Le rapport met clairement en \u00e9vidence ce que la catastrophe de l&rsquo;ouragan Katrina illustre de fa\u00e7on dramatique: \u00e0 nombre d&rsquo;\u00e9gards, et notamment au niveau de sa population la plus d\u00e9munie, les USA sont au niveau du Tiers-Monde. <em>The Independent<\/em>, qui commente cette publication <a href=\"http:\/\/news.independent.co.uk\/world\/politics\/article311066.ece\" class=\"gen\">aujourd&rsquo;hui<\/a>, fait cette remarque : \u00ab <em>Claims that the New Orleans floods have laid bare a growing racial and economic divide in the US have, until now, been rejected by the American political establishment as emotional rhetoric. But yesterday&rsquo;s UN report provides statistical proof that for many  well beyond those affected by the aftermath of Hurricane Katrina  the great American Dream is an ongoing nightmare.<\/em> \u00bb<\/p>\n<\/p>\n<p><p>\tLe rapport est quasi-explicitement une condamnation sans appel du syst\u00e8me am\u00e9ricaniste. Sa publication, en ce moment, en plein cur de la crise autour de Katrina, constitue un fait politique ais\u00e9ment identifiable. L&rsquo;ONU affirme son hostilit\u00e9 aux USA, avec Koffi Annan qui riposte ainsi aux attaques lanc\u00e9es contre lui aux USA. Ce rapport est aussi un message personnel de bienvenue au nouveau repr\u00e9sentant des USA \u00e0 l&rsquo;ONU, John Bolton. Les d\u00e9bats \u00e0 New York risquent tr\u00e8s vite de ressembler \u00e0 une bataille de rues.<\/p>\n<\/p>\n<p><p>\t\u00ab [I]<em>n unusually outspoken language, <\/em>[the report] <em>accuses the US of having an overdeveloped military strategy and an under-developed strategy for human security.<\/em><\/p>\n<\/p>\n<p><p>\t(&#8230;)<\/p>\n<\/p>\n<p><p>\t\u00bb <em>The report launched yesterday is a clear challenge to Washington. The Bush administration wants to replace multilateral solutions to international problems with a world order in which the US does as it likes on a bilateral basis. This is the UN coming out all guns firing, said one UN insider.
