They accused Democrats of failing to understand the nature of the terrorist threat facing the nation.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Aides to House Republican leaders said they believed that the arrests would help them make their case on other issues that will allow them to keep the focus on national security, including the call for tighter control of the border with Mexico.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb <em>The debate intensified as Democrats and Republicans tried to reposition themselves in an environment that seemed to shift with the news on Thursday about potentially the strongest terrorist threat to the West since the attacks of Sept. 11, 2001.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Each side accused the other of politicizing the news of the plot. By the end of the day, it was clear that the midterm elections had taken a hard turn toward the central questions of safety on the home front and each party&rsquo;s approach to battle terrorism.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>White House officials said the moment could prove helpful beyond the realm of politics, saying news of the plot had served to focus the public on the White House&rsquo;s campaign against terrorism at a time attention seemed to be waning.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Yesterday simply reiterated the importance of the approach that the administration has taken, Tony Snow, the White House press secretary, said at a briefing here.  Mr. Snow continued by listing antiterrorism measures supported by Mr. Bush, whether it be with the Patriot Act and the Patriot Act extension, whether it be with various surveillance techniques, of which members of Congress have been made aware.<\/em> \u00bb<\/p>\n<\/p>\n<p><p>\tCette approche qui n&rsquo;a connu aucune restriction, autant pour la clart\u00e9 des intentions que pour le temps pris pour exposer ces intentions, doit largement contribuer \u00e0 r\u00e9duire la dramatisation mise en sc\u00e8ne pour 8\/10, et elle en r\u00e9duira d&rsquo;autant l&rsquo;impact. Le manque d&rsquo;int\u00e9r\u00eat de l&rsquo;administration GW Bush et des r\u00e9publicains pour la plus petite apparence du respect d&rsquo;une approche tactique (poursuivre la dramatisation pendant quelques jours avant de passer, avec un certain naturel, \u00e0 son exploitation politicienne) montre combien 8\/10 n&rsquo;a <strong>jamais<\/strong> \u00e9t\u00e9 consid\u00e9r\u00e9 par cette administration comme une menace s\u00e9rieuse. Non qu&rsquo;il n&rsquo;y ait pas eu r\u00e9ellement une menace, mais l&rsquo;administration GW est aujourd&rsquo;hui totalement incapable d&rsquo;appr\u00e9hender la situation,  n&rsquo;importe quelle situation,  en d&rsquo;autres termes que ceux d&rsquo;un rapport imm\u00e9diat de gain politicien. Dans ce cas, il s&rsquo;agit de la campagne pour les \u00e9lections de novembre.<\/p>\n<\/p>\n<p><p>\tNotre conviction est que ce g\u00e2chis extraordinaire, m\u00eame consid\u00e9r\u00e9 cyniquement par rapport \u00e0 une op\u00e9ration de r\u00e9cup\u00e9ration qu&rsquo;il s&rsquo;agit de r\u00e9aliser avec habilet\u00e9, va tr\u00e8s certainement r\u00e9duire \u00e0 peu de choses l&rsquo;impact de 8\/10.
