Il y a leur volont\u00e9 affich\u00e9e, presque explicit\u00e9e en la mati\u00e8re, de r\u00e9duire les esp\u00e9rances des r\u00e9sultats de cette r\u00e9union.<\/p>\n<\/p>\n<p><p>\tAu moins trois dossiers spectaculaires posent de graves probl\u00e8mes et compromettent le sommet en termes m\u00e9diatiques. (Mais il y a d&rsquo;autres points de d\u00e9saccord ou de tension, comme le contr\u00f4le de la circulation des fonds de pension.) :<\/p>\n<\/p>\n<p><p>\t La question de la lutte contre le r\u00e9chauffement climatique, avec le <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=4044\" class=\"gen\">d\u00e9saccord g\u00e9n\u00e9ral<\/a> entre les USA d&rsquo;une part, et le reste d&rsquo;autre part.<\/p>\n<\/p>\n<p><p>\t La question du r\u00e9seau anti-missiles que les USA veulent installer en Europe, question devenue un point grave de tension avec les d\u00e9clarations de Poutine ce week-end. (Sujet non pr\u00e9vu au sommet, il y est <a href=\"http:\/\/www.dedefensa.org\/article.php?art_id=4050\" class=\"gen\">impos\u00e9<\/a> par la tension ambiante.)<\/p>\n<\/p>\n<p><p>\t  La question de la s\u00e9curit\u00e9 g\u00e9n\u00e9rale de la r\u00e9union, avec de puissantes et sans doute violentes manifestations pr\u00e9vues de la part des altermondialistes.<\/p>\n<\/p>\n<p><p>\tLes Allemands sont engag\u00e9s dans un exercice classique dit de <em>damage control<\/em> par avance, consistant \u00e0 encadrer et \u00e0 r\u00e9duire l&rsquo;attente des r\u00e9sultats du sommet. De toutes les fa\u00e7ons, cette d\u00e9marche se situe assez naturellement dans le climat g\u00e9n\u00e9ral autour du G8. Le sommet est devenu le sommet du d\u00e9sarroi du syst\u00e8me en g\u00e9n\u00e9ral,  syst\u00e8me occidental, syst\u00e8me des relations internationales et ainsi de suite.<\/p>\n<\/p>\n<p><p>\tL&rsquo;agence IPS (<em>IPS News<\/em>) met en ligne, le <a href=\"http:\/\/www.ipsnews.net\/news.asp?idnews=38034\" class=\"gen\">4 juin<\/a>, un article qui aborde cette question d&rsquo;un possible \u00e9chec du sommet et, dans tous les cas, de l&rsquo;exercice allemand de r\u00e9duction des attentes.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Facing the probability that this year&rsquo;s G8 summit will be a failure  mainly due to U.S. opposition to an international consensus on environmental, financial, and African cooperation issues  the German government, host of the event, is scaling down the expectations that it helped to stir in the first place.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>Only a couple of days before the summit starts at this resort on the Baltic Sea, Bernd Pfaffenbach, German deputy minister for economics, and the government&rsquo;s head planner of the Group of Eight summit, warned that hopes for the meet&rsquo;s outcomes had been too high.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>In an interview, Pfaffenbach referred specifically to the international environmental consensus proposed by the German government as one of the main items on the G8 summit&rsquo;s agenda, aimed at fighting global warming.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>It is true that there is no common line in this issue (among G8 countries), Pfaffenbach said. But it is also true that the expectations were too high, he added, allegedly contrary to the efforts of the German government. The Chancellor (Angela Merkel) did not want that this subject would receive that much attention, Pfaffenbach claimed.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>But the fact is the German government put the climate change issue high on the official agenda for the summit, which government officials like Pfaffenbach himself helped to formulate. The official German presentation of the summit says, \u00a0\u00bbGreat importance will be attributed to the subject of energy efficiency. New impetus for global climate protection and common international efforts after 2012 (post-Kyoto Protocol) will play an important role\u00a0\u00bb during the summit.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>However, Germany prepared the summit without considering the stubborn opposition of the U.S. government. This is also true when it comes to German demands for more international controls over highly speculative hedge funds.<\/em> <\/p>\n<\/p>\n<p><p>\t\u00bb<em>Again, the U.S. government, this time with the British government, opposed the articulation of a clear G8 strategy towards a strict code of conduct for hedge funds.
