<\/em> <\/p>\n<\/p>\n\t \u00ab In March 2003, Jacques Chirac, president of France, alienated the European Union’s 10 new member states when he told them that they had lost an opportunity to shut up by supporting the war in Iraq.<\/em><\/p>\n<\/p>\n\t\u00bb On Friday, Mr Chirac effectively managed to turn the tables by driving a wedge between Tony Blair, the British prime minister, and his former east European allies over the EU’s budget negotiations.<\/em><\/p>\n<\/p>\n\t\u00bb Mr Chirac made a direct link between Mr Blair’s refusal to phase out the British EU budget rebate and the need to show European solidarity and help fund the expansion of the EU. In his briefing notes, Mr Chirac wrote that it is indispensable that the UK plays in future its full role in the financing of the enlarged Europe.<\/em><\/p>\n<\/p>\n\t\u00bb The French president’s attack on the rebate allowed him to make amends for the tensions over Iraq and cast himself as the champion of the former communist countries’ claims to receive the billions of euros of EU funding they had been promised before joining the Union. <\/em> \u00bb<\/p>\n<\/p>\n<\/p>\n
