La situation \u00e0 Londres en est un nouveau signe, comme l&rsquo;a \u00e9t\u00e9 celle de la r\u00e9union des ministres des affaires \u00e9trang\u00e8res de l&rsquo;UE \u00e0 Luxembourg les 17 et 18.<\/p>\n<\/p>\n<p><p>\tLe Daily <em>Telegraph<\/em> de ce matin met en \u00e9vidence dans son <a href=\"http:\/\/www.telegraph.co.uk\/news\/main.jhtml;jsessionid=JUPR4EXXSHY0ZQFIQMGSFGGAVCBQWIV0?xml=\/news\/2007\/06\/19\/neu119.xml\" class=\"gen\">artucle<\/a> principal la situation extraordinaire du Royaume-Uni, avec quasiment deux Premiers ministres en m\u00eame temps, qui s&rsquo;opposent sur le sujet : Tony Blair (Premier ministre jusqu&rsquo;au 28 et qui repr\u00e9sentera le Royaume-Uni \u00e0 Bruxelles) partisan de l&rsquo;adoption par simple acte de gouvernement, Gordon Brown (Premier ministre \u00e0 partir du 28) pas loin d&rsquo;\u00eatre hostile au trait\u00e9 et qui serait partisan d&rsquo;un r\u00e9f\u00e9rendum. Au milieu de ce chaos, Sarkozy qui devait aller \u00e0 Londres aujourd&rsquo;hui pour rencontrer Blair et Brown et qui aurait remplac\u00e9 cette visite par une conf\u00e9rence par t\u00e9l\u00e9phone (\u00e0 trois ?). (Le <em>Telegraph<\/em> y voit un signe de d\u00e9saccord entre Fran\u00e7ais et Britanniques. Les cons\u00e9quences des \u00e9lections l\u00e9gislatives et le remaniement du gouvernement \u00e0 Paris sont une autre interpr\u00e9tation du report de cette visite.)<\/p>\n<\/p>\n<p><p>\tPour le <em>Telegraph<\/em>, Sarkozy a compl\u00e8tement adopt\u00e9 une ligne maximaliste que les Britanniques doivent combattre. Dans son <a href=\"http:\/\/www.telegraph.co.uk\/opinion\/main.jhtml?xml=\/opinion\/2007\/06\/19\/dl1902.xml\" class=\"gen\">\u00e9ditorial<\/a>, le <em>Telegraph<\/em> estime que la Pologne,  qui menace de mettre son veto au trait\u00e9 malgr\u00e9 la visite de Sarkozy \u00e0 Varsovie,  resterait la meilleure chance de prot\u00e9ger la souverainet\u00e9 des nations contre ce que le journal juge comme de graves atteintes contre cette souverainet\u00e9 contenues dans le projet de trait\u00e9. Confusion europ\u00e9enne \u00e0 son comble.<\/p>\n<\/p>\n<p><p>\tPetit aper\u00e7u de la sc\u00e8ne londonienne qui ressemble beaucoup \u00e0 la sc\u00e8ne europ\u00e9enne,  pour une fois, concordance entre les deux.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>The Government was in chaos over the European constitution last night as a damaging rift opened between Tony Blair and Gordon Brown over whether a referendum may be necessary to approve plans to hand more power to Brussels.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Only two days before a crucial summit that will decide whether the EU takes greater control over British policy on justice, policing and foreign affairs, open disagreement over tactics broke out at the very top of government.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Last night the Tories said the rights of the British people to be governed by their own Parliament were being put at risk by confusion and bad feeling caused by the long drawn out handover of power from Mr Blair to Mr Brown.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Mr Blair&rsquo;s problems mounted further when President Nicolas Sarkozy of France dashed hopes of a new Anglo-French accord over the constitution and instead joined Spain to demand a massive extension of EU powers.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Mr Sarkozy  who succeeded Jacques Chirac last month, prompting talk of closer co-operation with Britain over Europe  also called off a visit to London today. He had planned to discuss with both Mr Blair and Mr Brown what should replace the defunct constitution, but they will now hold a telephone conference.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The bitter row over government tactics flared after Geoff Hoon, the Europe minister, said at the weekend that a referendum may be needed if EU leaders insist on a deal that is unsatisfactory to Britain.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>He received strong support from Mr Brown&rsquo;s camp, which saw the threat of a referendum  which ministers believe would be lost  as a good negotiating ploy to focus the minds of other EU leaders to accept Britain&rsquo;s demands.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Both Downing Street and officials representing Margaret Beckett, the Foreign Secretary, reacted furiously, believing Mr Hoon was suggesting that Mr Blair and Mrs Beckett may meekly sell out British interests in a cowardly late-night deal at the summit.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>They said there was no question of having to call a referendum because Mr Blair would block any deal that was not in Britain&rsquo;s interests.
