Ces r\u00e9sultats ne pr\u00e9jugent pas de la d\u00e9cision finale du TEPJF (avant le 6 septembre) mais il est g\u00e9n\u00e9ralement estim\u00e9 que la d\u00e9cision sera une validation du r\u00e9sultat du 2 juillet en faveur du candidat conservateur Felipe Calderon.<\/p>\n<\/p>\n<p><p>\tC&rsquo;est dans tous le cas ce que semble pr\u00e9voir le candidat du PRD Manuel Lopez Obrador, qui annonce d&rsquo;ores et d\u00e9j\u00e0 des mesures de r\u00e9sistance refusant la d\u00e9cision du TEPJF. Obrador annonce un grand rassemblement pour le 16 septembre, qui sera en r\u00e9alit\u00e9 une Convention D\u00e9mocratique Nationale rassemblant des d\u00e9l\u00e9gu\u00e9s du mouvement populaire qui le soutient, d\u00e9l\u00e9gu\u00e9s qui sont en train d&rsquo;\u00eatre d\u00e9sign\u00e9s. Obrador entend mettre en place une sorte de contre-gouvernement, avec lui-m\u00eame \u00e0 la t\u00eate comme contre-Pr\u00e9sident<\/p>\n<\/p>\n<p><p>\tEn d\u00e9crivant ces d\u00e9veloppements, le site trotskiste (IV\u00e8me Internationale) <em>WSWS.org<\/em> offre (article de <a href=\"http:\/\/www.wsws.org\/articles\/2006\/aug2006\/mexi-a29.shtml\" class=\"gen\">ce jour<\/a>) une appr\u00e9ciation tr\u00e8s critique de Obrador, qu&rsquo;il pr\u00e9sente comme un r\u00e9formiste tr\u00e8s mod\u00e9r\u00e9, agissant avec l&rsquo;appui d&rsquo;une fraction des \u00e9lites fortun\u00e9es mexicaines pour contr\u00f4ler et canaliser les remous sociaux.<\/p>\n<\/p>\n<p><p>\t\u00ab <em>Lop\u00e9z Obrador considers himself the real winner of the elections and had mobilized millions of his followers to obtain a recount of all the ballots. Since the July election, Lop\u00e9z has led massive protest marches and addressed rallies of hundreds of thousands to press for a full recount of all the votes cast. The PRD candidate has called for a mass rally on Mexico&rsquo;s Independence Day, September 16, which would either declare him president or chief of government in resistance to a Calder\u00f3n administration.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Lop\u00e9z refers to the September 16 rally as a National Democratic Convention (CND). Meetings across the country are being set up by his supporters to elect hundreds of thousands of delegates to this protest. In addition to declaring him president, Lop\u00e9z called on the CND to create new institutions that respond to the people&rsquo;s mandate.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Anticipating Monday&rsquo;s TEPJF decision he said, We have no respect for their institutions; they are not of the people; we will create new institutions according to article 39 of the Constitution. Mexico&rsquo;s article 39 states that political power belongs to the people.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Lop\u00e9z Obrador was careful not to spell out what new institutions he is demanding. In challenging the PAN and Calder\u00f3n, Lop\u00e9z has been short on specifics. While insisting that the government put the poor first and promising a New Deal, those policies are never explained or spelled out.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>Lop\u00e9z&rsquo;s tactic of popular mobilization is well within the norm in Mexico and Latin America. Lop\u00e9z and the PRD are committed to and financed by big business interests, such as Mexico&rsquo;s richest man, Carlos Slim.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb <em>At the heart of Lop\u00e9z&rsquo;s and the PRD&rsquo;s campaign is a fear among sections of the ruling elite that behind this election crisis lies a much more profound social crisis, threatening the eruption of class struggle. Conditions are at a breaking point for the middle and working classes following years of decaying living standards, government repression, and increasing levels of unemployment.<\/em> \u00bb<\/p>\n<\/p>\n<p><p>\tBien entendu, l&rsquo;analyse de <em>WSWS.org<\/em> est extr\u00eamement critique de cette situation, consid\u00e9rant qu&rsquo;Obrador sert essentiellement \u00e0 d\u00e9samorcer la col\u00e8re populaire dans un mouvement classique de r\u00e9cup\u00e9ration. C&rsquo;est une critique qui date d&rsquo;un autre temps.
