La Maison-Blanche (et le Pentagone) le voudrait, soi-disant pour l&rsquo;efficacit\u00e9 du d\u00e9ploiement par l&rsquo;interm\u00e9diaire d&rsquo;un contr\u00f4le centralis\u00e9. Ces intentions sont per\u00e7ues avec suspicion, tant du point de vue politique que du point de vue administratif. Certains y voient un pas de plus vers la militarisation des Etats-Unis par le gouvernement, d&rsquo;autres une r\u00e9duction des pouvoirs des \u00c9tats.<\/p>\n<\/p>\n<p><p>\tSelon une d\u00e9p\u00eache UPI en date du <a href=\"http:\/\/www.upi.com\/SecurityTerrorism\/view.php?StoryID=20060517-115450-6889r\" class=\"gen\">17 mai<\/a>, la Garde Nationale elle-m\u00eame est tr\u00e8s d\u00e9favorable \u00e0 un contr\u00f4le f\u00e9d\u00e9ral.<\/p>\n<\/p>\n<p><p>\t\u00ab <em>U.S. state-level National Guard leaders will fight any effort to place their forces under direct presidential control. The National Guard commanders are poised to carry out the Bush administration&rsquo;s border-security plan to deploy thousands of troops to patrol the Mexican border, but they likely will fight any attempts to place the state-run units under the president&rsquo;s control, CongressDaily reported Tuesday.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb <em>Maintaining state control over Guard units allows governors to manage the strain on the force and determine which troops and equipment to send  and for how long, Maj. Gen. Roger Lempke, president of the Adjutant Generals Association of the United States, told CongressDaily in comments published Tuesday. It gives us more flexibility in how we rotate them &#8230; the length of time, the training, said Lempke, who also serves as Nebraska&rsquo;s Guard chief. We can tailor packages, if you will, to better meet the needs of the states where they&rsquo;ll be.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Historically, governors have maintained control of the National Guard during domestic deployments.
