La principale r\u00e9f\u00e9rence pour ces actions devrait \u00eatre l&rsquo;Article 5 de la convention de l&rsquo;OCDE sur la corruption dans les transactions commerciales, sign\u00e9e en 1998 (<em> OECD Convention on Combating Bribery of Foreign Public Officials in International Business Transactions<\/em>). Cet article stipule ceci :<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Investigation and prosecution of the bribery of a foreign public official shall be subject to the applicable rules and principles of each Party. They shall not be influenced by considerations of national economic interest, the potential effect upon relations with another State or the identity of the natural or legal persons involved.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\t  Deux ONG, The Corner House (une association b\u00e9n\u00e9vole pour la justice sociale et environnementale) et le groupe activiste  Campaign Against Arms Trade (CAAT) ont charg\u00e9 une soci\u00e9t\u00e9 d&rsquo;avocats, Lawyers, Leigh Day &#038; Co, d&rsquo;envoyer une lettre au directeur du Serious Fraud Office (SFO), \u00e0 l&rsquo;Attorney G\u00e9n\u00e9ral Goldsmith et au Premier ministre Blair pour les aviser de leur intention de les assigner en justice si des explications satisfaisantes ne leur sont pas donn\u00e9es. Si, d&rsquo;autre part, aucune r\u00e9ponse ne leur est parvenue le 2 janvier 2007, la plainte sera d\u00e9pos\u00e9e.<\/p>\n<\/p>\n<p><p>\t  L&rsquo;OCDE prend la chose au s\u00e9rieux et n&rsquo;entend \u00e9ventuellement pas rester inactive,  ceci, selon le <em>Guardian<\/em> du <a href=\"http:\/\/www.guardian.co.uk\/armstrade\/story\/0,,1975501,00.html\" class=\"gen\">19 d\u00e9cembre<\/a> :<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Professor Mark Pieth, head of the Organisation for Economic Cooperation and Development (OECD) working group on bribery, said concerns about the UK&rsquo;s compliance with anti-bribery rules had significantly increased in the wake of last week&rsquo;s decision by the attorney general to drop the investigation. And he repeated that the only legitimate reason for such a prosecution to be dropped was if there was no chance of a successful conviction.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Professor Pieth told the BBC that the OECD would want to know from the UK exactly what happened  with a range of penalties ranging up to political interventions still possibly on the cards.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\t  Le groupe lib\u00e9ral britannique a demand\u00e9 le 18 d\u00e9cembre que le gouvernement rende public un rapport de 1992 du National Audit Office&rsquo;s (NAO) sur les contrats <em>Al Yamamah<\/em>,  le seul rapport du NAO qui n&rsquo;ait pas \u00e9t\u00e9 rendu public \u00e0 ce jour. There is no reason why this report should be treated any differently.
