Depuis le sommet de Bruxelles, vous avez entendu que c&rsquo;est devenu une trag\u00e9die wagn\u00e9rienne, avec <em>Walkyries<\/em> tonitruantes autant que suaves: c&rsquo;est l&rsquo;effondrement de l&rsquo;Europe, c&rsquo;est la d\u00e9sint\u00e9gration de l&rsquo;Europe, adieu l&rsquo;Europe on t&rsquo;aimait bien tu sais,  c&rsquo;est dur de partir au printemps (pardon : en \u00e9t\u00e9)<\/p>\n<\/p>\n<p><p>\tEt puis, tiens, une nouvelle d&rsquo;aujourd&rsquo;hui : le Japon a c\u00e9d\u00e9 et laisse aux Europ\u00e9ens (\u00e0 la France) le soin d&rsquo;abriter la construction du r\u00e9acteur \u00e0 \u00e9nergie nucl\u00e9aire, le fameux programme ITER (International Thermonuclear Experimental Reactor). La bataille a \u00e9t\u00e9 intense. ITER, c&rsquo;est une \u00e9norme affaire pour celui qui en emporte le contr\u00f4le, en termes de technologies mais aussi d&rsquo;influence scientifique et politique. Pour le Japon, c&rsquo;\u00e9tait une cause essentielle : construire le r\u00e9acteur lui aurait donn\u00e9 une dimension internationale consid\u00e9rable. Il avait de son c\u00f4t\u00e9, pour soutenir sa cause, la formidable puissance am\u00e9ricaine. Les Europ\u00e9ens d\u00e9sint\u00e9gr\u00e9s avaient de leur c\u00f4t\u00e9 quelques pouilleux ex-communistes : la Russie, la Chine.<\/p>\n<\/p>\n<p><p>\tTiens, les Europ\u00e9ens l&rsquo;ont emport\u00e9.<\/p>\n<\/p>\n<p><p>\tOn a donn\u00e9 quelques compensations aux Japonais,  pour, selon le texte de <a href=\"http:\/\/www.iht.com\/articles\/2005\/06\/28\/news\/fusion.php\" class=\"gen\">l&rsquo;International Herald Tribune<\/a> dont nous proposons pour une fois une traduction, \u00ab <em>s&rsquo;assurer que le Japon ne perde pas la face \u00e0 cause de son recul<\/em> \u00bb. C&rsquo;est chose faite : le Japon n&rsquo;a pas trop perdu la face et, on vous l&rsquo;assure, l&rsquo;Europe est plus que jamais d\u00e9sint\u00e9gr\u00e9e et attend le Messie Tony Blair, celui qui marche sur l&rsquo;eau du <em>Channel<\/em> pour sauver l&rsquo;Europe de l&rsquo;archa\u00efsme et de l&rsquo;effacement d\u00e9finitif.<\/p>\n<\/p>\n<p><p>\t\u00ab <em>Barring a last-minute surprise, Japan will abandon its campaign to host an international effort to build a revolutionary nuclear energy reactor, Japanese officials have signaled, but only after having fought to the end and secured substantial compensation.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>The deputy chief cabinet secretary, Seiken Sugiura, acknowledged implicitly that Japan had agreed to the European Union offer to build the reactor in France after being granted compensation. <\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>The six partners in the multibilliondollar project are to hold a ministerial-level meeting Tuesday in Moscow to decide on the site for the International Thermonuclear Experimental Reactor project. The aim of the six-way project imnvolving the European Union, the United States, Russia, Japan, South Korea and China is to emulate the sun&rsquo;s nuclear fusion.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Tokyo revealed last week it would withdraw its bid to be host to the project, giving way for it to be constructed in France. \u00a0\u00bbIt is not like 100 percent will go to the other party and our side will give up 100 percent,\u00a0\u00bb Sugiura told a news conference. The European Union has been informed, along with South Korea and the United States, that Japan would back down from being host to the project.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>During the process of selection, Europe&rsquo;s bid received support from China and Russia, while the Japanese entry secured votes from the United States and South Korea.
