Cela \u00e0 la suite des attentats de Londres, qui ont fait au moins 37 morts et des centaines de bless\u00e9s, et ont mont\u00e9 l&rsquo;inefficacit\u00e9 de la  fa\u00e7on dont nous menons cette guerre mondiale pr\u00e9tendument depuis sept ans selon l&rsquo;auteur. Si Halevi en fait une guerre mondiale et si nous continuons dans une telle voie, il serait temps que nous nous pr\u00e9parions aux conditions de l&rsquo;adversaire.<\/p>\n<\/p>\n<p><p>\tSi nous acceptons la logique de l&rsquo;auteur de faire des attentats de Londres un \u00e9v\u00e9nement horrible et monstrueux, ces attentats sont l&rsquo;exacte justification du contraire de ce que demande Halevi: non pas aller dans la voie qu&rsquo;il d\u00e9crit qui est la poursuite au centuple de ce qui a \u00e9t\u00e9 fait mais, au contraire, changer de fond en comble de chefs, de tactiques, de m\u00e9thodes. Depuis sept ans, et plus encore depuis quatre ans, aux dires des partisans de cette th\u00e8se, les r\u00e9seaux ont prolif\u00e9r\u00e9, leur efficacit\u00e9 n&rsquo;a cess\u00e9 de grandir, aucune structure importante n&rsquo;a \u00e9t\u00e9 d\u00e9mantel\u00e9e ; les Etats-Unis seuls ont d\u00e9pens\u00e9 en trois ans $450 milliards (DoD et HSD) pour la seule lutte contre la terreur selon ces conceptions, avec l&rsquo;efficacit\u00e9 qu&rsquo;on voit. Halevi lui-m\u00eame, qui a men\u00e9 le <em>Mossad<\/em> et porte donc une part de responsabilit\u00e9 dans ce qui survient aujourd&rsquo;hui, devrait d&rsquo;abord \u00eatre invit\u00e9 \u00e0 porter un regard critique sur son action. <\/p>\n<\/p>\n<p><p>\tEn r\u00e9alit\u00e9,  l&rsquo;\u00e9motion outranci\u00e8re et dramatique volontairement pr\u00e9sent\u00e9e comme un argument, l&rsquo;outrance extraordinaire du propos par rapport \u00e0 la r\u00e9alit\u00e9 des \u00e9v\u00e9nements qui se sont pass\u00e9s \u00e0 Londres, par rapport \u00e0 d&rsquo;autres \u00e9v\u00e9nements bien plus graves qui se d\u00e9roulent sans \u00e9veiller la moindre attention, voil\u00e0 qui caract\u00e9rise le plaidoyer d&rsquo;Halevi. Ces caract\u00e9ristiques invitent \u00e0 se pencher sur le processus psychologique qui conduit de telles analyses (ou qui conduit les analyses et les puissances qui inspirent de telles analyses, cela revient au m\u00eame).<\/p>\n<\/p>\n<p><p>\tLes recommandations d&rsquo;Halevi:<\/p>\n<\/p>\n<p><p>\t\u00ab <em>We are in the throes of a world war, raging over the entire globe and characterized by the absence of lines of conflict and an easily identifiable enemy. There are sometimes long pauses between one attack and another, consequently creating the wrong impression that the battle is all over, or at least in the process of being won.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>Generally speaking, the populations at large are not involved in the conflict, and by and large play the role of bystanders. But once in a while, these innocents are caught up in the maelstrom and suffer the most cruel and wicked of punishments meted out by those who are not bound by any rules of conduct or any norms of structured society. For a while, too short a while, we are engrossed with the sheer horror of what we see and hear, but, with the passage of time, our memories fade and we return to our daily lives, forgetting that the war is still raging out there and more strikes are sure to follow.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>It cannot be said that seven years after this war broke out in east Africa, we can see its conclusion. We are in for the long haul and we must brace ourselves for more that will follow. The &lsquo;Great Wars&rsquo; of the 20th century lasted less than this war has already lasted, and the end is nowhere in sight.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>There will be supreme tests of leadership in this unique situation and people will have to trust the wisdom and good judgment of those chosen to govern them. The executives must be empowered to act resolutely and to take every measure necessary to protect the citizens of their country and to carry the combat into whatever territory the perpetrators and their temporal and spiritual leaders are inhabiting.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>The rules of combat must be rapidly adjusted to cater to the necessities of this new and unprecedented situation, and international law must be rewritten in such a way as to permit civilization to defend itself.
