L&rsquo;int\u00e9r\u00eat de son article est la pr\u00e9cision du propos, notamment avec un coup d&rsquo;il du c\u00f4t\u00e9 des arcanes budg\u00e9taires du Congr\u00e8s (signification des lois, des termes, dissimulation, etc.)<\/p>\n<\/p>\n<p><p>\tWheeler a une approche tr\u00e8s stricte et assez limit\u00e9e. Il distingue les d\u00e9penses directes des d\u00e9penses indirectes, ce qui rel\u00e8ve strictement de s\u00e9curit\u00e9 nationale et ce qui doit s&rsquo;y rattacher. Par contre, il \u00e9carte les dimensions proprement budg\u00e9taires g\u00e9n\u00e9rales : le poids de la d\u00e9fense dans la dette publique, le suppl\u00e9ment de d\u00e9pense que ces d\u00e9penses de d\u00e9fense imposent au service de la dette et qui serait prises en compte dans une approche plus large. Son appr\u00e9ciation est plut\u00f4t du type conservatoire et restrictive qu&rsquo;\u00e9largie<\/p>\n<\/p>\n<p><p>\tLe r\u00e9sultat est le suivant, \u00e0 partir d&rsquo;un budget nominal, un budget virtualiste si l&rsquo;on veut, de $453 milliards pour l&rsquo;ann\u00e9e fiscale FY2006 : \u00ab <em>If you count all these costs, the total is $669.8 billion. This amount easily outdoes the rest of the world.
