Auparavant, GW l&rsquo;avait salu\u00e9 \u00e0 la TV pour ses capacit\u00e9s professionnelles (\u00ab <em>Brownie, you make a hell of job !<\/em> \u00bb). GW faisait sans doute allusion \u00e0 son activit\u00e9 de donateur pour la campagne pr\u00e9sidentielle (ce qui lui avait valu la direction de la FEMA).<\/p>\n<\/p>\n<p><p>\tL&rsquo;enqu\u00eate du Congr\u00e8s sur l&rsquo;activit\u00e9 f\u00e9d\u00e9rale durant Katrina, plut\u00f4t sur les manquements incroyables de l&rsquo;activit\u00e9 f\u00e9d\u00e9rale, met diverses choses \u00e0 jour. (Cela malgr\u00e9 le manque \u00e9vident de coop\u00e9ration de l&rsquo;administration, qui conduit un parlementaire r\u00e9publicain \u00e0 <a href=\"http:\/\/www.govexec.com\/dailyfed\/1105\/110205c1.htm\" class=\"gen\">menacer la Maison Blanche<\/a>.) On citera ci-apr\u00e8s quelques courriers \u00e9lectroniques de <em>Brownie<\/em> pendant la crise, r\u00e9v\u00e9lant les pr\u00e9occupations du patron de la FEMA. Jusqu&rsquo;\u00e0 cette citation en situation d&rsquo;urgence absolue : un coup de gueule de sa secr\u00e9taire de presse parce que <em>Brownie<\/em> ne rel\u00e8ve pas ses manches de chemise pour ses prestations TV, paraissant ainsi un peu trop propre sur lui pour un type qui est dans la boue jusqu&rsquo;au cou (pardon, jusqu&rsquo;au coude), \u00e0 la recherche des survivants. (GW, lui, avait relev\u00e9 ses manches de chemise, gr\u00e2ce aux conseils avis\u00e9s de Karl Rove sans doute.)<\/p>\n<\/p>\n<p><p>\t\u00ab <em>For example, on Aug. 31 Brown received an e-mail from Marty Bahamonde, one of the only FEMA officials on the ground in New Orleans, saying the situation is past critical. Bahamonde said hotels were kicking people out, thousands were gathering in the streets with no food or water, and medical patients were going to die within hours. We are out of food and running out of water at the [Louisiana Superdome], plans in works to address the critical needs, Bahamonde wrote.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Brown replied four minutes later: Thanks for the update. Anything specific I need to do or tweak?<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>On Sept. 2, Brown received an e-mail saying that 42-foot trailers full of beds, wheelchairs and oxygen concentrators were waiting to be deployed but needed direction. Brown waited four days before finally forwarding the message to other FEMA officials, saying only: Can we use these people?<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>On Aug. 30  the day after the storm hit and New Orleans was submerged in flood waters  Brown sent an e-mail to his assistant asking if he knew anyone who could watch his dogs.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>In other e-mail exchanges, Brown expressed concern that his reputation was being tarnished. The e-mails show he spent time trying to find people to vouch for him.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>And on Sept. 4, Brown&rsquo;s press secretary, Sharon Worthy, wrote him an e-mail about his physical appearance. Please roll up the sleeves of your shirt &#8230; all shirts, Worthy said. Even the president rolled his sleeves to just below the elbow.
