Bush et Rumsfeld avaient qualifi\u00e9 en des termes courrouc\u00e9s (<em>absurd<\/em> et <em>reprehensible<\/em> successivement) l&rsquo;expression employ\u00e9e par Amnesty dans son rapport.<\/p>\n<\/p>\n<p><p>\tPour l&rsquo;administration am\u00e9ricaine, c&rsquo;est une vilaine affaire en termes de perception et de relations publiques, le terme goulag ayant \u00e9t\u00e9 une tr\u00e8s forte connotation p\u00e9jorative et oppressive. Des pressions extr\u00eamement fortes avaient \u00e9t\u00e9 exerc\u00e9es la semaine derni\u00e8re pour que Amnesty revienne sur le choix du terme. Le constat est celui d&rsquo;un \u00e9chec complet.<\/p>\n<\/p>\n<p><p>\tAmnesty a mis les choses au point, d\u00e9finitivement pour ce qui le concerne, semble-t-il: le terme <em>Gulag<\/em> a \u00e9t\u00e9 choisi comme tel, essentiellement pour d\u00e9crire le centre de d\u00e9tention de Guantanamo (celui sur lequel le plus d&rsquo;informations sont disponibles). Ce choix a \u00e9t\u00e9 pes\u00e9 avec minutie et l&rsquo;association humanitaire ne veut pas revenir l\u00e0-dessus. Elle juge <a href=\"http:\/\/www.informationclearinghouse.info\/article9056.htm\" class=\"gen\">ce choix compl\u00e8tement appropri\u00e9<\/a> et s&rsquo;en est longuement expliqu\u00e9.<\/p>\n<\/p>\n<p><\/p>\n<\/p>\n<p><p>\t\u00ab <em>An official of Amnesty International said Friday <\/em>[3 June] <em>that the term gulag in its annual report to describe the United States prison camp at Guant\u00e1namo Bay, Cuba, was chosen deliberately, and she shrugged off harsh criticism of the report by the Bush administration.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>The official, Kate Gilmore, the group&rsquo;s executive deputy secretary general, said the administration&rsquo;s response was typical of a government on the defensive, and she drew parallels to the reactions of the former Soviet Union, Libya and Iran under Ayatollah Khomeini, when those governments were accused of human rights abuses.<\/em><\/p>\n<\/p>\n<p><p>\t(&#8230;)<\/p>\n<\/p>\n<p><p>\t\u00bb <em>In a telephone interview on Friday, Ms. Gilmore, the second-ranking official in Amnesty, said gulag was not meant as a literal description of Guant\u00e1namo but was emblematic of the sense of injustice and lack of due process surrounding the prison.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>The issue of the gulag is about policies and practices, she said.
