Bravo, Chuk Hagel.<\/p>\n<\/p>\n<p><p>\tAllez donc sur le site de Steve C. Diplomatic initiatives that need to stay in the dark or that need to be launched with complete deniabiliy are sometimes moved forward with a sheet of paper and a roster of proposals  with no return address and no promised commitment of the proposing party or government.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Senator Chuck Hagel is at this moment launching a non-campaign campaign.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Hagel is in Nebraska this morning announcing that he will not announce his candidacy for either the presidency, another senate term, or even retirement from public life until the fall of this year. But he is sending signals  big ones  that he&rsquo;s going to be a player&rsquo; in nearly every significant domestic and international policy issue that confronts America at this pivotal point in its national history.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tEn d&rsquo;autres termes, Hagel a annonc\u00e9 sa d\u00e9cision de donner du temps au temps. Il va humer l&rsquo;air du temps. Il va mesurer les soutiens dont il peut disposer. Eventuellement, il va cr\u00e9er un suspens de plus dans la campagne, \u00e9tendre son ombre sur les autres candidats,  ou bien dispara\u00eetre et devenir un autre Delors-1995, s&rsquo;il s&rsquo;av\u00e8re qu&rsquo;il n&rsquo;a pas obtenu ce qu&rsquo;il attendait.<\/p>\n<\/p>\n<p><p>\tC&rsquo;est une tactique certes,  mais c&rsquo;est une tactique risqu\u00e9e, certes,  mais l&rsquo;on dira que toute tactique est risqu\u00e9e, certes  Et ainsi de suite.<\/p>\n<\/p>\n<p><p>\tOn ne se prononcera pas sur la d\u00e9cision de la campagne en forme de non-campagne de Hagel ou sa d\u00e9cision tonitruante de ne rien d\u00e9cider encore. On fera l&rsquo;hypoth\u00e8se qu&rsquo;il s&rsquo;agit d&rsquo;un signe de plus de l&rsquo;incertitude et de la volatilit\u00e9 de la situation politique aux USA.
