Le lendemain, hier mardi, la Commission europ\u00e9enne a ripost\u00e9 en d\u00e9posant plainte \u00e0 son tour. Les Am\u00e9ricains \u00e9valuent \u00e0 10 milliards d&rsquo;euros depuis 1992 le montant des subsides qu&rsquo;ils jugent ill\u00e9gaux ; les Europ\u00e9ens situent l&rsquo;aide directe et indirecte, depuis la m\u00eame date, \u00e0 $30 milliards.<\/p>\n<\/p>\n<p><p>\tC&rsquo;est l&rsquo;un des litiges commerciaux les plus importants qui atteint l&rsquo;affrontement ouvert. Les commentaires du commissaire europ\u00e9en Mandelson sont extr\u00eamement amers. \u00ab <em>I can assure you Europe&rsquo;s interests will be fully defended. I am disappointed that the United States has chosen this confrontation with Europe. America&rsquo;s decision will, I fear, spark the biggest, most difficult and costly legal dispute in the WTO&rsquo;s history. It would be manifestly expensive and involve quite destructive litigation.<\/em> \u00bb<\/p>\n<\/p>\n<p><p>\tMandelson estime que le verdict de l&rsquo;OMC ne sera pas tranch\u00e9, renvoyant les deux adversaires \u00e0 la n\u00e9cessit\u00e9 de reprendre les n\u00e9gociations, c&rsquo;est-\u00e0-dire au point o\u00f9 ils se trouvaient avant que le cas soit port\u00e9 devant l&rsquo;OMC.<\/p>\n<\/p>\n<p><p>\tLa positions am\u00e9ricaine, elle, est plus tranch\u00e9e sur les principes et ne s&#8217;embarrasse pas de consid\u00e9rations nuanc\u00e9es. Elle a \u00e9t\u00e9 bri\u00e8vement expos\u00e9e par le nouveau US Trade Representative, Rob Portman : \u00ab <em>We still believe that a bilateral negotiated solution is possible, but the negotiations won&rsquo;t succeed unless the EU recommits to ending subsidies.<\/em> \u00bb Les Am\u00e9ricains veulent qu&rsquo;Airbus reconnaissent indirectement son tort en annon\u00e7ant qu&rsquo;il abandonne \u00e0 nouveau la pratique des subsides, ce qui serait admettre que ses pratiques dans le cadre de l&rsquo;accord USA-UE de 1992 ont jusqu&rsquo;ici \u00e9t\u00e9 ill\u00e9gales.<\/p>\n<\/p>\n<p><p>\tLes Europ\u00e9ens, Mandelson le premier, sont particuli\u00e8rement d\u00e9\u00e7us parce qu&rsquo;ils esp\u00e9raient que l&rsquo;arriv\u00e9e du nouveau Trade Representative Rob Portman (depuis le 15 avril) d\u00e9tendrait les rapports USA-UE, devenus ex\u00e9crables avec la tension extr\u00eame entre Mandelson et Zoellick. Il n&rsquo;en est rien.
