Ce n&rsquo;est pas notre avis. Poutine a parl\u00e9 du probl\u00e8me fondamental de civilisation que les USA posent au monde, Gates a parl\u00e9 de Poutine en tant qu&rsquo;homme politique et Pr\u00e9sident de la Russie. Le discours de Poutine \u00e9tait strat\u00e9gique, celui de Gates tactique.<\/p>\n<\/p>\n<p><p>\tGates a montr\u00e9 de l&rsquo;humour et de la biens\u00e9ance. Manifestement, il entend se d\u00e9marquer de Rumsfeld, d&rsquo;une fa\u00e7on presque abrupte qui \u00e9claire d&rsquo;un jour brutal les interventions de son pr\u00e9d\u00e9cesseur. Il a nettement exp\u00e9di\u00e9 aux oubliettes les brutales cat\u00e9gorisations de son pr\u00e9d\u00e9cesseur (plus de vieille et de <em>new Europe<\/em>, plus que des amis europ\u00e9ens). Dans l&rsquo;audience, \u00e0 Munich, on \u00e9tait rassur\u00e9, on a cru revivre le bon vieux temps, quand les amis am\u00e9ricains y mettaient les formes.<\/p>\n<\/p>\n<p><p>\tOn se demande ce que fait exactement Robert Gates au cur de l&rsquo;administration GW. Il semble appartenir \u00e0 un monde disparu, celui des habilet\u00e9s am\u00e9ricanistes, celui d&rsquo;une complicit\u00e9 culturelle transatlantique, celui des bons rapports malgr\u00e9 tout avec les Sovi\u00e9tiques (pardon, les Russes). Gates est un rescap\u00e9 de la Guerre froide, lorsque la diplomatie am\u00e9ricaniste prenait encore des gants. Il ne manque ni d&rsquo;habilet\u00e9 ni de savoir-faire et attire la sympathie.<\/p>\n<\/p>\n<p><p>\tUn extrait de ce qui est d&rsquo;abord un portrait du personnage dans l&rsquo;International <em>Herald Tribune<\/em> d&rsquo;<a href=\"http:\/\/www.iht.com\/articles\/2007\/02\/11\/news\/putin.php\" class=\"gen\">aujourd&rsquo;hui<\/a>.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Defense Secretary Robert Gates, in a measured response to aggressive criticism of American power from the Russian president, Vladimir Putin, told a European security conference here Sunday, One Cold War was quite enough.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>While government leaders, legislative members and military officials here continued dissecting the speech Putin gave Saturday to divine its motivation and impact, Gates chose words of velvet and not steel in offering Washington&rsquo;s fullest response.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>As an old Cold Warrior, one of yesterday&rsquo;s speeches almost filled me with nostalgia for a less complex time, Gates said. He paused for effect before adding, Almost.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb<em>Gates, a former director of central intelligence called from retirement in academia to serve as defense secretary, said at the 43rd Munich Conference on Security Policy that both he and Putin had spent most of their careers in their respective governments&rsquo; spy agencies.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>And, I guess, old spies have a habit of blunt speaking, Gates said. However, I have been to re-education camp  spending four and a half years as a university president and dealing with faculty. His remark drew laughs and applause.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Throughout his rebuttal of the Russian president&rsquo;s speech, and in a longer discourse on how America&rsquo;s European allies must help rebuild Afghanistan and remain vigilant in the fight against global terrorism, Gates mentioned Putin only once by name and then to say he had accepted an invitation from him to visit Moscow.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Russia is a partner in endeavors, Gates added.
