La tribune n&rsquo;est pas indiff\u00e9rente, bien s\u00fbr, puisqu&rsquo;elle s&rsquo;inscrit  au coeur de l&rsquo;<em>establishment<\/em> washingtonien. Le sujet en est bien s\u00fbr le d\u00e9ploiement du r\u00e9seau BMD am\u00e9ricaniste en Europe (en Pologne), o\u00f9 Sikorski nous affirme que rien n&rsquo;est fait,  ou bien il nous le <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=3821\" class=\"gen\">r\u00e9p\u00e8te<\/a> car tous ces arguments circulent d\u00e9j\u00e0 avec v\u00e9locit\u00e9. Sa critique syst\u00e9matique de la d\u00e9marche US le met en bonne place dans le quarteron des commentateurs europ\u00e9ens lucides dans cette affaire. Certains d\u00e9tails tr\u00e8s pr\u00e9cis qu&rsquo;il donne de la fa\u00e7on dont Washington est intervenu aupr\u00e8s des pays sollicit\u00e9s de participer \u00e0 l&rsquo;op\u00e9ration semblent montrer que l&rsquo;extraordinaire muflerie arrogante et irresponsable de la bureaucratie am\u00e9ricaniste tient son r\u00f4le dans l&rsquo;\u00e9volution de l&rsquo;ancien ministre, autant que dans de possibles r\u00e9ticences, voire d\u00e9fections de fid\u00e8les alli\u00e9s des USA en Europe:<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The U.S. proposal to place radar and interceptor sites for a new missile defense system in Central Europe  respectively, in the Czech Republic and Poland  may generate a new security partnership with the countries of the region. Or it could provoke a spiral of misunderstanding, weaken NATO, deepen Russian paranoia and cost the United States some of its last friends on the continent.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Early omens are worrisome. Some genius at the State Department or the Pentagon sent the first official note describing possible placement of the facility with a draft reply attached &#8212; a reply that contained a long list of host countries&rsquo; obligations and few corresponding U.S. commitments. Natives here tend to think they are capable of writing their own diplomatic correspondence. But in a region where goodwill toward the United States depends on the memory of its support in resisting Soviet colonialism, this was particularly crass. If the Bush administration expects Poles and Czechs to jump for joy and agree to whatever is proposed, it&rsquo;s going to face a mighty crash with reality.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLe reste est \u00e0 mesure, expliquant comment rien n&rsquo;est fait avec la Pologne dans l&rsquo;engagement polonais dans le r\u00e9seau BMD, que beaucoup reste \u00e0 faire, que la politique polonaise pourrait bien devenir plus europ\u00e9enne, pour de bonnes raisons  \u00ab<em>Meanwhile, membership in the European Union has reoriented our foreign and domestic policies. Few in the United States realize that Poland, to name one example, is receiving $120 billion to upgrade its infrastructure and agriculture under the current seven-year E.U. budget. By comparison, American military assistance to Poland amounts to $30 million annually, a fraction of what we spend on missions in Iraq and Afghanistan that we regard as acts of friendship toward the United States. Perhaps the best illustration of the changing dynamic is the fact that the visa issue that once vexed Polish politicians \u00ac Americans come to Poland without visas, while Poles need them to enter America  has lost its urgency.
