Le rapport de Chinn, que pr\u00e9sente <a href=\"http:\/\/atimes.com\/atimes\/Global_Economy\/GJ01Dj01.html\" class=\"gen\">aujourd&rsquo;hui Jim Lobe<\/a>, argumente que \u00ab <em>the federal budget and current account deficits, which have deepened considerably over the last several years, increasingly threaten US sovereignty and influence. Failure to take the initiative to reduce the twin deficits will cede to foreign governments increasing influence over the nation&rsquo;s fate, according to Chinn&rsquo;s report. Perhaps equally alarming, it will lead to slower growth, escalating trade friction, and reduced American influence in political and economic spheres.<\/em> \u00bb<\/p>\n<\/p>\n<p><p>\tIl s&rsquo;agit d&rsquo;une critique classique (c&rsquo;est celle du FMI) portant sur la politique mon\u00e9taire et fiscale de l&rsquo;administration GW Bush, mais aussi, implicitement mais fortement, portant \u00e9galement sur la politique ext\u00e9rieure et militariste de cette administration. M\u00eame si le prestigieux CFR ne prend pas \u00e0 son compte le contenu du rapport, le fait qu&rsquo;il le cautionne en le publiant indique, selon Lobe, que Wall Street (dont le CFR est tr\u00e8s proche) est de plus en plus nerveux face \u00e0 l&rsquo;\u00e9volution de l&rsquo;administration GW.<\/p>\n<\/p>\n<p><p>\tCe rapport fait une r\u00e9f\u00e9rence pr\u00e9cise au destin de l&rsquo;Empire britannique, comme \u00e0 un mod\u00e8le de d\u00e9clin, voire d&rsquo;effondrement des USA : \u00ab <em>The dangers of a dollar collapse and an economic recession, according to the study, have become more acute as a result of Hurricane Katrina, the recovery from which may cost the government as much as US$200 billion. Some economists have also predicted that the storm could reduce the rate of economic growth by as much as 0.5% for the year. Coupled with the combination of record oil prices and US dependence on imported oil, the pressure on the dollar grows ever stronger.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>But even if a sudden collapse is avoided, the country&rsquo;s descent into ever greater indebtedness threatens an important source of its global influence  the dollar&rsquo;s role as the world&rsquo;s most important currency. A cautionary note regarding America&rsquo;s current path is provided by Britain&rsquo;s loss of military and political primacy in the 20th century; that development followed a shift from creditor to debtor status, according to Chinn. Similarly, a prolonged decline in the dollar&rsquo;s value and increasing indebtedness will erode America&rsquo;s dominance in political and security spheres.<\/em> \u00bb<\/p>\n<\/p>\n<p><\/p>\n<p><p>\tPrenons un autre point de vue, peut-\u00eatre plus piquant.
