent<\/em> ne s’inqui\u00e8te pas trop. Nous sommes aid\u00e9s, dans notre t\u00e2che de ne pas perdre le contact avec l’incommensurable monstruosit\u00e9 qu’est l’affaire irakienne, par un alli\u00e9 de taille et de poids : la non moins incommensurable stupidit\u00e9 de la b\u00eate, comment d\u00e9signer autrement ce syst\u00e8me militaro-bureaucratique saupoudr\u00e9 d’humanitarisme de bazar de relations publiques ? en action en Irak. Chaque nouvel \u00e9v\u00e9nement, chaque nouvelle initiative, d\u00e9montre conjointement sa barbarie et sa b\u00eatise.<\/p>\n<\/p>\n

\t(Sur le fond, c’est-\u00e0-dire \u00e0 Washington, qu’on soit bien assur\u00e9 que rien n’a chang\u00e9. L’utopie destructrice et infantile du premier mandat GW continue et m\u00eame acc\u00e9l\u00e8re, dans une version encore plus vulgaire o\u00f9 la d\u00e9mocratisation forc\u00e9e des Irakiens devrait passer par la menace d’emploi du nucl\u00e9aire. \tL’une des derni\u00e8res monstruosit\u00e9s pentagonesques en date est le sort r\u00e9serv\u00e9 \u00e0 Falloujah. Les r\u00e9f\u00e9rences qui viennent \u00e0 l’esprit devant le plan am\u00e9ricain de reconstruction concernent aussi bien les villes artificielles cr\u00e9\u00e9es autour du goulag<\/em> stalinien que les ghettos<\/em> juifs organis\u00e9s par les nazis. Les cartes d’identification magn\u00e9tiques, pour tous<\/strong> les habitants de Falloujah revenus \u00e0 la maison, font office d’\u00e9toiles jaunes postmodernes ; les habitants de Falloujah mobilis\u00e9s en travailleurs forc\u00e9s, enr\u00e9giment\u00e9s, sans doute mis en uniforme, repr\u00e9sentent un ph\u00e9nom\u00e8ne qui se r\u00e9f\u00e8re aux deux syst\u00e8mes, stalinien et nazi, avec la cerise sur le g\u00e2teau de ce constat que les habitants de Falloujah sont mobilis\u00e9s pour reconstruire de force une ville d\u00e9truite par l’U.S. Army et le Corps des Marines.<\/p>\n<\/p>\n

\tDans un article de The Independent du 11 d\u00e9cembre, on nous rapporte que le porte-parole du 1st Marine Expeditionary Force est un tantinet g\u00ean\u00e9 lorsqu’il d\u00e9taille les dispositions des vainqueurs de Falloujah (\u00ab a little embarrassed by the Orwellian overtones of their plan<\/em> \u00bb). \t\u00ab Ahmed Rawi, a Red Cross spokesman, said yesterday: \u00a0\u00bbNo one knows how many families are inside the city.\u00a0\u00bb The Red Cross team \u00ad which entered without escort and left before curfew \u00ad met no residents, apart from engineers and technicians. The Red Cross reported that hundreds of dead bodies remain stacked inside a potato chip warehouse on the outskirts. Some of the bodies were too badly decomposed to be identified. Raw sewage runs through the streets.<\/em> <\/p>\n<\/p>\n

\t\u00bb All this, and there are no humanitarian workers working inside the city. When the first of Fallujah’s refugees are allowed to return on Christmas Eve, they will be funnelled through five checkpoints. Each will have their fingerprints taken, along with DNA samples and retina scans. Residents will be issued with badges with their home addresses on them, and it will be an offence not to wear it at all times. No civilian vehicles will be allowed in the city in an effort to thwart suicide bombers. One idea floated by the US is for all males in Fallujah be compelled to join work battalions in which they will be paid to clear rubble and rebuild houses.<\/em> <\/p>\n<\/p>\n

\t\u00bb American officers say the hardline approach is legal under martial law regulations issued last month by the interim government of Iyad Allawi. But they appear a little embarrassed by the Orwellian overtones of their plan. Major Francis Piccoli, a spokesman for the 1st Marine Expeditionary Force, admitted: \u00a0\u00bbSome may see this as a ‘Big Brother is watching over you’ experiment. But, in reality, it’s a simple security measure to keep the insurgents from coming back.\u00a0\u00bb<\/em> \u00bb<\/p>\n<\/p>\n

\t\u00ab Fast forward to the present. In the pulverized wreckage of Fallujah, Iraq, the United States will soon introduce the Strategic Hamlet program once again, albeit with significant differences. Under the new plan, according to the Boston Globe, troops would funnel Fallujans to so-called citizen processing centers on the outskirts of the city to compile a database of their identities through DNA testing and retina scans. Residents would receive badges displaying their home addresses that they must wear at all times. Buses would ferry them into the city, where cars, the deadliest tool of suicide bombers, would be banned. In Vietnam, peasants were forced to build their gulags, while in Fallujah male civilians will be organized in military-style battalions and, depending on their skills will be assigned jobs in construction, waterworks, or rubble-clearing platoons. In other words, Fallujans will be organized into chain-gangs and forced to clean up the criminal mess the United States made of their city. For some reason the Pentagon either does not realize or could not care less about the anger and resistance such humiliation will cause.<\/em> <\/p>\n<\/p>\n

\t\u00bb You have to say, Here are the rules,’ and you are firm and fair. That radiates stability, Lieutenant Colonel Dave Bellon, intelligence officer for the First Regimental Combat Team, told the Globe.<\/em> <\/p>\n<\/p>\n

\t\u00bb Bellon asserted that previous attempts to win trust from Iraqis suspicious of US intentions had telegraphed weakness by asking, What are your needs? What are your emotional needs?’ All this Oprah [stuff], he said. They want to figure out who the dominant tribe is and say, I’m with you.’ We need to be the benevolent, dominant tribe.<\/em><\/p>\n<\/p>\n

\t\u00bb No more Oprah stuff. Instead, the Pentagon believes it can pretend to be a dominant tribal leadersort of an Americanized version of Saddamand thus win the trust (or fear) of Iraqis, a monumental and culturally ignorantif not completely bigotedmistake, one certain to engender even more animosity on the part of Iraqis and empower the resistance further. Bellon understands most Iraqis will continue to hate the United States for illegally invading and occupying their country and butchering 100,000 or more of their fellow citizens but hopes there will be mutual respect. Exactly how reducing Fallujah to rubble, sniping thirsty and starving women and children, using internationally banned weapons such as napalm, cluster and phosphorous bombs, depleted uranium shells, killing doctors and hospital patients, and crushing the wounded under the treads of tanks will create mutual respect is not explained.<\/em> <\/p>\n<\/p>\n

\t\u00bb Like an act from some macabre theater of the absurd play, the Pentagon declares that converting the bombed remnants of Fallujah, with its interred civilians, into a concentration campwith the latest invasive technology instead of stockade wallsis an effort to create a model city. In other words, the Pentagon and its Iraqi stooges plan to use coercive measures in other Sunni cities; i.e., they will bomb, invade, kill thousands of people, and then reconstruct the ruins to resemble something out of a here-and-now version of the dystopian movie Minority Report, complete with retina scan terminals and an omnipresent police state dominating every aspect of life.<\/em> \u00bb <\/p>\n<\/p>\n
