Il y a beaucoup moins d&rsquo;id\u00e9ologie et de bellicisme exacerb\u00e9, comme au temps de Rumsfeld et des <em>neocons<\/em>, et beaucoup plus de bureaucratie avec ses int\u00e9r\u00eats mis en avant. Les Isra\u00e9liens l&rsquo;ont ressenti, lors de la visite du secr\u00e9taire \u00e0 la d\u00e9fense Robert Gates.<\/p>\n<\/p>\n<p><p>\tUn texte de <em>Defense News<\/em> du <a href=\"http:\/\/www.defensenews.com\/story.php?F=2700309&#038;C=mideast\" class=\"gen\">20 avril<\/a> en donne un r\u00e9sum\u00e9 succinct mais significatif.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>For Israeli officials who were hoping to restore once and for all the policy-driven bureaucratic intimacy between the Pentagon and Israel&rsquo;s MoD, the April 18 meeting here between U.S. Defense Secretary Robert Gates and Defense Minister Amir Peretz proved anti-climactic.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Despite Gates&rsquo; positive public remarks regarding the importance of bilateral defense ties, Israeli officials here characterized the visit  the first by a U.S. defense secretary in nearly eight years  as disappointing.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The Pentagon chief defended the U.S. administration&rsquo;s intent to push through Congress an advanced arms package to Saudi Arabia that Israel opposes. He also was skeptical about the Israeli proposals for U.S. military assistance in halting arms smuggling from Egypt into Gaza and also from Syria into Lebanon, sources here said.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Similarly, the two defense chiefs appeared to diverge on strategy vis a vis Iran, with Gates focusing solely on diplomacy to rein in Tehran&rsquo;s nuclear ambitions, while Peretz insisted, We can&rsquo;t remove from the table other options.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Perhaps most disappointing, MoD officials here said, was Peretz&rsquo;s inability to extract a commitment to end residual obstacles blocking joint development and Israeli procurement requests stemming from Washington&rsquo;s continued concern about Israeli arms sales to China.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tBien qu&rsquo;Isra\u00ebl soit une chasse gard\u00e9e du Pentagone, avec un contr\u00f4le strat\u00e9gique tr\u00e8s puissant du complexe militaro-industriel, la politique extr\u00e9miste (Rumsfeld + les <em>neocons<\/em>) suivie par le d\u00e9partement depuis le 11 septembre 2001 r\u00e9pondait en g\u00e9n\u00e9ral aux vux des dirigeants isra\u00e9liens enferm\u00e9s dans leur politique extr\u00e9miste. Le deuxi\u00e8me point n&rsquo;est plus d&rsquo;actualit\u00e9. La bureaucratie a repris le pouvoir au Pentagone, et la bureaucratie n&rsquo;aime pas les aventures extr\u00e9mistes et id\u00e9ologiques. Ainsi a-t-on un assemblage de mesures politiques plus mod\u00e9r\u00e9es et d&rsquo;attitudes bureaucratiques plus dures qui, toutes, contrecarrent la politique isra\u00e9lienne.<\/p>\n<\/p>\n<p><p>\t  La mod\u00e9ration de la politique du Pentagone, c&rsquo;est un regain d&rsquo;attention pour les alli\u00e9s arabes (Arabie saoudite) et une distance r\u00e9elle prise avec les projets guerriers (Iran). Tout cela d\u00e9sappointe Isra\u00ebl.<\/p>\n<\/p>\n<p><p>\t  Pour autant, il y a un durcissement au niveau bureaucratique, \u00e0 l&rsquo;\u00e9gard des exportations d&rsquo;armements isra\u00e9liens vers la Chine (qu&rsquo;Isra\u00ebl a cess\u00e9es sous <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=1310\" class=\"gen\">la pression<\/a> du m\u00eame <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=1797\" class=\"gen\">Pentagone<\/a>). Malgr\u00e9 <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=1853\" class=\"gen\">les efforts d&rsquo;Isra\u00ebl<\/a>, la m\u00e9fiance subsiste et les brimades au niveau des livraisons d&rsquo;armes et de technologies US vont continuer.<\/p>\n<\/p>\n<p><p>\tIl faut noter que c&rsquo;est la premi\u00e8re visite d&rsquo;un secr\u00e9taire \u00e0 la d\u00e9fense depuis Cohen en 1999. Rumsfeld ne s&rsquo;\u00e9tait jamais d\u00e9plac\u00e9 en Isra\u00ebl. A cette \u00e9poque, tout \u00e9tait r\u00e9gl\u00e9 au plus haut niveau (Bush-Sharon) ou avec les id\u00e9ologues du Pentagone (Feith, particuli\u00e8rement). La venue du secr\u00e9taire \u00e0 la d\u00e9fense a bien cette signification : la bureaucratie du Pentagone a \u00e0 nouveau le pouvoir bien en main.
