Le texte, d&rsquo;un journaliste mexicain (Angel Jaramillo) r\u00e9sidant aux USA et bien entendu proche des n\u00e9o-conservateurs (le <em>Weekly Standard<\/em> est l&rsquo;organe principal des <em>neocons<\/em>), expose en quatre paragraphes (les derniers de l&rsquo;article) ce qui peut appara\u00eetre comme le programme recommand\u00e9 par les extr\u00e9mistes US, en-dehors et \u00e0 l&rsquo;int\u00e9rieur de l&rsquo;administration, pour la politique de Washington vis-\u00e0-vis de cette \u00e9lection.<\/p>\n<\/p>\n<p><p>\tExposant la situation politique, Angel Jaramillo conclut \u00e0 une possibilit\u00e9 de victoire de Andr\u00e9s Manuel L\u00f3pez Obrador, le candidat de gauche d&rsquo;une tendance proche de celle du V\u00e9n\u00e9zu\u00e9lien Chavez. Mais une autre option envisag\u00e9e, qui semble avoir la faveur de Jaramillo, est un r\u00e9sultat tr\u00e8s proche des deux principaux candidats (Obrador et Felipe Calder\u00f3n, candidat du parti centriste PAN). Dans ce cas, il pourrait y avoir contestation et ce serait \u00e0 l&rsquo;organisme de surveillance des \u00e9lections, l&rsquo;IFE, de trancher. Obrador, selon Jaramillo, semblerait pr\u00eat \u00e0 contester une telle intervention, jugeant que l&rsquo;IFE est contr\u00f4l\u00e9 par les deux partis auxquels il s&rsquo;oppose. D&rsquo;o\u00f9 la recommandation de Jaramillo que Washington prenne l&rsquo;initiative d&rsquo;apporter par avance son soutien \u00e0 l&rsquo;IFE. Il s&rsquo;agit d&rsquo;une invitation \u00e0 une politique interventionniste des USA pour cette \u00e9lection (ou l&rsquo;annonce d\u00e9guis\u00e9e de cette politique interventionniste?). Le Mexique est promis \u00e0 devenir rapidement un autre point de tension, d&rsquo;autant plus que monte aux USA la tension int\u00e9rieure \u00e0 propos de l&rsquo;immigration.<\/p>\n<\/p>\n<p><p>\tCi-dessous, l&rsquo;extrait de l&rsquo;article : <\/p>\n<\/p>\n<p><p>\t\u00ab <em>As for relations with Washington, a President L\u00f3pez Obrador would probably try to slight the United States by aligning himself with his Latin American counterparts. There is also some danger that he would contest the results of a close election, which this promises to be. L\u00f3pez Obrador has resorted to this tactic in the past, and some of his aides have hinted that they do not trust the electoral authority, which they allege is controlled by the PRI and the PAN. If L\u00f3pez Obrador decides to challenge the outcome in July, he will be defying the Federal Electoral Institute (IFE), a widely respected autonomous body created under President Salinas to organize elections.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>In a nutshell: L\u00f3pez Obrador looks like an old-fashioned authoritarian leftist who will lean towards demagoguery \u00e0 la Ch\u00e1vez.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>The United States should take notice of the potential damage to its interests if the Mexican elections produce an unfavorable outcome. Demagoguery from Mexico City would hardly aid a rational resolution of the immigration problem, for instance. Not only does Washington stand to lose a strategic ally, but Mexico&rsquo;s fragile democracy could also be put at risk and the security of the region jeopardized. It is in the interest of the United States, as well as Mexico, that Mexico continue to develop into a full-fledged democracy.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Happily, there is at least one small step the Bush administration could take to facilitate a smooth election: It could publicly express confidence in the IFE.
