Le Congr\u00e8s n&rsquo;a pas les tripes ni la <em>vista<\/em> pour comprendre qu&rsquo;en cette occurrence, il lui aurait fallu rompre avec la logique du syst\u00e8me pour tenter \u00e9ventuellement de sauver le syst\u00e8me. D&rsquo;ailleurs, il est \u00e9vident qu&rsquo;il (le Congr\u00e8s) n&rsquo;imagine pas une seconde toutes ces complications du raisonnement, ni que le syst\u00e8me soit en danger.
