Le sujet de cette enqu\u00eate, c&rsquo;est la perception des USA \u00e0 travers le monde.<\/p>\n<\/p>\n<p><p>\tL&rsquo;int\u00e9r\u00eat de cette enqu\u00eate est d&rsquo;y voir appara\u00eetre une notion tr\u00e8s int\u00e9ressante,  au-del\u00e0 du sempiternel j&rsquo;aime ou je n&rsquo;aime pas l&rsquo;Am\u00e9rique : la responsabilit\u00e9 de l&rsquo;Am\u00e9rique, ou encore : l&rsquo;Am\u00e9rique est-elle capable d&rsquo;agir d&rsquo;une fa\u00e7on responsable dans les relations internationales ? R\u00e9ponse g\u00e9n\u00e9rale n\u00e9gative, bien s\u00fbr. Dans tous les cas, il s&rsquo;agit bien du cur du probl\u00e8me que les USA posent au reste du monde.<\/p>\n<\/p>\n<p><p>\tA c\u00f4t\u00e9 de cela, une majorit\u00e9 des personnes consult\u00e9es n&rsquo;est pas favorable \u00e0 un retrait complet des USA des affaires internationales. D&rsquo;une certaine fa\u00e7on, on ne peut qu&rsquo;approuver : on voit mal comment les USA, \u00e0 moins de dispara\u00eetre en tant que tels, n&rsquo;auraient plus aucun r\u00f4le notable dans les affaires internationales. En fait, ce que veulent les gens \u00e9pars dans le monde, ce sont les USA parfaits,  non, les USA r\u00eav\u00e9s dont nous parlent nos dirigeants et nos intellectuels depuis des lustres d&rsquo;extase pro-am\u00e9ricaniste (comme dit le directeur des \u00e9tudes \u00e0 l&rsquo;institut : \u00ab<em>They just want the US to play a more cooperative role and be a more constructive international player in terms of working through international organisations and listening to allies and friends when they have concerns.<\/em>\u00bb)<\/p>\n<\/p>\n<p><p>\tTout cela est parfait et conforme au bon sens globalis\u00e9 : autant la critique que les souhaits. La critique est totalement fond\u00e9e, le souhait n&rsquo;a aucune chance de se r\u00e9aliser.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>There is widespread global concern that the United States cannot be trusted to act responsibly in the world, according to a multinational poll released here Wednesday.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>But while there is broad international frustration with how the United States conducts its foreign policy, few people around the world want the United States to completely back off its role as a global policeman, the poll found.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>There&rsquo;s clearly a trend in terms of deepening negative attitudes to the US in how it executes foreign policy, said Christopher Whitney, executive director for studies at the Chicago Council on Global Affairs which helped coordinate the 18-country study.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The United States has long faced criticism internationally for its interventionalist foreign policy&rsquo;, Whitney said. This survey found that the frustration is broader in scope than previously thought and has deepened in the wake of the war in Iraq. But mixed with this frustration is an understanding that the US has a significant role to play internationally and should not withdraw completely, Whitney said.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb<em>The starkest results were those showing a lack of trust that the United States would act responsibly and a sense that it had overreached on the global stage.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>A majority of respondents in Argentina (84 per cent), Peru (80 per cent), Russia (73 per cent) France (72 per cent), Armenia (58 per cent), Indonesia (64 per cent), China (59 per cent), Thailand (56 per cent), South Korea(53 per cent) and India (52 per cent) and more than a third of those in Australia (40 per cent) and Ukraine (37 per cent) answered not at all or not very much when asked how much they trusted the US to act responsibly in the world, the poll found.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The Philippines and Israel proved the staunchest supporters with 85 per cent and 81 per cent of respondents, respectively, saying they trusted the US either a great deal or somewhat, followed by Australia at 59 per cent and Poland at 51 per cent.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>More than three out of four Americans think their country tends to take on the role of international enforcer more than it should.
