La cause de la performance est effectivement le r\u00e9seau anti-missiles dans sa <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=3688\" class=\"gen\">branche europ\u00e9enne \u00e0 venir<\/a>  et qui est loin d&rsquo;\u00eatre assur\u00e9e comme nous le fait remarquer justement notre lecteur <a href=\"http:\/\/www.dedefensa.org\/forum.php?art_id=3688\" class=\"gen\">Gael Fraiteur<\/a>  et c&rsquo;est encore plus beau.<\/p>\n<\/p>\n<p><p>\tIls ont gagn\u00e9, c&rsquo;est-\u00e0-dire qu&rsquo;ils ont effectivement provoqu\u00e9 une mobilisation massive des esprits en Russie, en plus d&rsquo;une modernisation des forces. La Russie va \u00eatre de plus en plus m\u00e9fiante, grognonne, difficile, de plus en plus tranchante, etc., et comme ce n&rsquo;est pas l&rsquo;Irak il faudra faire avec. Etait-ce bien n\u00e9cessaire? La subtilit\u00e9 de la manuvre US, sous les yeux \u00e9bahis, \u00e9namour\u00e9s et subjugu\u00e9s des Europ\u00e9ens, d\u00e9cid\u00e9ment de plus en plus convaincus, a quelque chose de renversant.<\/p>\n<\/p>\n<p><p>\tPour prendre date, voici quelques indications sur l&rsquo;humeur russe actuelle, cela notamment et essentiellement pour des anti-missiles qui ne sont pas l\u00e0, ni juridiquement ni op\u00e9rationnellement, qui ne servent \u00e0 rien ou presque, qui ne marchent pas ou tout comme, et que l&rsquo;on n&rsquo;attend pas avant 2012 si la mari\u00e9e tient ses promesses.<\/p>\n<\/p>\n<p><p>\t  Vladimir Poutine \u00e0 la r\u00e9union de Munich (ex-<em>Wehrkunde<\/em> que nous persistons \u00e0 appeler de son nom plut\u00f4t que le Munich Conference on Security Policy am\u00e9ricanis\u00e9 \u00e0-la-Merkel). Selon <a href=\"http:\/\/apnews.myway.com\/article\/20070210\/D8N6JFBG0.html\" class=\"gen\">AP<\/a>, il a dit certaines choses pr\u00e9cises et s\u00e9v\u00e8res :<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Russian President Vladimir Putin blasted the United States Saturday for the almost uncontained use of force in the world, and for encouraging other countries to acquire nuclear weapons.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>In what his spokesman acknowledged were his harshest attacks on the U.S. since taking office in 2000, Putin also criticized U.S. plans for missile defense systems and NATO&rsquo;s expansion.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Putin told a security forum attracting top officials that we are witnessing an almost uncontained hyper use of force in international relations and that one state, the United States, has overstepped its national borders in every way.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>This is very dangerous, nobody feels secure anymore because nobody can hide behind international law, Putin told the gathering.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Putin did not elaborate on specifics and did not mention the wars in Iraq or Afghanistan. But he voiced concern about U.S. plans to build a missile defense system in eastern Europe  likely in Poland and the Czech Republic  and the expansion of NATO as possible challenges to Russia.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>On the missile defense system, Putin said: I don&rsquo;t want to accuse anyone of being aggressive but he suggested it would seriously change the balance of power and could provoke an unspecified response. That balance will be upset completely and one side will have a feeling of complete security and given a free hand in local, and probably in global, conflicts&#8230; he said. We need to respond to this.<\/em><\/p>\n<\/p>\n<p><p>\t  La veille, on avait eu les \u00e9chos, \u00e9galement de AP (du <a href=\"http:\/\/apnews.myway.com\/article\/20070210\/D8N6JFBG0.html\" class=\"gen\">9 f\u00e9vrier<\/a>), de diverses d\u00e9clarations russes de la m\u00eame eau, dont celle du chef d&rsquo;\u00e9tat-major, le g\u00e9n\u00e9ral Youri Balouyevsky. Le g\u00e9n\u00e9ral n&rsquo;est pas tendre lorsqu&rsquo;il qualifie les USA de <em>top threat<\/em> et qu&rsquo;il juge la situation militairement plus grave que durant la Guerre froide.<\/p>\n<\/p>\n<p><p>\t\u00bb<em>Russia&rsquo;s top military officer said the United States is expanding its economic, political and military presence in Russia&rsquo;s traditional zones of influence and described that as the top national security threat, the latest signal of a growing chill in relations.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Gen. Yuri Baluyevsky, chief of the military&rsquo;s General Staff, said Russia now faces even greater military threats than during the Cold War and the nation needs a new military doctrine to respond to these challenges, according to a speech posted on the Defense Ministry&rsquo;s Web site Friday.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Russia&rsquo;s cooperation with the West on the basis of forming common or close strategic interests hasn&rsquo;t helped its military security, Baluyevsky said in the speech, delivered at a recent security conference in Moscow.
