Cette d\u00e9cision refl\u00e8te la crise profonde des capacit\u00e9s militaires am\u00e9ricaines. Le r\u00e9sultat sera que Washington exigera d\u00e9sormais de ses alli\u00e9s des contributions s\u00e9rieuses en forces et en investissements budg\u00e9taires<\/p>\n<\/p>\n<p><p>\tSi Kolko a raison dans cette analyse, le reste de son raisonnement est valide : il s&rsquo;agirait alors de la crise d\u00e9finitive de l&rsquo;OTAN. Les pays regroup\u00e9s dans cette pseudo-alliance le sont pour donner des gages d&rsquo;all\u00e9geance US contre une pseudo-protection. Le march\u00e9 n&rsquo;inclut nullement une participation co\u00fbteuse et impopulaire \u00e0 des aventures incertaines et lointaines. Il faudra choisir.<\/p>\n<\/p>\n<p><p>\tVoici la conclusion de Kolko (sur <a href=\"http:\/\/www.antiwar.com\/orig\/kolko.php?articleid=8717\" class=\"gen\">Antiwar.com<\/a> ce jour) : \u00ab <em>The NATO contingents now in Afghanistan will not succeed where the Americans have already failed after four years to build a state no longer controlled by warlords, drug lords, and various Islamic fundamentalists. They will be shot at and killed, and the publics of the NATO states will become increasingly antiwar and vote out of office those who have obeyed American advice. They have already done so in Spain, they may do the same in Italy, and while Washington may win in the short-run, ultimately there is a very good chance that its successes will produce a crisis in NATO  and perhaps the end of this organizational artifact of the Cold War.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>In a word, we are at the beginning, not the end, of a profound crisis in the US&rsquo; relations with NATO. European nations may now articulate a political identity that is both in their national interests and conforms to their values  the very thing that the US hoped NATO would prevent from occurring when it created it over a half-century ago. The Bush Administration may very well compel them to become more independent.
