Comme on le sait par ailleurs, cette affaire s\u00e8me <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=3379\" class=\"gen\">un grand trouble<\/a> dans les relations entre le Royaume-Uni et l&rsquo;Arabie Saoudite, tant diplomatiques qu&rsquo;industrielles (dans le contrat dit <em>Yamamah<\/em>-3 en cours d&rsquo;\u00e9laboration pour l&rsquo;achat d&rsquo;avions <em>Typhoon<\/em> par les Saoudiens). <\/p>\n<\/p>\n<p><p>\tOn peut citer ici quelques indications du <em>Guardian<\/em> :<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The Serious Fraud Office is on the brink of obtaining information from Swiss banks which may implicate the Saudi royal family in secret arms-deal commissions of more than \u00a3100m, sources close to the attorney general&rsquo;s office confirmed yesterday.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The SFO has been inquiring for three years, in some secrecy, into allegations of systematic corruption in international deals arranged by Britain&rsquo;s biggest arms company, BAE Systems.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>But it was only this autumn that the Saudis, along with BAE executives and officials of the MoD&rsquo;s arms sales department, DESO, became aware of how much progress the SFO has made. Sources close to the Swiss say the authorities there notified two middlemen that access to their bank accounts was being sought.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb<em>Since the Swiss disclosure to their account-holders, the attorney general in London has faced renewed political pressure from BAE to block the expanding SFO investigation. The company has hired a City firm, Allen &#038; Overy, to protect its position with the SFO. BAE denies wrongdoing and says it is co-operating with the inquiry. The attorney general Lord Goldsmith is reported to have refused to intervene, and MPs say any move by him to do so would provoke uproar at Westminster. The Saudis also deny any wrongdoing.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Saudi officials are reported to have met Tony Blair&rsquo;s chief of staff, Jonathan Powell, to discuss the fate of  Al Yamamah 3, the latest multi-billion pound installment of BAE&rsquo;s warplane sales to the Saudis, amid fears for the deal if the Swiss probe is not blocked.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tPour l&rsquo;instant, il est difficile d&rsquo;offrir une appr\u00e9ciation pr\u00e9cise de la situation, notamment des cons\u00e9quences potentielles de cette affaire sur les relations anglo-saoudiennes. La confusion est grande, tant dans l&rsquo;information publi\u00e9e que dans la r\u00e9alit\u00e9 des situations. Il semble que le pouvoir politique britannique, extr\u00eamement affaibli (Blair et l&rsquo;Irak) et pr\u00e9occup\u00e9 de ses querelles internes (la bataille puis l&rsquo;accord Blair-Brown), n&rsquo;a pu contr\u00f4ler l&rsquo;\u00e9volution de l&rsquo;affaire et n&rsquo;a pu exercer toutes les pressions qu&rsquo;il aurait pu exercer sur l&rsquo;\u00e9volution de l&rsquo;enqu\u00eate.<\/p>\n<\/p>\n<p><p>\tCertes, nous sommes en d\u00e9mocratie et le pouvoir judiciaire est ind\u00e9pendant. Mais cette r\u00e9alit\u00e9 est soumise \u00e0 des interpr\u00e9tations changeantes, selon les r\u00e9alit\u00e9s politiques et lorsque l&rsquo;int\u00e9r\u00eat de l&rsquo;Etat (et du reste) est mis en cause. Il semble que la col\u00e8re des Saoudiens s&rsquo;exerce surtout contre l&rsquo;inattention et la faiblesse du pouvoir britannique dans cette occurrence.
