L&rsquo;analyse que nous citons ici, publi\u00e9e par UPI ( <a href=\"http:\/\/www.spacewar.com\/reports\/If_And_When_Bush_Iraqs_Iran_999.html\" class=\"gen\">Spacewar.com<\/a> le 2 octobre) m\u00e9rite notre attention.<\/p>\n<\/p>\n<p><p>\tIl s&rsquo;agit d&rsquo;une pr\u00e9sentation du rapport du colonel (en retraite) Sam Gardiner, <em>The End of the Summer of Diplomacy<\/em>, r\u00e9cemment <a href=\"http:\/\/www.tcf.org\/publications\/internationalaffairs\/gardiner_summer_diplomacy.pdf\" class=\"gen\">publi\u00e9<\/a>. En un sens, Borchgrave n&rsquo;ajoute rien \u00e0 ce rapport d\u00e9j\u00e0 connu, et reconnu par ailleurs comme exprimant <strong>une des r\u00e9alit\u00e9s<\/strong> de Washington : la marche in\u00e9luctable vers une attaque de l&rsquo;Iran.<\/p>\n<\/p>\n<p><p>\tD&rsquo;une fa\u00e7on assez curieuse par contraste avec ses habitudes o\u00f9 il prend soin en g\u00e9n\u00e9ral de commenter, Borchgrave pr\u00e9sente les grandes lignes du rapport sans commentaires notables. Mais sa pr\u00e9sentation elle-m\u00eame est faite de fa\u00e7on \u00e0 constituer, par la forme m\u00eame, un v\u00e9ritable commentaire  est-ce conscient ou pas ? Question ouverte mais l&rsquo;effet nous para\u00eet bien \u00eatre l\u00e0.<\/p>\n<\/p>\n<p><p>\tCette forme ainsi interpr\u00e9t\u00e9e nous dit que l&rsquo;attaque est in\u00e9luctable avant la fin du mandat GW Bush. Parce que la fameuse <em>One Percent Doctrine<\/em> (titre du livre de Ron Suskind) sera appliqu\u00e9e : \u00ab<em>Vice President Dick Cheney is convinced if there is even a 1 percent chance of a country passing WMD to a terrorist, the U.S. must act, Gardiner writes, which means, The Bush administration finds itself obliged to reject non-military options.<\/em>\u00bb Parce que GW Bush est convaincu qu&rsquo;il en sera ainsi : \u00ab<em>President George W. Bush, writes Gardiner, sees himself like Winston Churchill standing against the appeasers, and believes the world will only appreciate him after he leaves office, talks about the Middle East in messianic terms, and is said to have told those close to him that he has got to attack Iran because even if a Republican succeeds him &#8230; he will not have the same freedom of action that Bush enjoys.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tBorchgrave nous laisse donc croire que, oui, l&rsquo;attaque se fera, un peu d&rsquo;elle-m\u00eame, comme par une esp\u00e8ce de fatalit\u00e9 \u00e0 laquelle tout le monde se soumet. L&rsquo;attaque contre l&rsquo;Iran est absente du d\u00e9bat cruel, forcen\u00e9, presque apocalyptique des \u00e9lections du 7 novembre. Comme si la chose allait de soi<\/p>\n<\/p>\n<p><p>\tBorchgrave termine par ces deux remarques, sorties du rapport Gardiner, conduisant \u00e0 la conclusion d&rsquo;une situation qui aurait comme principale caract\u00e9ristique son caract\u00e8re d&rsquo;in\u00e9luctabilit\u00e9 :<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Unlike the six months of preparations for Operation Desert Field and the deployments that preceded Iraqi Freedom, the Iran buildup will not be a major CNN event. They will take place below the media&rsquo;s radar screen, such as moving Air Force tankers to staging bases and the movement of additional Navy assets to the region. We can expect the number of administration references to Iran to significantly increase, Gardiner wrote, with four principal themes  Iran&rsquo;s nuclear program, terrorism, the threat to Israel&rsquo;s existence, and the Iran-al Qaida link.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Congressional approval? When Democratic Congressmen offered an amendment to the Defense bill in June that would have required the president to get authorization before taking military action, the amendment failed. A strike on Iran, as seen by the White House, has already been authorized. It&rsquo;s part of the global war on terrorism.
