Celui entre Fran\u00e7ais et Anglais sur la fameuse expression <em>where competition is free and undistorted<\/em> que les Fran\u00e7ais ont fait \u00f4ter d&rsquo;une des phrases-clefs du trait\u00e9 est certainement le plus significatif parce qu&rsquo;im concerne deux pays concurrents, puissants, et pourtant qui doivent s&rsquo;entendre sur certains points dans le contexte europ\u00e9en. Il ne semble pas que cette entente n\u00e9cessaire et forc\u00e9e se fera cette fois sur des termes uniquement anglo-saxons.<\/p>\n<\/p>\n<p><p>\tIl a \u00e9t\u00e9 tr\u00e8s int\u00e9ressant de relever les r\u00e9actions de la presse britannique au soir de la journ\u00e9e la plus chaude, celle du 22, un peu avant la fin du sommet. La consigne que le sommet a \u00e9t\u00e9 un succ\u00e8s n&rsquo;\u00e9tait pas encore donn\u00e9e. On a l\u00e0 une vision \u00e0 chaud de la presse britannique sur ce qui se passe au sommet. Tout est ax\u00e9 sur l&rsquo;affrontement franco-anglais et sur le r\u00f4le tr\u00e8s efficace du pr\u00e9sident fran\u00e7ais.<\/p>\n<\/p>\n<p><p>\t  Du <em>Guardian<\/em>, le <a href=\"http:\/\/www.guardian.co.uk\/eu\/story\/0,,2109368,00.html\" class=\"gen\">22 juin<\/a> \u00e0 15H30, sous le titre \u00ab<em>Blair denies climbdown over EU deal<\/em>\u00bb : \u00ab<em>The French president, Nicolas Sarkozy, today outfoxed his EU counterparts by winning an agreement to scrap a proposed phrase suggesting it was an objective to achieve a market where competition is free and undistorted.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The change from what had been written in the rejected constitution gave Mr Sarkozy a domestic political victory that will allow him to claim that the EU no longer worships solely at the altar of anglo-saxon markets<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\t Le <em>Daily Telegraph<\/em> titrait la phrase infamante  \u00ab<em> Blair outmanoeuvred by Sarkozy on treaty<\/em>\u00bb, le <a href=\"ttp:\/\/www.telegraph.co.uk\/news\/main.jhtml;jsessionid=WWPJQ20G4XO05QFIQMGCFFOAVCBQUIV0?xml=\/news\/2007\/06\/22\/weu622.xml\" class=\"gen\">22 juin<\/a> \u00e0 20H00 : \u00ab<em>European leaders were this evening close to agreement on a revamped constitution after France won a symbolic watering down of the EU&rsquo;s 50 year commitment to a free market economy.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Tony Blair, attending his last EU summit as Prime Minister, was forced into an embarrassing u-turn after being outmanoeuvred by the French President Nicolas Sarkozy over the removal of a commitment to free and undistorted competition in a list of the EU&rsquo;s defining objectives.<\/em><\/p>\n<\/p>\n<p><p>\t Le <em>Financial Times<\/em> se veut, comme toujours, plus factuel, plus objectif, et puis c&rsquo;est l&rsquo;objet ch\u00e9ri de sa passion qui figure dans ce titre : \u00ab<em>Dismay over competition shift<\/em>\u00bb, dans son compte-rendu du <a href=\"http:\/\/www.ft.com\/cms\/s\/60d151d8-20f0-11dc-8d50-000b5df10621.html\" class=\"gen\">22 juin<\/a> \u00e0 20H30 : \u00ab<em>A deal to remove the commitment to free and undistorted competition from the European Union treaty sparked howls of protests from business leaders, regulators and antitrust experts on Friday.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>While goals such as full employment and social progress will be held up as core objectives in the EU&rsquo;s new legal foundation, free competition will be downgraded, mentioned only in a protocol attached to the treaty.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Diplomats and officials claimed the move  which came at the bequest of Nicolas Sarkozy, the French president  would not diminish the European Commission&rsquo;s powers to pursue and punish competition abuses.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>A German official was adamant that removing the reference from the general objectives would not weaken the legal basis for EU competition policy because it is mentioned a total of 13 times in other EU texts.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>But antitrust specialists dismissed that argument, warning that it would still have a negative impact on the Brussels competition watchdog and the European courts.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\t  Avec le <em>Times<\/em>, le <a href=\"http:\/\/www.timesonline.co.uk\/tol\/news\/world\/europe\/article1972784.ece?token=null&#038;offset=12\" class=\"gen\">22 juin<\/a> \u00e0 22H00, on revient \u00e0 la sensibilit\u00e9 fran\u00e7aise (ou anti-fran\u00e7aise, c&rsquo;est selon) des Britanniques,  dans le titre dans tous les cas : \u00ab<em>Blair horse-trades with Sarkozy over EU treaty<\/em>\u00bb, mais en pr\u00e9cisant avec accablement les concessions du PM britannique principalement sur la protection \u00e9conomique voulue par le Fran\u00e7ais : \u00ab<em>Tony Blair has given ground on two key issues as the horse-trading continues at the summit in Brussels which is attempting to agree a new treaty governing how the European Union is run.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>This morning the Prime Minister gave the go-ahead for the concept of undistorted competition to be dropped from the preamble to the new EU treaty, despite fears that it could downgrade Europe&rsquo;s commitment to a level playing field for businesses.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\t Enfin, <em>The Independent<\/em>, ce m\u00eame <a href=\"http:\/\/news.independent.co.uk\/europe\/article2692479.ece\" class=\"gen\">22 juin<\/a>, \u00e9galement en d\u00e9but de soir\u00e9e (19H00), qui donne avec son titre (\u00ab<em>Britain isolated as EU treaty talks falter<\/em>\u00bb) l&rsquo;appr\u00e9ciation g\u00e9n\u00e9rale et d\u00e9sol\u00e9e de la presse britannique pour la position britannique durant le sommet ; une Angleterre dont on pr\u00e9tend qu&rsquo;elle inspire l&rsquo;Europe par ses conceptions et qui, pourtant, constate sa solitude qui vaut bien celle des Polonais. Le quotidien aborde un autre domaine, celui des exigences britanniques : \u00ab<em>The Prime Minister is demanding a special opt-out for Britain from a proposed European Charter of Fundamental Rights as EU leaders began a tense and potentially divisive summit in Brussels.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Tony Blair&rsquo;s uncompromising stance risked alienating his EU counterparts at his last appearance on the international stage before he stands down on Wednesday.<\/em><\/p>\n<\/p>\n<p><p>\t()<\/p>\n<\/p>\n<p><p>\t\u00bb<em>The <\/em>[new European] <em>charter would enshrine the right to strike and employers fear this could raise the prospect of secondary action. Provisions for information and consultation might give workers co-decision powers in companies. And the Government is worried that the charter might also threaten Britain&rsquo;s opt-out from the 48-hour maximum working week under the EU&rsquo;s working time directive.
