Que des commentaires de grands journaux type-<em>Pravda<\/em> \u00e0 peine occidentalis\u00e9e en fassent un triomphe de la diplomatie anglo-saxonne justifie l&#8217;emploi de ces mots, pour eux \u00e9galement. (Voir, exemple entre d&rsquo;autres, <a href=\"http:\/\/www.lefigaro.fr\/europe\/20050621.FIG0151.html\" class=\"gen\">Le Figaro du 21 juin<\/a>, avec son titre : \u00ab <em>Image internationale ternie,  La diplomatie europ\u00e9enne sous tutelle anglo-saxonne<\/em> \u00bb : le texte aura sans doute \u00e9t\u00e9 d\u00e9connect\u00e9 du lien pour \u00eatre propos\u00e9 comme payant d&rsquo;ici peu; pour le folklore, on peut payer, si on vient de faire un h\u00e9ritage Pour le reste, on a compris ce qu&rsquo;il nous dit.)<\/p>\n<\/p>\n<p><p>\tLa r\u00e9alit\u00e9, c&rsquo;est une situation formidablement d\u00e9grad\u00e9e en Irak, une confusion, un d\u00e9sordre sans peu de pr\u00e9c\u00e9dent, avec des pertes US beaucoup plus \u00e9lev\u00e9es qu&rsquo;il n&rsquo;est dit (cela est un \u00e9l\u00e9ment capital et fond\u00e9, qui sortira un jour dans sa r\u00e9alit\u00e9 sinistre); alors qu&rsquo;on annon\u00e7ait officiellement qu&rsquo;il y avait eu sans doute l&rsquo;une des plus meurtri\u00e8res attaques par voiture pi\u00e9g\u00e9e contre des Am\u00e9ricains dans le conflit (\u00ab <em>Five marines and a sailor were feared killed in a suicide car bomb attack on a military convoy travelling through Falluja<\/em> \u00bb), avant de <a href=\"http:\/\/www.guardian.co.uk\/usa\/story\/0,12271,1514987,00.html\" class=\"gen\">revenir sur ce bilan<\/a>. Le m\u00eame <em>Guardian<\/em> qui annonce la nouvelle, annonce \u00e9galement que GW pr\u00e9voit <a href=\"http:\/\/www.guardian.co.uk\/Iraq\/Story\/0,2763,1514388,00.html\" class=\"gen\">une intervention dramatique<\/a> la semaine prochaine, en <em>prime time<\/em>,  avant de nous annoncer que <a href=\"http:\/\/www.guardian.co.uk\/usa\/story\/0,12271,1514987,00.html\" class=\"gen\">Bush a d\u00e9j\u00e0 parl\u00e9 ce week-end<\/a>, bien entendu sans grand effet.<\/p>\n<\/p>\n<p><p>\tSidney Blumenthal, dans <a href=\"http:\/\/www.guardian.co.uk\/Iraq\/Story\/0,2763,1512412,00.html\" class=\"gen\">sa chronique hebdomadaire<\/a> du m\u00eame <em>Guardian<\/em>, observe combien la politique aveugle de l&rsquo;administration, et particuli\u00e8rement le triomphalisme de GW, ne cesse d&rsquo;aggraver la situation aux USA.<\/p>\n<\/p>\n<p><p>\tCitons Blumenthal en abondance, il le m\u00e9rite. Il nous dit que l&rsquo;Irak n&rsquo;est pas le Vi\u00eat-nam, que l&rsquo;Irak est infiniment plus grave que le Vi\u00eat-nam.<\/p>\n<\/p>\n<p><\/p>\n<p><p>\t\u00ab <em>The war has reached a tipping point  not in Iraq, but in the US. Every announcement of a \u00a0\u00bbturning point\u00a0\u00bb heightens the rising tide of public disillusionment. Every reference to September 11 strains the administration&rsquo;s credibility. Every revelation of how \u00a0\u00bbthe intelligence and facts were being fixed around the policy\u00a0\u00bb for war, as in the Downing Street memo, shatters even Republicans&rsquo; previously implacable faith.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>On June 21, a Gallup poll reported that Bush&rsquo;s approval rating was collapsing along with support for the war. Only 39% of Americans support it. \u00a0\u00bbThe decline in support for the war is found among Republicans and independents, with little change among Democrats.\u00a0\u00bb (Since March, Republican support has fallen 11 points to 70%.)<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>\u00a0\u00bbThey&rsquo;re starting to talk numbers again,\u00a0\u00bb Pat Lang remarked to me about the return of body counts. Lang is the former chief at the Defence Intelligence Agency for the Middle East, south Asia and counter-terrorism. \u00a0\u00bbThey were determined not to do that. But they can&rsquo;t provide a measurement to tell themselves they&rsquo;re doing well. As you know, it means nothing.\u00a0\u00bb <\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>Lang, who served as an intelligence officer in Vietnam, observes: \u00a0\u00bbFor almost all of the war, Vietnam was a better situation than Iraq. During the conduct of the war the security situation was far better than this.\u00a0\u00bb The Iraqi elections are \u00a0\u00bbirrelevant to the outcome of the war because the people who voted were the people who stood to gain\u00a0\u00bb.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>Iran is the long-term winner. \u00a0\u00bbIran intends to pull the Shia state of Iraq into its orbit. You can be sure that Iranian revolutionary guards are honeycombed throughout Iraq&rsquo;s intelligence to make sure things don&rsquo;t get out of hand.\u00a0\u00bb About the \u00a0\u00bbeuphoria\u00a0\u00bb after the election, especially echoed by the press corps, Lang simply says: \u00a0\u00bbLaughable, comical, pathetic.\u00a0\u00bb<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>Bush&rsquo;s Iraq syndrome is a reinvention of Lyndon Johnson&rsquo;s Vietnam syndrome. In December 1967, Walt Rostow, LBJ&rsquo;s national security adviser, famously declared about the Vietcong and the North Vietnamese: \u00a0\u00bbTheir casualties are going up at a rate they cannot sustain &#8230; I see light at the end of the tunnel.\u00a0\u00bb The official invitation to the New Year&rsquo;s Eve party at the US embassy in Saigon read: \u00a0\u00bbCome see the light at the end of the tunnel.\u00a0\u00bb The Tet offensive struck a month later. <\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>\u00a0\u00bbEven when what happened was really more positive than it seemed to be &#8211; the Tet offensive in 1968 was a military disaster for the Vietcong and North Vietnamese army &#8211; no one believed it because there was no light at the end of tunnel,\u00a0\u00bb Harry McPherson, who was President Johnson&rsquo;s counsel in the White House, told me. For a modern instance, McPherson cited the statement this week by Chuck Hagel, a Republican senator from Nebraska: \u00a0\u00bbThe White House is completely disconnected from reality. It&rsquo;s like they&rsquo;re just making it up as they go along. The reality is that we&rsquo;re losing in Iraq.\u00a0\u00bb<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Bush&rsquo;s light-at-the-end-of-the-tunnel vision can only accelerate the cycle of disillusionment. His instinctive triumphalism inevitably has a counter-productive effect. His refusal to insist on responsibility for blunders  indeed, rewarding and honouring their perpetrators  enshrines impunity and hubris.<\/em> \u00bb<\/p>\n<\/p>\n<p><\/p>\n<p><p>\tCes bruits, ces d\u00e9clarations, ces affirmations sont confondantes de gravit\u00e9, elles sont dramatiques. Elles pourraient ressembler,  elles ressemblent d\u00e9sormais aux signes annonciateurs d&rsquo;une crise majeure aux USA, qui n&rsquo;aurait <strong>aucun<\/strong> pr\u00e9c\u00e9dent \u00e0 cause de l&rsquo;ent\u00eatement, de la psychologie non-politique du Pr\u00e9sident, de sa <LIENhttp:\/\/www.dedefensa.org\/article.php?art_id=1250>conviction faith-based<D> et ainsi de suite. Ce que dit Blumenthal est essentiel : le triomphalisme de GW, sa conviction absolument sans faille que tout va bien en Irak,  ce virtualisme triomphaliste si l&rsquo;on veut,  conduit \u00e0 l&rsquo;image classique quoiqu&rsquo;\u00e0 fronts renvers\u00e9s pour le cas, de celui qui, devant l&rsquo;incendie qui gronde, continue \u00e0 d\u00e9verser ses <em>jerricans<\/em> d&rsquo;essence. Ce pr\u00e9sident, au lieu de tenter de contenir la crise qui l&rsquo;assaille de toutes parts, ne cesse de l&rsquo;alimenter avec la plus compl\u00e8te bonne foi. Imaginez un Johnson ou un Nixon qui, en 1968-72, n&rsquo;aurait cess\u00e9 de proclamer que le Vi\u00eat-nam tournait de mieux en mieux, qu&rsquo;il fallait y laisser les Am\u00e9ricains, que le triomphe allait r\u00e9compenser cette bataille pour la d\u00e9mocratie ; et imaginez le climat aux USA.<\/p>\n<\/p>\n<p><p>\t&#8230; Certes, le climat int\u00e9rieur des USA en 2005 n&rsquo;a rien \u00e0 voir avec celui de 1968 ou de 1972. Ce n&rsquo;est pas un motif de rass\u00e9r\u00e8nement. D&rsquo;abord, parce que le climat, justement, pour ce qui concerne l&rsquo;Irak dans tous les cas, est en train de <a href=\"http:\/\/news.independent.co.uk\/world\/americas\/story.jsp?story=649440\" class=\"gen\">changer de fa\u00e7on bien dangereuse pour GW<\/a>. Ensuite, parce que l&rsquo;\u00e9poque est diff\u00e9rente et que les accidents fondamentaux ne prennent plus les m\u00eames voies pour se manifester. Nous nous permettons de nous citer ici, \u00e0 partir d&rsquo; <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=1668&#038;PHPSESSID=557c3dbec3fa259e34a2416d224e47ae\" class=\"gen\">un texte accessible sur ce site<\/a>: \u00ab <em>Auparavant (les XIX\u00e8me et XX\u00e8me si\u00e8cles), la lib\u00e9ration se faisait par l&rsquo;acte brutal du d\u00e9sordre. La rue \u00e9tait le cadre privil\u00e9gi\u00e9 d&rsquo;une lib\u00e9ration qui passait n\u00e9cessairement par la r\u00e9volte violente.<\/em> [] <\/p>\n<\/p>\n<p><p>\t\u00bb <em>Ces d\u00e9bordements ne sont plus possibles parce que la m\u00e9canisation et la publicit\u00e9 des proc\u00e9dures (l&rsquo;accompagnement statistique de la d\u00e9mocratie et les communications entourant et commentant en permanence la vertu du syst\u00e8me) les interdisent en condamnant et en ridiculisant la violence de facto (l&rsquo;esprit lui-m\u00eame de l&rsquo;individu potentiellement r\u00e9volt\u00e9 en vient \u00e0 cette conclusion). Mais cette m\u00e9canisation et cette publicit\u00e9 des proc\u00e9dures ont atteint un tel degr\u00e9 de perfection m\u00e9canique qu&rsquo;elles induisent massivement les effets pervers dont elles sont charg\u00e9es<\/em> \u00bb<\/p>\n<\/p>\n<p><\/p>\n<p><p>\tOn conna\u00eet l&rsquo;un de ces effets pervers avec le r\u00e9f\u00e9rendum fran\u00e7ais, dont l&rsquo;aspect explosif et historique <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=1668&#038;PHPSESSID=557c3dbec3fa259e34a2416d224e47ae\" class=\"gen\">a \u00e9t\u00e9 permis par les sondages<\/a>.
