\t3 janvier 2005 Dites m\u00e9chant, on dira Hitler; de m\u00eame, dites d\u00e9sastre, l’on r\u00e9pondra aussit\u00f4t, en se tournant vers l’indispensable Am\u00e9rique: plan Marshall. Autrement dit, apr\u00e8s le tsunami<\/em> du 26 d\u00e9cembre, un nouveau d\u00e9sastre menace la zone sud-asiatique: l’intervention am\u00e9ricaine.<\/p>\n<\/p>\n

\tLa pens\u00e9e postmoderne, et n\u00e9cessairement, en son cur, la pens\u00e9e am\u00e9ricaniste, fonctionnent par clich\u00e9s, lieux communs, etc, qu’on d\u00e9signe sous le mot de concepts pour faire chic. Si possible, ces choses renvoient \u00e0 1941-45 (pas 1939-45 : devinez pourquoi?), la p\u00e9riode dite de la Brightest Generation<\/em> (aux USA, pas chez nous, sur le continent). Bref, on s’\u00e9bat en pleine vertu, laquelle d\u00e9borde un peu sur l’imm\u00e9diat apr\u00e8s-guerre, pour y incorporer l’OTAN et, surtout, magie d’entre les magies, le Plan Marshall. Nous y sommes.<\/p>\n<\/p>\n

\tDepuis 1989-91, d\u00e8s qu’un \u00e9v\u00e9nement dramatique d’une certaine ampleur se produit, le r\u00e9flexe pavlovien fonctionne: plan Marshall. On en a parl\u00e9 pour la r\u00e9unification allemande, pour les pays d’Europe de l’Est lib\u00e9r\u00e9s du communisme, pour la Russie \u00e0 l’une ou l’autre reprise, pour les pays (dont la Russie, \u00e0 nouveau) touch\u00e9s par la vague de d\u00e9stabilisation \u00e9conomique en 1997-98, pour l’Argentine, etc. Comment n’y avions-nous pas pens\u00e9 pour la catastrophe asiatique? C’est fait.<\/p>\n<\/p>\n

\t\u00ab As American Sea Hawk helicopters began ferrying emergency supplies to the stricken coastal communities of Aceh on the island of Sumatra at the weekend, voices were being raised in the United States for a longer-term engagement in the area to rebuild lost political goodwill.<\/em><\/p>\n<\/p>\n

\t\u00bb There is already talk of an updated Marshall plan for Asia, similar to the post-war aid for Europe, that would save lives and repair America’s tattered reputation across the world.<\/em><\/p>\n<\/p>\n

\t\u00bb The helicopters, from the USS Abraham Lincoln aircraft carrier anchored close to Sumatra, were the first harbingers of the largest deployment of American military hardware in the region since the Vietnam War. Scores of US vessels and aircraft loaded with emergency supplies and equipment are heading for areas worst hit by the Boxing Day tsunami from points around the globe.<\/em><\/p>\n<\/p>\n

\t\u00bb But America’s humanitarian response to the tragedy, which has been ratcheted up rapidly in recent days after an early impression was created of superpower stinginess, was already being described as something much more, a mission to repair relations with the region severely strained since the invasion of Iraq and demonstrate its willingness to use its military might as a force for good.<\/em><\/p>\n<\/p>\n

\t\u00bb Foreign affairs analysts said Washington had the chance to reverse a perception held in much of the rest of the world that its global priorities under President George Bush extend no further than combating terrorism and overthrowing dictators. They said the US, by showing a beneficent side of its power, could advance the fight against terrorism by winning back the hearts and minds of populations in India, Thailand, Somalia and in Indonesia, the world’s largest Islamic democracy.<\/em><\/p>\n<\/p>\n

\t\u00bb This may have been the reasoning that has driven the US to accelerate sharply its response to the tragedy. On Friday, the President said US aid would be multiplied 10 times to reach $350m (\u00a3182m). Symbolically, Mr Bush has sent his brother, Governor Jeb Bush of Florida, along with the US Secretary of State, Colin Powell, to tour the areas of devastation this week and assess immediate needs.<\/em><\/p>\n<\/p>\n

\t\u00bb It has now become clear to President Bush, who returned to the White House last night after a long Christmas break at his ranch in Texas, that the tsunami disaster and its aftermath is going to be high on his list of foreign policy priorities for some time. On Saturday, Mr Bush said the scale of the disaster defies comprehension and ordered that flags be lowered to half-mast across America for a week.<\/em><\/p>\n<\/p>\n

Les hommes en place semblent chevaucher la m\u00e9diocrit\u00e9 de l’esprit comme affirmation supr\u00eame et leurs convictions se forgent \u00e0 cette mesure. \tIl n’y a aucun but en soi pour ce projet. On ne cherche pas \u00e0 aider des gens, \u00e0 restaurer des conditions d\u00e9centes de vie. On r\u00e9agit au jour le jour, selon les commentaires entendus, et l’on fait de la pub, c’est tout, pour entretenir l’obsession majeure de l’esprit washingtonien aujourd’hui qu’est le terrorisme et pour se faire croire qu’on va rattraper l’incroyable d\u00e9gringolade de l’influence am\u00e9ricaine dans le monde. Cela va jusqu’\u00e0 \u00e9voquer cet incroyable bouleversement de l’agenda pr\u00e9sidentiel: \u00ab the tsunami disaster and its aftermath is going to be high on his list of foreign policy priorities for some time.<\/em> \u00bb Le tsunami<\/em> et ses cons\u00e9quences devenant le probl\u00e8me n\u00b01 de la politique \u00e9trang\u00e8re des Etats-Unis alors que Washington n’a rien vu venir, ne s’est int\u00e9ress\u00e9 \u00e0 rien, a proclam\u00e9 la constitution d’une alliance des pays donateurs en y incorporant l’Inde, qui est en m\u00eame temps un des pays sinistr\u00e9s Voil\u00e0 un bon d\u00e9but pour l’ann\u00e9e 2005, avec une politique \u00e9trang\u00e8re US \u00e0 la su\u00e9doise ou \u00e0 la canadienne, recentr\u00e9e sur l’humanitaire avec Donald Rumsfeld reconverti en chef-Casque bleu. On attend avec int\u00e9r\u00eat les commentaires des n\u00e9o-conservateurs qui piaffent d’impatience humanitaire pour la prochaine attaque d’un Evil state<\/em>.<\/p>\n<\/p>\n

\tCertains pourraient dire, avec une ironie un peu triste: mieux vaut tard que jamais, puisque ce plan Marshall-2005 pourrait \u00eatre aussi bien consid\u00e9r\u00e9 comme celui que la r\u00e9gion m\u00e9ritait en 1997<\/a> et qu’elle n’eut pas. Mais il faut redevenir s\u00e9rieux. Ce plan Marshall-2005 dont le but serait de r\u00e9installer \u00e0 neuf les conditions qui ont men\u00e9 les pays impliqu\u00e9s \u00e0 la catastrophe \u00e9conomique, en attendant de les rendre si vuln\u00e9rables aux catastrophes naturelles, (voir d’autres articles sur l’effet de l’\u00e9conomie globalis\u00e9e sur les pays touch\u00e9s, sur WSWS.org<\/a> et atimes.com<\/a>) n’a certainement aucune chance de se faire. Ce qui importe pour l’instant, c’est qu’on voie les Sea Hawk<\/em> de l’U.S. Navy et les C-130 de l’USAF \u00e0 la t\u00e9l\u00e9vision. Demain, \u00e0 l’occasion d’un autre \u00e9v\u00e9nement, les \u00e9lections en Irak par exemple, ou un week-end de GW au Texas, tout cela sera oubli\u00e9. Cela \u00e9vitera aux USA de devoir emprunter aux autres l’argent n\u00e9cessaire pour lancer un plan Marshall de plus.<\/p>\n<\/p>\n
