La bureaucratie du Pentagone a compris, apr\u00e8s dix mois d’h\u00e9sitations et de p\u00e9r\u00e9grinations prospectives, que l’aventure \u00ab\u00a0Divine Strake\u00a0\u00bb<\/a> n’\u00e9tait pas tr\u00e8s habile<\/a>. Elle enterre son projet d’exp\u00e9rimentation d’une monstrueuse explosion de 700 tonnes d’explosifs \u00ab\u00a0conventionnels\u00a0\u00bb. Le \u00ab\u00a0Daily Report\u00a0\u00bb<\/a> de Air Force Magazine<\/em> l’annonce sobrement :<\/p>\n<\/p>\n

«No \u00ab\u00a0Mushroom Cloud\u00a0\u00bb in Nevada:<\/em><\/strong> The Defense Threat Reduction Agency has just canceled the proposed Divine Strake experiment, which would have involved a large-scale, open air \u00ab\u00a0mushroom cloud\u00a0\u00bb detonation of a common blasting agent over an existing tunnel at the Nevada Test Site, about 65 miles northwest of Las Vegas. The announcement itself last spring of the proposed test raised a robust cloud of protest and a lawsuit. In a Feb. 22 statement, DTRA chief James Tegnelia said, \u00ab\u00a0I have become convinced that it’s time to look at alternative methods that obviate the need for this type large-scale test,\u00a0\u00bb which was to provide data on defeating hardened underground targets. Sen. Orrin Hatch (R-Utah) said in a statement that Utah citizens \u00ab\u00a0can rest easier tonight knowing the government listened.\u00a0\u00bb<\/em>»<\/p>\n<\/p>\n

Ce projet \u00e0 la fois gargantuesque, myst\u00e9rieux et effrayant, avait soulev\u00e9 des montagnes de protestations, \u00e0 la dimension de l’explosion pr\u00e9vue. L’opposition populaire, relay\u00e9e par l’opposition parlementaire et l’opposition des Etats successivement choisis, a fini par convaincre le Pentagone qu’il s’agissait d’une tr\u00e8s mauvaise op\u00e9ration de relations publiques. Le contexte politique (\u00e9lections du 7 novembre 2006, Congr\u00e8s \u00e0 majorit\u00e9 d\u00e9mocrate) a renforc\u00e9 cette conviction. Il est \u00e0 noter qu’aucune explication n’a \u00e9t\u00e9 donn\u00e9e \u00e0 cet abandon sinon le curieux «Je me suis convaincu qu’il \u00e9tait temps de chercher des alternatives…<\/em>» du chef de la DTRA.<\/p>\n<\/p>\n

Nous resterons sans doute sur notre faim quant \u00e0 la cause exacte de ce projet rocambolesque, autant qu’au myst\u00e8re du nom qui avait \u00e9t\u00e9 choisi pour cette op\u00e9ration.<\/p>\n<\/p>\n
