Cette fois <a href=\"http:\/\/www.guardian.co.uk\/iran\/story\/0,,2021434,00.html\" class=\"gen\">encore<\/a>, avec son article mis en ligne le 25 f\u00e9vrier (voir notamment sa reprise sur le site  <a href=\"http:\/\/www.informationclearinghouse.info\/article17173.htm\" class=\"gen\">Information Clearing House<\/a>).<\/p>\n<\/p>\n<p><p>\tAvec le titre <em>The Redirection  A Strategic Shift<\/em> et avec cette interrogation : <em>Is the Administration&rsquo;s new policy benefitting our enemies in the war on terrorism?<\/em>, Hersh examine la r\u00e9orientation strat\u00e9gique des USA, passant de la confrontation avec les Sunnites pour installer un pouvoir chiite \u00e0 Bagdad \u00e0 l&rsquo;alliance avec les Sunnites contre les Chiites iraniens renforc\u00e9s par le pouvoir chiite \u00e0 Bagdad. Il s&rsquo;agit donc de la description, sans doute aussi par anticipation, d&rsquo;une suite sans discontinuer d&rsquo;erreurs, d&rsquo;improvisations, de na\u00efvet\u00e9s, de sottises, de banalit\u00e9s et d&rsquo;aveuglements arrogants. Si la nouvelle strat\u00e9gie emploie les m\u00eames ingr\u00e9dients que celle (?) qui a pr\u00e9c\u00e9d\u00e9, et il n&rsquo;y a aucune raison pour qu&rsquo;elle ne le fasse pas puisque la technique est si \u00e9prouv\u00e9e, l&rsquo;Iran a de beaux jours devant lui.<\/p>\n<\/p>\n<p><p>\tCet extrait du texte de Seymour Hersh nous para\u00eet bien montrer le c\u00f4t\u00e9 compl\u00e8tement improvis\u00e9, amateur, chaotique, de la manufacture de la nouvelle strat\u00e9gie US, avec des amis ext\u00e9rieurs choisis comme architectes avis\u00e9s,   tel le Saoudien Prince Bandar, grand ma\u00eetre de la s\u00e9curit\u00e9 nationale dans son pays, principal relais de l&rsquo;influence US, sp\u00e9cialis\u00e9 dans les march\u00e9s d&rsquo;armement pour son pays avec tout ce qui va avec et ainsi de suite. Notez aussi, dans le quartet d&rsquo;architectes, la pr\u00e9sence d&rsquo;Elliott  Abrams, dont <a href=\"http:\/\/antiwar.com\/lobe\/?articleid=10564\" class=\"gen\">Jim Lobe<\/a> nous dit qu&rsquo;il est la nouvelle <em>star<\/em> de la pens\u00e9e n\u00e9o-conservatrice \u00e0 Washington. Notez enfin que beaucoup de gens ignorent tout de cette nouvelle strat\u00e9gie (mais Rice est au courant). Quant \u00e0 nous, nous ignorions qu&rsquo;il y avait une strat\u00e9gie, et ignorons tout, par cons\u00e9quent, de la pr\u00e9c\u00e9dente et de celle d&rsquo;apr\u00e8s celle-ci.<\/p>\n<\/p>\n<p><p>\t(En <em>Post-Scriptum<\/em>, notez la r\u00e9ponse du Pentagone (Gates) \u00e0 toute question sur la nouvelle strat\u00e9gie : \u00ab<em>The United States is not planning to go to war with Iran.<\/em>\u00bb)<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The new American policy, in its broad outlines, has been discussed publicly. In testimony before the Senate Foreign Relations Committee in January, Secretary of State Condoleezza Rice said that there is a new strategic alignment in the Middle East, separating reformers and extremists; she pointed to the Sunni states as centers of moderation, and said that Iran, Syria, and Hezbollah were on the other side of that divide. (Syria&rsquo;s Sunni majority is dominated by the Alawi sect.) Iran and Syria, she said, have made their choice and their choice is to destabilize.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Some of the core tactics of the redirection are not public, however. The clandestine operations have been kept secret, in some cases, by leaving the execution or the funding to the Saudis, or by finding other ways to work around the normal congressional appropriations process, current and former officials close to the Administration said.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>A senior member of the House Appropriations Committee told me that he had heard about the new strategy, but felt that he and his colleagues had not been adequately briefed. We haven&rsquo;t got any of this, he said. We ask for anything going on, and they say there&rsquo;s nothing. And when we ask specific questions they say, We&rsquo;re going to get back to you.&rsquo; It&rsquo;s so frustrating.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The key players behind the redirection are Vice-President Dick Cheney, the deputy national-security adviser Elliott Abrams, the departing Ambassador to Iraq (and nominee for United Nations Ambassador), Zalmay Khalilzad, and Prince Bandar bin Sultan, the Saudi national-security adviser. While Rice has been deeply involved in shaping the public policy, former and current officials said that the clandestine side has been guided by Cheney.
