Il a dispens\u00e9 \u00e0 ces hommes, lors d&rsquo;une tourn\u00e9e d&rsquo;adieu, diverses consid\u00e9rations sur la situation et les perspectives dans le pays, o\u00f9 l&rsquo;OTAN (avec sa force ISAF) assure l&rsquo;essentiel des combats contre les divers groupes de r\u00e9sistance et d&rsquo;insurrection g\u00e9n\u00e9ralement regroup\u00e9s sous le vocable un peu abusif de talibans. (Le rempla\u00e7ant de Eikenberry, le g\u00e9n\u00e9ral Dan McNeill, prendra le commandement de l&rsquo;ISAF, en plus du commandement des forces US. Il remplacera le Britannique Richards \u00e0 la t\u00eate de l&rsquo;ISAF.)<\/p>\n<\/p>\n<p><p>\tLe discours de Eikenberry, rapport\u00e9 par <a href=\"http:\/\/ca.news.yahoo.com\/s\/capress\/061230\/world\/afghan_eikenberry_1\" class=\"gen\">AP<\/a>, est contrast\u00e9, voire paradoxal.<\/p>\n<\/p>\n<p><p>\t  D&rsquo;une part, il annonce que les combats vont augmenter en intensit\u00e9 en 2007, par rapport \u00e0 2006. \u00ab[Eikenberry] <em>said he expects militants early in 2007 to attack border security posts, to extend their use of suicide bombs and to launch assault on district centres in groups of 25 to 100 fighters.<\/em> [] <em>When asked if that was in comparison to 2006, he said: We should not be surprised by levels of fighting in parts of southern Afghanistan that rivalled what we saw last year I anticipate higher levels of fighting.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\t  D&rsquo;autre part, il affirme que cette augmentation des combats n&rsquo;inqui\u00e8te en aucune fa\u00e7on l&rsquo;OTAN, bien au contraire, qu&rsquo;elle appara\u00eet m\u00eame n\u00e9gligeable au regard des capacit\u00e9s de l&rsquo;OTAN. \u00ab<em>But Eikenberry said none of the Taliban&rsquo;s efforts would provide a significant military challenge for U.S., NATO and Afghan forces, which he said have improved greatly in the past year. He&rsquo;s angry with both the Bush Administration and the top brass in Iraq. They sit behind their desks in the Green Zone and filter reports to their bosses. No one wants to admit that we are failing. Frank says he&rsquo;s quite open about his views, and finds overwhelming support for them among his fellow soldiers. Yes, yes, yes, he says, My entire team feels the same way I do. And the other battalion [trainers] that I have come across feel that way, including my commanders&#8230;. In fact, I have not had one person in the last five months disagree with me.
