Cette disposition technique permet au pr\u00e9sident de signer un accord de libre-\u00e9change et de la pr\u00e9senter \u00e0 le ratification du Congr\u00e8s sans que celui-ci ait la possibilit\u00e9 d&rsquo;en d\u00e9battre pour l&rsquo;amender, ni de l&rsquo;amender bien entendu. La suppression de la FTA pour Bush et, probablement, son successeur, implique que tout trait\u00e9 de libre-\u00e9change sera d\u00e9cortiqu\u00e9 et probablement r\u00e9duit en charpie par le Congr\u00e8s.<\/p>\n<\/p>\n<p><p>\tC&rsquo;est d&rsquo;ailleurs bien le sens de la mesure prise par la Chambre. Il s&rsquo;agit d&rsquo;une mesure n\u00e9o-protectionniste et anti-globalisation, telle qu&rsquo;elle est pr\u00e9sent\u00e9e par les d\u00e9mocrates qui ont clairement un agenda n\u00e9o-protectionniste. Bien \u00e9videmment, le fait que la d\u00e9cision intervienne au moment du d\u00e9bat europ\u00e9en que l&rsquo;on sait d\u00e9force consid\u00e9rablement les partisans europ\u00e9ens du libre-\u00e9change. Non seulement <em>Fortress USA<\/em> existe, mais elle se renforce.
