C&rsquo;est imp\u00e9ratif parce que les \u00e9lections devraient voir la victoire des socialistes de centre-gauche (PvDA) qui ont inscrit une remise en cause de la participation n\u00e9erlandaise dans le programme.<\/p>\n<\/p>\n<p><p>\tIl s&rsquo;agit du sc\u00e9nario optimiste, qui appara\u00eet de plus en plus utopique depuis hier.<\/p>\n<\/p>\n<p><p>\tLa Cour des Comptes n\u00e9erlandaise a mis son nez dans l&rsquo;affaire. Elle a sorti hier un <a href=\"http:\/\/www.rekenkamer.nl\/9282400\/v\/\" class=\"gen\">rapport<\/a> sur les risques financiers courus par les Pays-Bas s&rsquo;ils s&rsquo;engagent dans le programme. La Cour constate qu&rsquo;on ne peut rien dire de s\u00fbr aujourd&rsquo;hui sur le JSF, tant du point de vue des co\u00fbts que du point de vue statutaire du programme. C&rsquo;est l&rsquo;aventure. Il para\u00eet difficile qu&rsquo;un gouvernement minoritaire et d\u00e9missionnaire signe un ch\u00e8que en blanc pour l&rsquo;aventure.<\/p>\n<\/p>\n<p><p>\tLa Cour, comme c&rsquo;est son devoir, ne donne pas d&rsquo;avis sur la d\u00e9cision politique de l&rsquo;engagement dans le programme.<\/p>\n<\/p>\n<p><p>\tQuelques extraits d&rsquo;un r\u00e9sum\u00e9 d&rsquo;un rapport qui introduit un \u00e9l\u00e9ment nouveau important dans la situation du programme JSF international, \u00e0 l&rsquo;heure o\u00f9 sa situation int\u00e9rieure <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=3254\" class=\"gen\">se d\u00e9t\u00e9riore<\/a> avec une imp\u00e9riale r\u00e9gularit\u00e9.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Participation in the development of the Joint Strike Fighter (JSF) exposes the Netherlands to financial risks. The cost per aircraft still cannot be calculated. Development costs have risen by more than 80% since 1996. There is no insight into the further development of costs because 65% of the test phase must still be completed. In 1999 the Ministry of Defence calculated that the project would cost at least NLG 10 billion (more than EUR 4.5 billion) if 114 aircraft were procured. The latest calculation, based on 85 aircraft over 30 years, is EUR 14.6 billion. But the figure might turn out to be higher. These findings are presented in a monitoring report the Court of Audit submitted to the House of Representatives today.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>The Court of Audit does not express an opinion on whether participation in the JSF programme should be continued or not. It is not the Court&rsquo;s task to do so; that is a political decision.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb<em>The audit departments of the Ministry of Defence and the Ministry of Economic Affairs informed the House of Representatives in 2005 that there were many uncertainties regarding the various phases of this major project. They recommended that a clearer distinction be made between the development phase and the procurement phase. The House of Representatives has not taken any further decision on the matter.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>The US Government Accountability Office concluded last year that the entire JSF programme should be reassessed. It advised the US Congress to postpone the approval and allocation of funds until more was known and test flights had been carried out.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>In the Netherlands, too, the supply of information to the House of Representatives is open to improvement. The House itself should state what its requirements are in this respect. It was already known in 2002 that development costs might still have to be paid during the production phase. The start and end points of the various phases are still uncertain and this might lead to higher costs.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>The Court of Audit also notes that at present there is still no insight into the size of payments made to the government by Dutch enterprises that will make money on the production orders.
