Des partisans de la lutte contre l&rsquo;\u00e9mission de gaz \u00e0 effets de serre viennent, de nuit, saccager l&rsquo;\u00e9norme et superbe v\u00e9hicule, \u00e9norme pollueur \u00e9galement. Groves vit dans une banlieue hupp\u00e9e de Washington D.C., o\u00f9 l&rsquo;on est plut\u00f4t lib\u00e9ral et partisan de la protection de l&rsquo;environnement. L&rsquo;attentat n&rsquo;a soulev\u00e9 que de la sympathie, au grand d\u00e9sarroi de Gareth Groves, nous rapporte <em>The Independent<\/em> <a href=\"http:\/\/environment.independent.co.uk\/climate_change\/article2785468.ece\" class=\"gen\">aujourd&rsquo;hui<\/a> : \u00ab<em>The neighbours are not exactly coming around to sympathise. One woman, a crackpot says Mr Groves, kept walking back and forth telling anyone who would listen that she thought it was a good thing that the car had been vandalised. Another revealed that she has a T-shirt with a photograph of a Hummer with the word Bummer&rsquo; above it.<\/em>\u00bb<\/p>\n<\/p>\n<p><p>\tAlors qu&rsquo;un Etat comme la Californie est capable de prendre des mesures anti-pollution s\u00e9v\u00e8res sous la poigne autoritaire et muscl\u00e9e de l&rsquo;ex-acteur devenu gouverneur environnementaliste Arnold Schwarzenegger, les USA s&rsquo;av\u00e8rent incapables de r\u00e9soudre ce probl\u00e8me. Cette situation est exemplaire du syst\u00e8me de l&rsquo;am\u00e9ricanisme. En voici quelques d\u00e9tails, au travers de l&rsquo;aventure de Groves et de sa <em>Humvee<\/em>.<\/p>\n<\/p>\n<p><p>\t\u00ab<em>Early on Monday morning, two masked men arrived there wielding baseball bats and a machete. They then set about attacking the enormous Hummer that had been parked there for not even a week. As the owner, Gareth Groves, slept, they smashed every window, battered the panels, slashed the oversized tires and scrawled for the environ on the side of the seven-foot-high behemoth.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The attackers caused about $12,000 (\u00a36,000) worth of damage before running into the night. As an act of eco-vandalism, it was not as spectacular as previous episodes in the US. A couple of years ago three environmental activists firebombed several Hummer and 4&#215;4 dealerships in California. One of them is now serving an eight-year jail term in a federal prison and two others are on the run from the FBI.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>The argument over Hummers and vehicles like them go all the way to the White House. For the past 20 years car manufacturers have successfully blocked attempts to force them to become more efficient.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Curiously, while opinion polls reveal that given an option, three-quarters of Americans want dramatic increases in fuel efficient cars, they prefer to buy gas-guzzling Hummers, Cadillacs and behemoth-sized pickup trucks instead. Thirty years ago light trucks&rsquo;, as 4&#215;4 vehicles are classified, were only a fifth of all sales. Today they account for more than half. And in June, according to the latest figures from General Motors, the world&rsquo;s largest car manufacturer, Hummer sales were up by 11 per cent.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>As the New Yorker magazine put it: We buy gas guzzlers, but we vote for gas sipping.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Americans who think little of getting into a three-ton 4&#215;4 for a run to the supermarket, also want Congress and the White House to clamp down on their sale. But with the lobbying strength of the US car industry, that seems unlikely to happen.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Last month, the Senate passed an energy bill that for the first time in nearly 20 years would have forced an improvement in the fuel efficiency of cars and 4x4s. But it became dead in the water because of the intervention of the Michigan Congressman John Dingell, who could fairly be described as friendly to the car lobby. He wanted fuel economy improvements that were condemned as being even weaker than the toothless measures proposed by President George Bush.<\/em><\/p>\n<\/p>\n<p><p>\t\u00bb<em>Now given how fractious the debate has become, over Hummers on suburban roads and the fuel efficiency of American cars, it is unclear whether any fuel requirements will make it into the bill before Congress, or even when the House will get around to debating it.<\/em><\/p>\n<\/p>\n<p><p>\tThe attack on the Brandywine Hummer has triggered an outpouring of rage across the country  on both sides of the divide  and the vehicle has become the latest poster boy for America&rsquo;s failing attempts to grapple meaningfully with climate change.<D>\u00bb<\/p>\n<\/p>\n<p><p>\tExemple typique du blocage du syst\u00e8me de l&rsquo;am\u00e9ricanisme, parce que syst\u00e8me totalement soumis aux forces des groupes de pression et des groupes d&rsquo;int\u00e9r\u00eat. Les USA eux-m\u00eames ne reposent sur aucune l\u00e9gitimit\u00e9 r\u00e9galienne et sont enti\u00e8rement soumis, dans leur structure f\u00e9d\u00e9rale, aux forces de l&rsquo;argent et de l&rsquo;influence n\u00e9cessairement \u00e9trang\u00e8res au bien public collectif.<\/p>\n<\/p>\n<p><p>\tDans ce cadre, l&rsquo;individualisme prolif\u00e8re aux d\u00e9pens de l&rsquo;esprit public et conduit aux contradictions qui sont moins incompr\u00e9hensibles que ne semble le croire le <em>New Yorker<\/em> (chacun est pour la lutte contre la pollution et les mesures qui vont avec mais, en l&rsquo;absence de lois communes qui imposent \u00e0 tous les m\u00eames sacrifices, chacun refuse de s&rsquo;imposer \u00e0 soi-m\u00eame les sacrifices n\u00e9cessaires puisqu&rsquo;il n&rsquo;a aucune garantie que le voisin fera de m\u00eame). Les r\u00e9actions, devant l&rsquo;aggravation des conditions de la crise, sont \u00e9galement individuelles ou de type groupes de pression devenant groupes d&rsquo;action. L&rsquo;\u00e9co-terrorisme n&rsquo;est pas l&rsquo;enfant d&rsquo;une terrible extr\u00eame-gauche anti-capitaliste mais le produit naturel d&rsquo;un syst\u00e8me impuissant \u00e0 imposer une coh\u00e9sion civique \u00e0 la population qu&rsquo;il tient pourtant entre ses mains.
