On esp\u00e9rerait que l&rsquo;arriv\u00e9e des d\u00e9mocrates d\u00e9bloquerait indirectement et <em>a contrario<\/em> (en convainquant Bush de faire imm\u00e9diatement des concessions pour aboutir \u00e0 un accord, avant l&rsquo;installation du nouveau Congr\u00e8s) ces n\u00e9gociations, ce qui emp\u00eacherait le blocage de la globalisation.<\/p>\n<\/p>\n<p><p>\t  Les d\u00e9mocrates seraient per\u00e7us comme beaucoup plus favorables \u00e0 la protection de l&rsquo;environnement et \u00e0 la lutte contre la crise climatique et accueilleraient avec faveur les propositions britanniques autour du <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=3313\" class=\"gen\">rapport Stern<\/a>.<\/p>\n<\/p>\n<p><p>\tElliott d\u00e9veloppe tous les arguments en faveur de ces propositions diverses qu&rsquo;on aimerait voir approuv\u00e9es par les Am\u00e9ricains. Il en est partisan, sans aucun doute. Mais son analyse, froidement r\u00e9aliste lorsqu&rsquo;il s&rsquo;agit d&rsquo;appr\u00e9cier le comportement probable des d\u00e9mocrates, est beaucoup plus pessimiste, et d&rsquo;une fa\u00e7on justifi\u00e9e nous semble-t-il, que ce qui est avanc\u00e9 en g\u00e9n\u00e9ral aujourd&rsquo;hui en Europe et, surtout, au Royaume-Uni.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>So the Democrats take control of the US legislature as the world has to decide whether it wants to act together to solve the problems that confront it. And, yes, there are reasons to expect a shift in emphasis in Washington, but that is all it is going to be. These New Democrats move slowly and only when the focus groups tell them the public is receptive. The message from the midterm elections was not that the American public was demanding greater engagement with the wider world; it was that they wanted something done about Iraq.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00ab<em>For those who accept that keeping global temperature rises below 2C is crucial (and not everybody accepts that stricture) they conclude that a crash programme is needed to reduce emissions to ensure the peak is reached between 2010 and 2013. On this basis, Blair is right to be pushing the Germans hard about next year&rsquo;s G8 agenda and presumably hopes that the wriggle room offered to the Americans<\/em> [] <em>will bring Bush, prodded by Congress, to the negotiating table.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>A more likely outcome, however, is that the trade talks remain in cold storage and negotiations on climate change move forward at glacial pace. Why? Because when it comes to economic policy, the Democrats&rsquo; approach has owed more to protectionism than internationalism, calling for policies that would safeguard American jobs from the forces of globalisation.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb<em>But for the time being, the Democrat message is more likely to be troops out <\/em>[of Irak] <em>and import tariffs than Doha and climate change.
