C&rsquo;est une minorit\u00e9 importante, avec plus de 7 millions de personnes touch\u00e9es : 2,2 millions en prison, 4,1 millions en p\u00e9riode de probation et 784.208 lib\u00e9r\u00e9s sur parole. <\/p>\n<\/p>\n<p><p>\tLes 2,2 millions de personnes en prison repr\u00e9sentent une augmentation de 2,7% par rapport \u00e0 2005, ce qui constitue un des taux d&rsquo;augmentation les plus importants qu&rsquo;aient connus les USA.<\/p>\n<\/p>\n<p><p>\tLe syst\u00e8me carc\u00e9ral aux USA est sans conteste possible le premier du monde et constitue un aspect important d&rsquo;une soci\u00e9t\u00e9 que le syst\u00e8me estime devoir structurer et contraindre l\u00e9galement \u00e0 l&rsquo;aide de mesures tr\u00e8s importantes de coercition. Si l&rsquo;on ne peut parler de <em>Goulag<\/em> am\u00e9ricaniste au sens strict de l&rsquo;expression, \u00e0 cause des conditions tr\u00e8s diff\u00e9rentes du monde carc\u00e9ral sovi\u00e9tique, les similitudes existent quant au r\u00f4le social et socio-politique de l&rsquo;ensemble carc\u00e9ral. La violence de contrainte est end\u00e9mique dans le syst\u00e8me carc\u00e9ral US, mais sous une forme diff\u00e9rente du <em>Goulag<\/em> ; elle constitue une sorte de ciment formateur qui affecte toutes les personnes \u00e9tant pass\u00e9es par la prison, tandis que les suites contribuent largement \u00e0 la stabilit\u00e9 du syst\u00e8me (plus de 20% de la population noire en \u00e2ge de voter est priv\u00e9e de ses droits civiques suite \u00e0 une peine de prison, ce qui all\u00e8ge consid\u00e9rablement la capacit\u00e9 oppositionnelle de cette minorit\u00e9).<\/p>\n<\/p>\n<p><p>\tUn ph\u00e9nom\u00e8ne r\u00e9cent, indique une <a href=\"http:\/\/news.yahoo.com\/s\/ap\/20061130\/ap_on_re_us\/prison_population\" class=\"gen\">d\u00e9p\u00eache AP<\/a>, concerne l&rsquo;augmentation tr\u00e8s rapide de la population f\u00e9minine.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Men still far outnumber women in prisons and jails, but the female population is growing faster. Over the past year, the female population in state or federal prison increased 2.6 percent while the number of male inmates rose 1.9 percent. By year&rsquo;s end, 7 percent of all inmates were women. The gender figures do not include inmates in local jails.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Today&rsquo;s figures fail to capture incarceration&rsquo;s impact on the thousands of children left behind by mothers in prison, Marc Mauer, the executive director of the Sentencing Project, a Washington-based group supporting criminal justice reform, said in a statement. Misguided policies that create harsher sentences for nonviolent drug offenses are disproportionately responsible for the increasing rates of women in prisons and jails.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>From 1995 to 2003, inmates in federal prison for drug offenses have accounted for 49 percent of total prison population growth.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb<em>Racial disparities among prisoners persist. In the 25-29 age group, 8.1 percent of black men  about one in 13  are incarcerated, compared with 2.6 percent of Hispanic men and 1.1 percent of white men.
