\t22 janvier 2007 Le 21\u00e8me secr\u00e9taire \u00e0 l’Air Force, Michael W. Wynne, est certainement le secr\u00e9taire \u00e0 l’Air Force du XXI\u00e8me si\u00e8cle par r\u00e9f\u00e9rence imp\u00e9rative. La chose tombe bien. Le texte qu’il signe dans Aviation Week & Space Technology<\/em> du 15 janvier 2007<\/a>, est une assurance \u00e0 cet \u00e9gard. Son titre est : \u00ab‘Spherical Situation Awareness’ Will Be Key To Global Security.<\/em>\u00bb<\/p>\n<\/p>\n

\tCe texte permet une plong\u00e9e profonde, avec l’aide d’une apn\u00e9e bien ma\u00eetris\u00e9e, dans un monde souvent caricatur\u00e9 mais rarement rencontr\u00e9 d’une fa\u00e7on aussi ouverte et lumineuse (malgr\u00e9 la profondeur o\u00f9, comme on le sait, il fait sombre, et malgr\u00e9 l’herm\u00e9tisme presque esth\u00e9tique du texte qui compl\u00e8te l’\u00e9clairage en clair-obscur, type Rembrandt-postmoderne). On comprend tout de m\u00eame que ce texte est un hymne \u00e0 la gloire et au triomphe de la technologie, du Pentagone, de l’ing\u00e9nuit\u00e9 am\u00e9ricaniste globalis\u00e9e, du F-35 alias JSF et compagnie.<\/p>\n<\/p>\n

\t(D’une fa\u00e7on assez rassurante, on pourrait avancer \u00e9galement que ce texte montre que les serviteurs du CMI, ou MICC d\u00e9crit par Robert Higgs<\/a>, sont en train de devenir fous \u00e0 cause de l’ivresse provoqu\u00e9e par les d\u00e9veloppements incontr\u00f4l\u00e9s des technologies, et par la perte compl\u00e8te de lien avec la r\u00e9alit\u00e9 que cela suppose. C’est la schizophr\u00e9nie aboutissant \u00e0 une v\u00e9ritable transmutation. Cette sorte de folie semble effectivement le v\u00e9ritable et sans doute le seul danger qui menace le syst\u00e8me du CMI. Mais la menace est de taille. Ils n’en r\u00e9chapperont pas.) <\/p>\n<\/p>\n

\tPrenez cet exemple sorti du texte, histoire de garder encore un instant quelque pr\u00e9cieux contact avec la r\u00e9alit\u00e9. Au premier abord et si l’on n’est pas averti, quand on lit le passage consacr\u00e9 \u00e0 l’Irak (et \u00e0 l’Afghanistan, si l’on veut), on \u00e0 l’impression irr\u00e9pressible que cette guerre (ces deux guerres) est un exceptionnel triomphe pour l’Am\u00e9rique, la confirmation de tous ses choix, de son ing\u00e9nuit\u00e9 (bis) et ainsi de suite. Voici la description en quelques phrases p\u00e9tillantes de rythme du triomphe des armes et de l’ing\u00e9nuit\u00e9 am\u00e9ricanistes en Irak (et en Afghanistan) :<\/p>\n<\/p>\n

\t\u00abIn Iraq and Afghanistan, laptop \u00ac and eventually handheld computers with even small unit and convoy commanders show real-time movement of the foe. Latent signs of efforts to place improvised explosive devices are found from the air so that suspect ground is checked. Enemy communication of many forms is tracked and correlated with video. Almost daily, our young airmen, soldiers and Marines are improvising and then fielding even better connectivity as they learn the immense flexibility and capability of the detect-and-kill tools at their disposal. In many ways, our doctrine of interdependence is being born today in the field.<\/em>\u00bb<\/p>\n<\/p>\n

\tMais l’essentiel du texte, avec les ingr\u00e9dients qu’on a d\u00e9taill\u00e9s, revient \u00e0 un hymne \u00e0 la gloire du JSF. La description que fait Wynne du syst\u00e8me-JSF, si elle confirme en un premier temps les plus sombres pronostics concernant la suj\u00e9tion totale<\/strong> des acheteurs\/utilisateurs non-US du JSF au centre US, finit par conduire \u00e0 un deuxi\u00e8me sentiment. Cette suj\u00e9tion est si compl\u00e8te et complexe, si tram\u00e9e, si encha\u00een\u00e9e, qu’elle finit par se r\u00e9v\u00e9ler absurde. Le syst\u00e8me-JSF, qui aura bien du mal \u00e0 produire quelque chose dans la r\u00e9alit\u00e9, est \u00e9galement compl\u00e8tement faussaire et impossible dans sa pr\u00e9tention virtualiste. Il faut souhaiter bien du plaisir et bon vent \u00e0 tous les amis, excellents europ\u00e9ens comme on sait, engag\u00e9s dans cette nef des fous.<\/p>\n<\/p>\n

\tWynne nous expose l’\u00e9vidence de l’\u00e9volution en cours. Il la nomme interd\u00e9pendance du vol, sorte d’application au JSF de la formule ind\u00e9pendance dans l’interd\u00e9pendance (expression employ\u00e9e par le mirobolant Edgar Faure en 1955, \u00e0 propos du statut \u00e0 accorder \u00e0 la Tunisie en route vers l’ind\u00e9pendance, formule pour brouiller les pistes et ne pas \u00e9corcher les oreilles des nostalgiques de l’Empire). Donc, ils resteront ind\u00e9pendants tout en devenant d\u00e9pendants mais sans l’\u00eatre tout \u00e0 fait. Tout cela, selon un processus d’une grande simplicit\u00e9, qui permet de comprendre comment ces diables d’Am\u00e9ricains s’y prennent pour remporter de si complets succ\u00e8s, en Irak et en Afghanistan, diables d’hommes, en v\u00e9rit\u00e9 : \u00abThe interdependent fight calls for comprehensive and dynamic situation awareness. We used to talk about 360-deg. awareness. Today, we have evolved to spherical situation awareness. This calls for a new habit of thought and joint and coalition operational capabilities a comprehensive view, at once vertical and horizontal, real-time and predictive, penetrating and defended in the cyber-realm. It means eliminating as much as possible the obstacles of terrain, weather, foliage, darkness, jamming and cyber-defense, even buried objects and targets all the means of surprise that provide cover and resources to the enemy.<\/em>\u00bb<\/p>\n<\/p>\n

Fifth-generation fighters the F-22A Raptor and F-35 Lightning II are not only breakthrough kinetic platforms but electromagnetic vacuum cleaners that can collect vast quantities of target information and interconnect with forces in all domains. On the way to and from their targets, these aircraft can collect and disseminate information, just as it is being done over Iraq, where pods on fighters gather data constantly.<\/em><\/p>\n<\/p>\n

\t\u00bbBut in the fifth generation, the integration of information management within the aircraft is far more powerful than a small adjunct system in a wing pod. We are learning that the F-22 and F-35 will not even have to operate in kinetic mode to remain in high demand in the spherical awareness mode. We can shift to peer-to-peer networking with aircraft in the battlespace, rather than managing information through large aircraft flying at a distance. The capability borders on that of a total battle management system, a multiplier of the Combined Air Operations Center itself. And we are only now realizing this massive capability.<\/em><\/p>\n<\/p>\n

\t\u00bbNotably, the F-35 program is a key contributor to the international partnering that lets us think in terms of a defense and warfighting network that makes the sum of power of the combined nations far greater than the individual parts. I am encouraging ground commanders always to know what assets are available to them and make sure they consider and exploit fully, constantly, interactively and completely interconnectedly the battle domains of sea, land, space, air and cyberspace. In short, 21st century military operations can and must operate within the context of a global security enterprise.<\/em>\u00bb<\/p>\n<\/p>\n
