Alors que toute l&rsquo;attention est fix\u00e9e sur les Polonais et les Britanniques lanc\u00e9s dans leur grandiose bataille de r\u00e9sistance au sommet de Bruxelles, le pr\u00e9sident fran\u00e7ais Sarkozy semble avoir r\u00e9ussi un assez bon coup en faisant sauter du trait\u00e9 en n\u00e9gociation une phrase-cl\u00e9 exigeant une compl\u00e8te ouverture \u00e0 la comp\u00e9tition.<\/p>\n<\/p>\n<p><p>\tLe <em>Financial Times<\/em> appr\u00e9cie <a href=\"http:\/\/www.ft.com\/cms\/s\/8f4a5126-2033-11dc-9eb1-000b5df10621.html\" class=\"gen\">la chose<\/a> sans trop s&rsquo;en offusquer mais avec un certain haussement de sourcil : <\/p>\n<\/p>\n<p><p>\t\u00ab<em>The European Union&rsquo;s 50-year-old commitment to undistorted competition has been scrapped from a list of the bloc&rsquo;s objectives in a French coup that lawyers argue could undermine Brussels&rsquo; fight against protectionism and illegal state aid.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Nicolas Sarkozy, French president, secured the change, on the eve of an already tense Brussels summit to allay concerns in his country that the EU has become too Anglo-Saxon.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLe <em>Times<\/em>, lui, est plus <a href=\"http:\/\/www.timesonline.co.uk\/tol\/news\/world\/europe\/article1968924.ece\" class=\"gen\">agac\u00e9<\/a> dans son affirmation critique, tout en tentant par ailleurs de minimiser l&rsquo;action du pr\u00e9sident fran\u00e7ais pour la plus grande gloire des conceptions anglo-saxonnes.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>President Sarkozy of France was accused last night of trying to reintroduce protectionism into Europe&rsquo;s internal market after he urged the removal of its 50-year-old commitment to undistorted competition from the aims of the EU.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>In the original Constitution, one of the EU&rsquo;s main objectives was listed as an internal market where competition is free and undistorted.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Mr Sarkozy admitted that it was France who persuaded the German EU presidency to drop that phrase in the proposed new reform treaty. I had to take account of the 55 per cent of the French people who voted No, he said, in a reference to the referendum in 2005 that rejected the Constitution.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Mr Sarkozy has said previously that the EU must protect its citizens and not act as a Trojan Horse for globalisation.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Opinion was divided last night over the impact of the change. British officials said that they viewed it as largely presentational, so that Mr Sarkozy could avoid a rerun of the referendum by arguing that he had made the new treaty more committed to social aims.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Fear of growing AngloSaxon market competition damaging French jobs was said to be a key reason why the Constitution failed in France, leading to today&rsquo;s summit talks on a reform treaty. But Mario Monti, the former EU competition commissioner, has said that the change would undermine the European Commission&rsquo;s role as an anti-trust watchdog.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tLa chose est de bonne tactique. La France n&rsquo;est plus sous les feux de la rampe comme vilain petit canard, avec d&rsquo;une part l&rsquo;activisme constructif de Sarko, d&rsquo;autre part l&rsquo;attaque polono-britannique (et hollandaise) contre le trait\u00e9 qui donne ce r\u00f4le aux trois pays. L&rsquo;Allemagne de Merkel, qui pr\u00e9side \u00e0 nos destin\u00e9es communes pour huit jours encore, a un besoin absolu du soutien fran\u00e7ais. Il est hors de question de risquer un nouveau r\u00e9f\u00e9rendum en France. Tout cela se paye. La d\u00e9monstration est en train d&rsquo;\u00eatre faite qu&rsquo;il vaut mieux \u00eatre dans une position contestatrice mais indispensable plut\u00f4t que de mener le jeu dans la cacophonie europ\u00e9enne et de servir des concessions \u00e0 tous les contestataires. La vraie politique fran\u00e7aise, nation indispensable \u00e0 l&rsquo;Europe, est de faire payer ce caract\u00e8re indispensable par une position plus irresponsable ou\/et de soutien \u00e0 une politique d\u00e9termin\u00e9e par un autre au prix de concessions bien r\u00e9elles.
