On y apprend que les Iraniens ont convoqu\u00e9 pour dimanche prochain un sommet avec les Syriens et les Irakiens,  oui, c&rsquo;est bien cela : les Irakiens du gouvernement install\u00e9 sous protectorat am\u00e9ricaniste. R\u00e9sumons : on n&rsquo;a jamais vu jusqu&rsquo;ici un signe plus tangible de la catastrophe path\u00e9tique qu&rsquo;est devenue la politique ext\u00e9rieure US, notamment dans cette r\u00e9gion vitale.<\/p>\n<\/p>\n<p><p>\tDe Washington, Rupert Cornwell \u00e9crit <a href=\"http:\/\/news.independent.co.uk\/world\/middle_east\/article2001511.ece\" class=\"gen\">aujourd&rsquo;hui<\/a> dans <em>The Independent<\/em> :<\/p>\n<\/p>\n<p><p>\t\u00ab<em>President Mahmoud Ahmedinejad has invited the leaders of Iraq and Syria to a summit in Tehran this weekend to discuss ways of ending the sectarian violence in Iraq, upstaging the US and underlining the growing influence of Iran.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Washington is still casting around with increasing desperation for an honourable exit strategy from Iraq, a strategy some say should include bringing Iran and Syria into the negotiating process.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Apparently, Jalal Talabani, the Iraqi President, has already agreed to the meeting, and Syrian leader Bashar Assad is expected to follow suit. News of the summit came after surprise talks in Baghdad between the Iraqi Prime Minister, Nouri al-Maliki and Walid Moallem, the Syrian Foreign Minister and the highest ranking official from Damascus to visit Iraq since the fall of Saddam Hussein.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The two neighbours have the most influence on events in Iraq, Iran through its close ties with leading Shia militias that control swaths of the country, especially in the south; and Syria because of its role as conduit and safe haven, for terrorists and the Sunni insurgents.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The summit has clearly been deliberately timed to coincide with the reshaped political debate here after the Democratic mid-term election triumph, and the announcement of policy reviews by the Pentagon and the White House.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tOutre son int\u00e9r\u00eat politique concret, le sommet de T\u00e9h\u00e9ran se pr\u00e9sente comme un acte symbolique qui met en \u00e9vidence deux points :<\/p>\n<\/p>\n<p><p>\t  L&rsquo;\u00e9chec fracassant et d\u00e9sesp\u00e9rant de la politique US dans la r\u00e9gion. Le chaos irakien, par ses effets en cha\u00eene, se transforme en une d\u00e9faite strat\u00e9gique fondamentale qui marque un degr\u00e9 de plus dans l&rsquo;effondrement de la politique ext\u00e9rieure US. Les Etats-Unis ne sont plus capables d&rsquo;aucune initiative diplomatique quelconque, une fois mise en \u00e9vidence l&rsquo;impuissance compl\u00e8te de leur appareil militaire. L&rsquo;initiative est donc laiss\u00e9e aux acteurs r\u00e9gionaux.<\/p>\n<\/p>\n<p><p>\t  L&rsquo;irr\u00e9sistible mont\u00e9e en puissance de l&rsquo;Iran dans la r\u00e9gion. L&rsquo;Iran qui s&rsquo;est trouv\u00e9 install\u00e9 en trois ans comme acteur central et ma\u00eetre du jeu des influences dans la r\u00e9gion. Jamais ce pays n&rsquo;aurait pu esp\u00e9rer une telle aubaine par ses seuls moyens. Le repoussoir am\u00e9ricaniste joue son r\u00f4le \u00e0 100%. Si l&rsquo;initiative iranienne donne quelques fruits au niveau irakien, c&rsquo;est toute la r\u00e9gion qui va bient\u00f4t reconna\u00eetre la pr\u00e9pond\u00e9rance iranienne. Il faut bien noter que ce sommet n&rsquo;a rien \u00e0 voir avec la prescription de l&rsquo;Iraq Study Group.
